Senator Bill Hagerty has indicated that the US Strategic Bitcoin Reserve could be expanded beyond its estimated 200,000 BTC holdings, but only once Congress passes comprehensive crypto market structure legislation. In a recent interview with Bitcoin Magazine, Hagerty stressed that progress on the stalled CLARITY Act must come first, and signaled that growth for the reserve may follow rapidly after legislative action.

Path to expansion tied to Congress

Hagerty outlined that the reserve’s future depends on lawmakers first addressing regulatory clarity. He avoided providing a firm timeline for possible expansion but maintained that legislative sequencing is essential. The senator credited Cynthia Lummis for related efforts, referencing her proposal that the US acquire 1 million BTC over five years, which would represent around 5% of bitcoin’s total circulating supply according to CoinGecko figures.

His remarks came shortly after the House Financial Services Committee approved the Strategic Bitcoin Reserve Bill—the first time such a proposal advanced through a federal committee. At present, the government holds bitcoin largely from seizures in criminal and civil cases, including the Silk Road and Bitfinex incidents.

Hagerty emphasized that legislation establishing market structure rules must be enacted before expansion of the Strategic Bitcoin Reserve becomes possible, stating the reserve “could come very soon after that.”

Executive authority currently prevents the Treasury from selling reserve bitcoin and mandates that additions must be budget-neutral, according to the executive order that established the reserve during Donald Trump’s presidency. Lawmakers have yet to define a process for future reserve expansion that aligns with these constraints.

Different figures, ongoing uncertainty

Estimations of the government’s bitcoin holdings range from 198,000 BTC to 328,000 BTC. Hagerty puts the current figure at 200,000 BTC, but White House officials have called for first securing and auditing existing holdings before any additions. On October 14, Patrick Witt, a member of the White House digital assets council, said no immediate plan or method exists for growing the reserve further.

Although the CLARITY Act passed the House in July 2025 and cleared the Senate Banking Committee in May 2026, the legislation stalled in the Senate in September. The next session begins in January, meaning “very soon” remains open-ended.

Political statements on expanding the reserve do not equate to direct market action because authority and budget provisions must first be established by law.

Bitcoin price and broader market context

At 13:25 UTC on October 29, bitcoin traded at $80,094, falling 0.57% in 24 hours and declining 5.19% over the last month. Over the past year, bitcoin has lost 29.37% from its price, with its all-time high recorded at $126,080 in October 2025. The estimated current value of the reserve, based on Hagerty’s cited 200,000 BTC, is about $16 billion.

Market reaction to Hagerty’s comments appears limited, with the price fluctuating between $79,636 and $81,698 during the previous 24 hours. The Crypto Fear & Greed Index registered a neutral reading of 51.

For those closely monitoring shifts in government bitcoin reserves, staying updated on legislative developments and market metrics is critical. CryptoAppsy offers real-time price tracking and customizable portfolio tools to keep users informed about moves in bitcoin—especially as possible changes in government policy could influence price and sentiment.

Stablecoins and the dollar’s global position

Stablecoins’ role in supporting the US dollar’s international status also emerged in recent remarks by both Hagerty and Treasury Secretary Scott Bessent. Speaking at the Ripple Swell conference, Bessent described stablecoins as a new financial infrastructure essential for US dollar hegemony, noting that current regulation requires issuers to maintain full reserves. Standard Chartered projects the stablecoin market could reach $2 trillion by 2028, but this remains a forecast rather than a certainty.

Risks and next steps

Any movement to expand the reserve still faces several hurdles. Bitcoin is trading 36% below its 2025 peak, and the CLARITY Act could stall again or lose momentum if priorities shift in Congress. Lawmakers have not yet defined a concrete method or funding approach for adding more bitcoin to federal holdings.

Investors are cautioned that “very soon” is not a guarantee, but rather a possibility contingent on multiple legislative and political factors. Those tracking potential government actions are encouraged to review primary sources such as proposed bills and official statements to verify progress.
