US Senator Bill Hagerty, who represents Tennessee in the Senate, has expressed strong opposition to the introduction of a central bank digital currency (CBDC) in the United States. Senator Hagerty views a CBDC as incompatible with American principles of freedom and liberty, warning that such a system could lead to increased government oversight of individual financial activity.

Concerns over CBDC and regulatory clarity

In a recent interview, Hagerty criticized proposals in Congress that advocate for a CBDC, suggesting that these measures would undermine privacy and civil liberties. He argues that the better approach is limited government intervention, which he claims allows innovation in the digital asset sector to flourish.

Hagerty also raised concerns about the uncertainty surrounding cryptocurrency regulation. He pointed to former Securities and Exchange Commission (SEC) chair Gary Gensler’s approach, stating that unclear policies have given regulators more room to take aggressive actions against the industry.

Uncertainty in regulation, Hagerty explained, creates opportunities for agencies like the SEC to challenge crypto businesses and slow industry progress through enforcement actions.

The senator emphasized the importance of Congress actively setting policy guidelines rather than leaving oversight to unelected regulators.

Bitcoin reserve and dollar hegemony

Senator Hagerty discussed the idea of expanding a United States Strategic Bitcoin Reserve as a way to support dollar hegemony globally. He believes that holding Bitcoin could enhance the resilience of US financial systems and reinforce the dollar’s position in global markets.

This proposal reflects growing interest in digital assets as a strategic component for national reserves, particularly at a time when some countries are exploring alternatives to the US dollar for trade and settlement.

Hagerty referenced ongoing discussions about the “GENIUS Act,” a proposed bill aimed at improving payment systems and settlement mechanisms in the United States. He stated that diversifying reserve holdings, including the consideration of cryptocurrencies like Bitcoin, could offer additional flexibility for policymakers.

Stablecoins, regulation, and public skepticism

The senator noted that stablecoins, digital tokens pegged to the US dollar, have sparked debates over potential rewards, regulatory frameworks, and the impact on Treasury demand. Hagerty observed that while some policymakers see stablecoins as beneficial for expanding the use of the dollar in digital environments, others remain cautious due to concerns about consumer protection and systemic risk.

He further cited that ongoing regulatory competition between the SEC and the Commodity Futures Trading Commission (CFTC) has complicated the approval and oversight processes for new cryptocurrency products. According to Hagerty, resolving these conflicts is necessary to foster clear rules and encourage growth in the industry.

Hagerty stated that Americans continue to be skeptical about cryptocurrencies, highlighting the need for increased transparency, better consumer protections, and reliable energy sources for mining operations.

Outlook for Congressional action

Looking ahead, Senator Hagerty expressed doubt about the likelihood of major legislative changes in the digital asset sector before Congress reconvenes in January. He indicated that the limited time remaining in the current session presents challenges for passing substantial reforms.

Nevertheless, Hagerty asserted that he will continue to advocate for regulatory clarity and advancements in the United States’ role in digital asset innovation, especially as global competition increases.
