The objections appear in an October 19 public notice issued by OKXICE, the 50-50 joint venture between cryptocurrency exchange OKX and Intercontinental Exchange (ICE), parent of the New York Stock Exchange. Qualcomm (QCOM), Caterpillar (CAT), McDonald's (MCD) and Western Digital (WDC) also joined the opposition, adding seven companies to the nine previously disclosed. The notice does not identify their reasons for objecting or specify when their submissions were received. The growing resistance presents a commercial challenge for OKXICE as it prepares to launch around-the-clock trading of tokenized US equities under the Securities and Exchange Commission's new Innovation Exemption.

How Much of OKXICE's Proposed Stock Offering Has Been Blocked?
OKXICE initially identified 63 stock symbols representing 62 companies for potential trading. Of the 16 objecting issuers, 15 appeared in that original selection, meaning approximately 24% of the proposed companies have now filed objections. That leaves 47 companies from the initial selection without a publicly disclosed objection. However, the absence of an objection does not mean those issuers have approved tokenization or that their regulatory notification periods have expired. The seven new objections follow the earlier refusals from Broadcom, Verizon, UnitedHealth, CoreWeave, AppLovin, Applied Digital, Rocket Lab, Applied Optoelectronics and Cerebras Systems. As FinanceFeeds reported in its earlier coverage of the nine issuer objections, Cerebras was not included in the original proposed trading roster. The expansion from technology and infrastructure companies to Microsoft, Alphabet, Goldman Sachs and major industrial issuers broadens the range of companies declining participation. For OKXICE, the practical consequence is a smaller selection of recognizable equities. The reduction could affect customer acquisition and trading activity, although no operating volumes or revenue impact have been disclosed.

Fifteen of the original 62 issuers have objected, reducing OKXICE's proposed stock selection before launch. The remaining 47 companies should not be treated as confirmed participants until their notification periods and eligibility conditions are satisfied.

What Does the SEC's Innovation Exemption Allow Issuers to Block?
The SEC introduced its five-year Innovation Exemption on September 17, permitting qualifying Tokenized Securities Venues to facilitate trading in blockchain-based representations of US-listed stocks through permissioned automated market-maker liquidity pools. Under the framework, a venue must notify an issuer before offering shares tokenized by an unaffiliated third party. Trading cannot begin until at least 30 calendar days after the company receives that notice. If the issuer submits a written objection within that period, the venue cannot offer the relevant tokenized stock under the exemption. Importantly, an objection applies to the specific venue and arrangement. It does not prohibit conventional trading of the underlying stock, prevent issuer-authorized tokenization or automatically block another venue from proposing a separate arrangement. The exemption also requires tokenized securities to preserve equivalent shareholder rights, including dividends and voting rights. It does not remove applicable securities antifraud requirements. FinanceFeeds previously examined OKXICE's October filing to establish a US tokenized-stock trading platform, which outlined its initial selection of more than 60 stock symbols.

The SEC has created a regulatory pathway for tokenized securities, but the issuer-objection mechanism makes access conditional. Regulatory permission alone does not guarantee that a venue can offer shares from the companies most attractive to prospective traders.

Why Could Tokenized Trading Create New Pricing Risks?
OKXICE plans to operate continuously using permissioned Uniswap v4 liquidity pools deployed on the XLayer blockchain. Tokenized shares would trade against supported stablecoins, including USDC, USDT and USDG. The proposed tokens would be backed one-for-one by underlying shares held through a registered broker-dealer, with mechanisms intended to preserve shareholder entitlements. Unlike conventional stock exchanges, however, the platform's automated market makers would determine execution prices from the assets available within their liquidity pools rather than directly using quotations from the underlying equity markets. OKXICE acknowledges in its public notice that token prices could diverge from conventional share prices, particularly outside normal trading hours or when liquidity is limited. That introduces potential execution risks for investors who assume a tokenized Microsoft or Alphabet share will always trade at the prevailing price of its underlying stock. The venue also operates outside Regulation NMS and is not registered as a national securities exchange or alternative trading system under the exemption, although its activities remain subject to SEC oversight and applicable conditions. These structural differences provide context for the issuer-objection mechanism. The SEC specifically identifies potential price dislocation and shareholder-recordkeeping complications as issues issuers may consider. The October 19 notice does not establish that these concerns motivated any particular company's decision.

What Happens Next for OKX, ICE and Tokenized Equity Trading?
The objections do not prevent OKXICE from launching trading in other eligible securities. However, the joint venture has not confirmed a commencement date, and additional issuer responses could further change its available stock selection. The issue also extends beyond OKXICE. Nasdaq-listed Perpetuals.com is preparing a competing venue under the same exemption, as detailed in FinanceFeeds' coverage of its planned tokenized-securities platform. For ICE and OKX, the next commercial tests will involve the final number of eligible stocks, market-maker participation, liquidity depth and whether token prices remain closely aligned with conventional markets. The disclosures provide no basis to quantify a financial impact on the objecting companies or their underlying share prices. The immediate effect is on OKXICE's proposed product offering and its ability to attract trading activity.

Investors assessing ICE's blockchain strategy should focus on the venue's eventual launch, eligible securities and actual trading liquidity rather than the size of its originally proposed stock list. Further objections could constrain adoption, while successful trading in remaining securities would provide the first operational evidence of demand.
