France's National Assembly has backed a proposal that would tax gains made on certain crypto-to-stablecoin swaps, with the measure set to take effect from 2027 if it becomes law. The move marks a significant shift in how French lawmakers are thinking about digital asset taxation, treating some stablecoin conversions as taxable events rather than simple portfolio reshuffling.

What the Assembly-Backed Proposal Would Change

Under current French rules, swapping one cryptocurrency for another is generally treated as a taxable disposal. Swapping crypto for a stablecoin, however, has occupied a grey area. This proposal, reported by CryptoSlate, would bring certain crypto-to-stablecoin exchanges into scope as taxable events. A stablecoin is a type of digital currency designed to hold a fixed value, usually pegged one-to-one with a traditional currency like the euro or US dollar. Traders often move funds into stablecoins to lock in gains without fully exiting the crypto market. The proposal targets gains realized through specific crypto-to-stablecoin swaps. The Assembly has backed it, but the exact qualifying swap types, applicable tax rates, and any exemption thresholds have not been confirmed in the available evidence. The proposed implementation date is 2027.
Why the Proposed Rule Matters for Crypto Users in France

If this proposal advances into law, anyone in France who converts a cryptocurrency into a stablecoin and has made a profit on that crypto could owe tax on the gain at the point of conversion. Today, many users treat that move as a tax-free step. That assumption could change.
This legislative development is part of broader regulatory attention on crypto in France. French authorities have also been active in other areas of the digital asset space, including law enforcement, as seen in the arrest of two individuals connected to a crypto property scam earlier this year.
The practical implication for holders is straightforward: if the rule passes, simply moving from bitcoin or ether into a euro-pegged stablecoin would not be a tax-neutral action. Any gain made since the original purchase would need to be calculated and reported.
It is important to note the difference between a parliamentary vote backing a proposal and enforceable tax law. The Assembly's support is a legislative step, not the final word. The proposal still needs to complete the full French legislative process before it becomes binding. CryptoSlate's coverage of the Assembly's vote describes members of parliament backing the measure, but the path to full enactment continues.
European regulators have been tightening frameworks around crypto assets more broadly. Firms operating in the region, like those covered in Kraken's European Economic Area wallet changes, are already adapting to an evolving compliance environment. A French stablecoin swap tax would add another layer to that landscape.

What to Watch Before 2027

The 2027 proposed start date gives users, exchanges, and tax professionals time to prepare, but only if the measure clears all remaining legislative hurdles. France's Senate would also need to weigh in before the proposal becomes law.
Anyone holding crypto assets in France should monitor the final legislative text closely. The scope of "some" swaps, as described in the proposal, matters enormously. A broad reading could capture most stablecoin conversions; a narrow one might apply only to specific asset types or transaction sizes. Official guidance from French tax authorities will be essential once the bill progresses further.
For now, the key takeaway is this: the French National Assembly has signaled it wants to close the gap between crypto-to-crypto taxation and crypto-to-stablecoin treatment. Anyone using stablecoins as a holding strategy inside a French tax residency should take note and seek qualified tax advice before making moves based on the current rules.
