Wyoming has fully moved its Frontier Stable Token (FRNT) from LayerZero to Chainlink’s Cross-Chain Interoperability Protocol. The state commission now uses CCIP as FRNT’s cross-chain infrastructure. The decision follows a commission security review covering FRNT’s cross-chain operations and controls.

Following this stablecoin news, price trackers placed ZRO at $0.98, down $0.0389, or 3.82%, across 24 hours. Its market capitalization stood at $347 million. The intraday chart showed an early rise, followed by fading momentum and lower highs.

Subsequently, ZRO reversed a sharp drop but failed to recover the earlier trajectory. The token finished near the session low as selling continued into the close.

Commission CISO Keith Lawhorn linked the review to two LayerZero-related concerns in an X post. He described a lost-key issue involving FRNT’s Solana deployment and cited the April KelpDAO breach.

Stablecoin News: Review Follows KelpDAO Attack

According to Lawhorn, the April 18 attack prompted a broader review of FRNT’s cross-chain setup. The LayerZero bridge used by KelpDAO lost about $292 million during the breach.

More specifically, DPRK-linked attackers compromised LayerZero Labs’ off-chain RPC infrastructure, according to its incident report, in a development relevant to stablecoin news.

The affected LayerZero verifier used that infrastructure to observe Unichain’s state. Attackers then produced a forged cross-chain message about an event that never occurred. Consequently, Ethereum released funds in response to the false Unichain event. However, Lawhorn said the commission needed to determine whether FRNT faced comparable infrastructure risks.

Wyoming Lists CCIP Review Standards

The review then compared LayerZero, CCIP, and other alternatives across six dimensions, Lawhorn said. Wyoming selected CCIP for eight networks spanning Arbitrum, Avalanche, Base, Ethereum, Hedera, Optimism, Polygon, and Solana.

Under the commission’s assessment, CCIP uses 16 independent, security-reviewed node operators on every supported chain. Transactions first pass an OCR consensus process before a separate signing stage. The commission said this structure protects against individual node and RPC failures.

Additionally, the commission cited CCIP’s Big Four-reviewed SOC 2 Type 2 certification and 50 security audits. Lawhorn said LayerZero lacked equivalent certification during the review. He also cited Chainlink’s operations during the COVID crash, the FTX collapse, network congestion, and the October 2025 AWS outage.

Lawhorn said the infrastructure secures about 70% of DeFi and enables over $33 trillion in transaction value.

Meanwhile, adjustable rate limits act as circuit breakers for each token, lane, and transfer direction. As per the commission’s review discussed in this stablecoin news, Chainlink Labs’ security teams continuously monitor reliability and uptime.

Moreover, Chainlink’s Cross-Chain Token standard lets Wyoming control contracts, token pools, policies, and implementation logic. The design avoids provider-specific token code, according to Lawhorn. Wyoming can change infrastructure without rebuilding FRNT.

Finally, Lawhorn listed market data, compliance, privacy, and workflow orchestration among services within the same platform. The commission said that a unified setup reduces integration work and the complexity of security reviews.

Stablecoin News Covers LayerZero’s Rebuttal

Notably, LayerZero co-founder and CEO Bryan Pellegrino challenged Lawhorn’s description of the first incident. LayerZero’s own report separately confirmed an infrastructure compromise that led to the KelpDAO loss.

Pellegrino responded that LayerZero deployed FRNT on Solana with every Token-2022 extension initialized, as Wyoming requested. He said both parties initially failed to transfer the Scaled UI Amount authority. Stablecoin news confirms that LayerZero transferred that authority within 24 hours after the commission flagged it.

However, Pellegrino rejected claims that LayerZero lost the related private key. He described the authority as view-only metadata that changes displayed amounts, not raw token balances.

It cannot mint, burn, freeze, seize, pause, transfer funds, or alter supply, he said. Pellegrino added that its multiplier stayed at one before the on-chain transfer. Additionally, Pellegrino said he continues to support Executive Director Anthony Apollo and the commission’s work.
