The European Central Bank says a digital euro would offer the strongest privacy current technology allows, as Europe prepares a 2027 pilot and targets possible issuance in 2029.

Piero Cipollone, a member of the ECB’s Executive Board, <a href="https://decrypt.co/376590/digital-euro-will-offer-maximum-level-of-privacy-ecb-board-member-says" rel="noopener noreferrer nofollow">made</a> the privacy claim in an interview with Italian outlet ilsussidiario.net, conducted Aug. 10 and published by the ECB on Aug. 24.
He said offline payments would run directly between users, leaving transaction details only with the payer and payee. Online payments would work differently, but Cipollone said the Eurosystem still would not be able to identify the people sending or receiving funds.
“The digital euro guarantees the maximum level of privacy that current technology can offer,” Cipollone said. Commercial banks distributing the currency would still handle identity checks and anti-money laundering obligations, while the European Parliament backed negotiations in Jul. and the ECB selected 36 providers for a 12-month pilot starting in the second half of 2027.

Cipollone’s comments address one of the main objections to central bank digital currencies, the concern that governments could gain direct visibility into individual spending.
The U.S. has taken a different route, with the 21st Century ROAD to Housing Act barring the Federal Reserve from issuing a CBDC through Dec. 31, 2030. After that date, the Fed would still need explicit authorization from Congress.
Cipollone has also framed the digital euro as a way to protect Europe’s banking system from the growing reach of private digital money. In Jul., he warned that broader stablecoin use could pull retail deposits away from European banks, adding to pressure from mobile payment platforms that already capture fees and transaction data.
The project has now moved from technical preparation toward legislation and real-world testing. The European Parliament agreed its negotiating position in Jul., talks with member states are targeting a deal by the end of 2026, and 36 providers are set for the 2027 pilot before possible issuance in 2029.
