Russian President Vladimir Putin has signed into law a comprehensive bill that brings the country’s cryptocurrency market under formal regulatory oversight, according to local news agency TASS. The legislation, which takes effect on September 1, establishes a legal framework for crypto exchanges, custodians, mining operations, and the issuance and circulation of digital financial assets (DFA).

Key Provisions of the New Law

The new law mandates that crypto trading operators register with a self-regulatory organization (SRO) and maintain a minimum capital of 15 million rubles (approximately $187,000). However, operators are granted a transition period until July 1, 2027, to comply with the registration requirement, allowing existing businesses to continue operations in the interim.

For retail investors, the law imposes an annual limit of 300,000 rubles (around $3,700) per firm for purchasing highly liquid cryptocurrencies through licensed intermediaries. Qualified investors, on the other hand, will be able to trade without such restrictions, reflecting a tiered approach to investor protection.

Advertising and Payment Restrictions

Advertising cryptocurrencies and using them as a means of payment for goods and services remains prohibited under the new legislation. Exceptions are made for foreign trade settlements and for crypto obtained through mining, which may be used in specific circumstances. Additionally, banks are now required to block fund transfers suspected of being linked to unlicensed crypto trading operators, further tightening oversight.

Implications for the Market

This regulatory move signals Russia’s intent to integrate the crypto sector into its financial system while maintaining strict controls. By establishing clear rules for exchanges and mining, the government aims to reduce illegal activities and enhance transparency. The tiered access for retail versus qualified investors suggests a cautious approach to consumer protection, while the transition period for operators indicates a pragmatic path toward full compliance.

For international observers, Russia’s stance on crypto remains nuanced. While domestic use as payment is restricted, the allowance for cross-border settlements and mining could position the country as a significant player in the global crypto mining industry, particularly given its energy resources.

Conclusion

The signing of this bill marks a pivotal step in Russia’s regulatory journey with cryptocurrencies. As the law takes effect in September, market participants will be watching closely to see how enforcement unfolds and whether further adjustments are made. For now, the legislation provides a clearer, albeit restrictive, framework for crypto activities in Russia, balancing innovation with state oversight.
