A U.S. House Democrat has called for subpoena power to investigate prediction markets Kalshi and Polymarket over concerns about corruption and insider trading, escalating congressional scrutiny of platforms that allow users to wager on real-world events.

Rep. Chris Pappas, ranking member of the House Oversight Committee, issued a press release calling on the House to subpoena prediction markets to "fully investigate corruption and insider trading." The move targets both Kalshi, a CFTC-regulated exchange, and Polymarket, a crypto-native platform built on the Polygon blockchain.

The probe arrives as prediction markets have surged in popularity and political relevance. Polymarket drew widespread attention during the 2024 U.S. presidential election cycle, and both platforms now offer contracts on policy outcomes, economic data releases, and geopolitical events.

What the probe targets and why it stands out

Kalshi operates as a federally regulated derivatives exchange under CFTC oversight. Polymarket, by contrast, runs on blockchain infrastructure and has faced its own regulatory friction, including a previous $1.4 million settlement with the CFTC in 2022. The two platforms represent different models, but both face the same core question from Congress: whether participants with privileged access to outcome-relevant information are profiting at the expense of ordinary users.

Insider trading in prediction markets differs from traditional securities fraud. Rather than trading on nonpublic corporate earnings, the concern is that individuals with advance knowledge of government decisions, policy announcements, or regulatory actions could place bets before that information becomes public. This risk is particularly acute for contracts tied to congressional votes, executive orders, or agency rulings.

A CoinDesk report framed crypto prediction markets as potential national security risks, noting that some in Congress want to ban them outright. That framing suggests the probe could extend beyond insider trading into broader questions about whether these platforms should exist in their current form.

How insider trading concerns could reshape platform credibility

Prediction markets rely on the assumption that pricing reflects aggregated public information. If insiders can systematically exploit privileged knowledge, market prices become less reliable as forecasting tools, undermining the core value proposition these platforms advertise.

For Kalshi, which has invested heavily in regulatory compliance to differentiate itself from offshore competitors, even an investigation without findings could damage its positioning. For Polymarket, which operates with fewer compliance guardrails, the probe adds to an existing pattern of regulatory pressure. India's Ministry of Electronics and IT has already moved to block Polymarket in that country, signaling that scrutiny is not limited to U.S. authorities.

Platform-level consequences could include mandatory trade surveillance systems, position limits, or requirements to verify that participants do not hold government positions related to contract outcomes. Any of these measures would increase operating costs and potentially reduce liquidity.

Why crypto markets should pay attention

Polymarket's blockchain-based architecture means this probe has direct implications for the broader crypto ecosystem. Congressional action against a high-profile crypto-adjacent platform can shift sentiment around decentralized applications and on-chain financial products more broadly.

The investigation also intersects with the ongoing debate about how digital asset platforms should be regulated. If Congress concludes that prediction markets require stricter oversight, that framework could influence how lawmakers approach other crypto trading venues. The probe comes at a time when large stablecoin movements between treasuries and exchanges are already drawing attention to transparency in crypto capital flows.

No formal allegations or charges have been filed against either platform. A probe is an investigative step, not a legal finding. Whether it leads to subpoenas, legislation, or simply a public report will depend on what the Oversight Committee uncovers in the months ahead.
