<p data-pm-slice="1 1 []">This move aims to curb fraud and better regulate crypto transactions across the state. Is this good news for the crypto ATM sector?</p>
<h5 data-pm-slice="1 1 []"><strong>Senate Tightens Crypto ATM Rules, Sets $2K Withdrawal Cap</strong></h5>
<p>The bill, which passed in a 45-to-1 Senate vote on March 18, introduces stricter guidelines for crypto ATM operators. These include licensing requirements, fraud warning notices, and mandatory blockchain analytics to detect suspicious activity. The bill also mandates quarterly reports on ATM locations, operator names, and transaction data.</p>
<p>Initially, the <a href="https://ndlegis.gov/assembly/69-2025/regular/documents/25-1011-03000.pdf" target="_blank" rel="noopener noreferrer nofollow">bill set</a> a $1,000 daily withdrawal limit per user. However, the North Dakota House later revised it, allowing users to withdraw up to $2,000 per day for their first five transactions in 30 days. The Senate, however, reversed course and enforced a hard $2,000 cap, no matter how many transactions a user makes.</p>

<p>Before becoming law, the bill must return to the House for approval of these changes. If the House agrees, it will then head to Governor Kelly Armstrong’s desk for final approval or veto. To strengthen consumer protections, the bill requires crypto ATM operators to use blockchain analytics to monitor transactions and report potential fraud to authorities.</p>
