Edo Farina, a well-known analyst focused on banks and cryptocurrency, has claimed that more than 3 million Paraguay residents lost access to their digital bank accounts overnight after the country’s central bank allegedly took over Ueno, a digital banking platform. Farina raised these concerns in a widely shared video, using the reported incident to highlight what he considers the advantages of holding assets on the XRP Ledger and advocating for personal crypto self-custody.

Paraguay central bank and Ueno claims

Farina alleged that the Banco Central del Paraguay, the country’s monetary authority, intervened in the operations of Ueno, which serves customers through digital banking services. This move reportedly left millions unable to access their funds at the platform. As of June 2024, the Paraguayan central bank actively oversees most of the country’s banking sector and periodically intervenes in financial institutions to maintain stability.

In his video, Farina used the situation to draw a direct comparison with digital assets held on decentralized networks, emphasizing that users of the XRP Ledger continued transacting normally. He presented this operational reliability as a counterpoint to the risks faced by depositors during bank disruptions.

Mini dictionary: Ueno, a digital bank operating in Paraguay, offers app-based accounts and financial services, providing users with banking without physical branches.

XRP Ledger’s uptime vs. price volatility

According to Farina, “The XRP Ledger kept settling transactions every few seconds like any other day.” He argued that, regardless of disruptions in the traditional banking sector, XRP Ledger’s network continued functioning.

The XRP Ledger processed transactions continuously even as bank account holders faced service disruptions in Paraguay, according to Farina. He describes this as proof of the advantages of decentralized finance infrastructure.

However, Farina also acknowledged in his analysis that reliability of the ledger’s operations does not guarantee investment gains. In the same recording, he stated that XRP was trading near $1.25, having fallen around 5%, while bitcoin also declined by approximately 5%, listing the leading cryptocurrency below $77,000. These price points reflect the time of the video and not necessarily the current market.

He identified $1.60 as a key resistance level for $XRP, explaining he would not expect a broader price reversal unless this threshold is surpassed.

Limits of crypto custody and risk

Farina stated that diversifying exposure across several banks, keeping some emergency cash, and maintaining personal custody of crypto keys were best practices for managing risk. He cautioned against storing significant assets on centralized exchanges, warning that platform suspensions, insolvency, or legal proceedings could suddenly restrict access to funds.

He also argued that holding XRP in a personal wallet protects against asset seizure. However, this claim overlooks key risks. Native XRP assets do not have a built-in clawback mechanism, but legal systems in various jurisdictions may compel transfers or seize private assets under court orders. Additionally, if private keys are stolen or lost, holders remain at risk of losing access to their funds.

Self-custodial control removes the need to rely on exchange platforms to authorize transactions, but it does not provide immunity against legal interventions, technical compromise, or market losses.

Farina’s statement that physical property such as gold or real estate cannot be confiscated is inaccurate, since such assets remain subject to local regulations and potential seizure by authorities where warranted by law.

Practical takeaways for account holders

Farina’s video ends with recommendations for spreading risk: use multiple banks, keep accessible reserves, and avoid exclusively holding crypto on exchanges. He maintains that the decentralized nature of blockchain networks such as the XRP Ledger continues to function even as centralized financial institutions face outages or regulatory action.
