<p>The list includes <a href="https://x.com/search?q=%24BTC&amp;src=cashtag_click" rel="noopener noreferrer nofollow">$BTC</a>, <a href="https://x.com/search?q=%24ETH&amp;src=cashtag_click" rel="noopener noreferrer nofollow">$ETH</a>, <a href="https://x.com/search?q=%24XRP&amp;src=cashtag_click" rel="noopener noreferrer nofollow">$XRP</a> (<a href="https://x.com/XRP" rel="noopener noreferrer nofollow">@XRP</a>), <a href="https://x.com/search?q=%24SOL&amp;src=cashtag_click" rel="noopener noreferrer nofollow">$SOL</a> (<a href="https://x.com/solana" rel="noopener noreferrer nofollow">@solana</a>), <a href="https://x.com/search?q=%24DOGE&amp;src=cashtag_click" rel="noopener noreferrer nofollow">$DOGE</a> (<a href="https://x.com/dogecoin" rel="noopener noreferrer nofollow">@dogecoin</a>), <a href="https://x.com/search?q=%24LINK&amp;src=cashtag_click" rel="noopener noreferrer nofollow">$LINK</a> (<a href="https://x.com/chainlink" rel="noopener noreferrer nofollow">@chainlink</a>), <a href="https://x.com/search?q=%24ADA&amp;src=cashtag_click" rel="noopener noreferrer nofollow">$ADA</a> (<a href="https://x.com/Cardano" rel="noopener noreferrer nofollow">@Cardano</a>), <a href="https://x.com/search?q=%24LTC&amp;src=cashtag_click" rel="noopener noreferrer nofollow">$LTC</a> (<a href="https://x.com/litecoin" rel="noopener noreferrer nofollow">@litecoin</a>) and <a href="https://x.com/search?q=%24SHIB&amp;src=cashtag_click" rel="noopener noreferrer nofollow">$SHIB</a>. Withdrawals will also resume for selected assets on <a href="https://x.com/search?q=%24SUI&amp;src=cashtag_click" rel="noopener noreferrer nofollow">$SUI</a> (<a href="https://x.com/SuiNetwork" rel="noopener noreferrer nofollow">@SuiNetwork</a>), Arbitrum <a href="https://x.com/search?q=%24ARB&amp;src=cashtag_click" rel="noopener noreferrer nofollow">$ARB</a> (<a href="https://x.com/arbitrum" rel="noopener noreferrer nofollow">@arbitrum</a>), Optimism <a href="https://x.com/search?q=%24OP&amp;src=cashtag_click" rel="noopener noreferrer nofollow">$OP</a> (<a href="https://x.com/Optimism" rel="noopener noreferrer nofollow">@Optimism</a>), TRON <a href="https://x.com/search?q=%24TRX&amp;src=cashtag_click" rel="noopener noreferrer nofollow">$TRX</a> (<a href="https://x.com/trondao" rel="noopener noreferrer nofollow">@trondao</a>) and Base (<a href="https://x.com/base" rel="noopener noreferrer nofollow">@base</a>).</p>
<h2 id="gradual-rollout-tied-to-security-checks">Gradual rollout tied to security checks</h2>
<p>The reopening will not happen all at once. <cite>"Like phase one, reopening will roll out progressively across the assets as security and readiness checks are completed," Binance said.</cite><cite>The networks in the second phase include BNB Smart Chain, Ethereum, Solana, XRP Ledger, Sui, Arbitrum, Optimism, Tron and Base, according to Binance.</cite><cite>The exchange said it is prioritizing tokens based on user demand over the past week, and users can confirm availability on the withdrawal page or the network status page.</cite></p>
<p><cite>Deposit services remain open and unaffected.</cite><cite>Binance warned that temporary delays may occur during the rollout due to traffic, and users can try again later if a withdrawal is unsuccessful.</cite> Binance has said more assets will follow as they become ready.</p>
<h2 id="background-the-6-3-billion-hack">Background: the $6.3 billion hack</h2>
<p><cite>The second phase follows Binance's $6.3 billion hack.</cite><cite>The exchange suspended user withdrawals after the attack on Thursday, which the FBI blamed on North Korean operatives.</cite><cite>Binance reopened the Bitcoin network in phase one on November 1.</cite><cite>By that point it had resumed withdrawals for 15 digital currencies, including Bitcoin, Solana and Ethereum.</cite></p>
<p>On the question of who bears the losses, <cite>Binance said it will absorb the financial impact of the stolen funds, not its users.</cite><cite>CNBC noted that restoring backing for about 90% of the assets does not mean Binance recovered 90% of the funds from the attacker.</cite><cite>Binance later reported it had covered approximately 95% of the affected assets.</cite></p>
<p>Users moving funds should check the network status page for their specific asset and chain before initiating a transfer, as availability will vary during the phased reopening.</p>
