Ripple is pursuing a national trust bank charter, a move the company has tied directly to the management of reserves and custody for its RLUSD stablecoin. The initiative, which would require approval from federal banking regulators, signals Ripple’s intent to bring its dollar-pegged token under a more formal institutional infrastructure than most stablecoin issuers currently operate.
A national trust bank charter, granted by the Office of the Comptroller of the Currency, allows an entity to act as a federally chartered fiduciary. For Ripple, the goal is straightforward: house RLUSD reserves and manage custody of the assets backing that stablecoin under a structure that carries formal federal oversight. Ripple is not alone in chasing this path. Circle has already received OCC approval for a national trust bank tied to its USDC operations, raising the competitive stakes for RLUSD’s institutional credibility.
Why Reserves and Custody Are the Whole Game for Stablecoins

A stablecoin is only as credible as what backs it. Reserves are the assets held to support the peg; custody is the safeguarding and administration of those assets. Without a clear, regulated structure for both, stablecoin issuers operate in a grey zone that institutional partners and regulators increasingly refuse to accept.
By seeking a trust bank charter specifically for RLUSD reserves and custody, Ripple is signaling that it wants those functions handled inside a regulated entity, not delegated to third-party custodians or managed under state-level money transmitter licenses alone.
That is a meaningful operational distinction. It means the charter, if approved, would give Ripple direct authority to hold and manage the assets backing RLUSD under federal fiduciary standards. What the announced initiative does not yet establish publicly is how those reserves will be composed, how frequently they will be audited, or which oversight body will have ongoing supervisory authority over the trust bank’s operations.

A Road That Has Already Hit Resistance

This is not the first time Ripple has moved toward federal banking infrastructure. The American Bankers Association has previously pushed back against Ripple and Circle’s bank charter efforts, arguing that granting such charters to crypto firms blurs the line between banking and non-banking entities in ways that create systemic risk.
That institutional opposition has not stopped the broader trend. Crypto.com has also sought a U.S. national trust bank license, and Paxos has applied for national trust bank status as part of its own stablecoin infrastructure build-out. The race for federally chartered custody is accelerating across the stablecoin sector.
Crypto.com has already received a conditional OCC nod for its trust bank application, which puts additional pressure on Ripple to move its own application forward quickly. Conditional approval is not full approval, but it represents a formal milestone that Ripple has not yet publicly confirmed reaching.

What Needs to Come Next

The charter initiative raises several questions that Ripple has not yet answered publicly. Readers and market participants should watch for official disclosures on the following: the current stage of the OCC application and any conditional approval status; the specific composition of RLUSD reserves, including what asset classes will be held by the trust bank; the custody arrangement for those assets and which counterparties, if any, remain involved; and the reporting and audit framework that will govern reserve transparency.
Without those disclosures, the announced charter effort represents an intent, not an operational change to how RLUSD is currently managed. The OCC’s news releases page is the authoritative source for any formal action on the application.
The stablecoin infrastructure race is becoming a federally chartered one. Whether Ripple can close the gap with Circle and clear the ABA’s political resistance in time to matter for RLUSD’s institutional adoption is the question every RLUSD counterparty will now be asking.
