A viral post claims “the future of finance is on-chain” after news that the country plans to finish its national blockchain system by the end of the decade.
The headline is real, but the details are narrower and more about infrastructure than about money.

The China Blockchain Network 2030 goal sits inside a long digital development plan, and this guide separates what the official reports say from the hype, in simple words.

What the Plan Announced

According to People’s Daily, citing Xinhua, the country aims to largely complete its national blockchain network by 2030 and speed up the rollout of an intelligent internet.
The document was issued by the Central Cyberspace Affairs Commission and outlines digital development over the next five years.
It also proposes the commercial launch of sixth-generation (6G) mobile services at an appropriate time and sets a broader aim of significant progress in "informatization," meaning wider use of digital technology across daily life and industry.

The report is dated 23 October by Xinhua and appeared on People’s Daily Online on 24 October.
A blockchain network, in plain words, is a shared record-keeping system that runs across many computers instead of one central machine.

The Numbers Behind the Plan

Theoriginal Xinhua report lists several measurable targets for 2030, showing how wide the plan is.

By simple math, internet penetration would rise by 4.9 percentage points, and 5G stations per person would grow by roughly 47%.
The revenue figure is a projection from the Ministry of Industry and Information Technology, and our own division of the two figures given suggests a rate of about 6.7 yuan per dollar.
Together, these targets show the China blockchain network 2030 goal is one piece of a much larger digital build-out.

Beyond Blockchain: AI, Skills and Data Safety

The samePeople’s Daily report shows that the plan covers far more than ledgers.
It also calls for:

Stronger basic research in computational mathematics, communication networks, and data science

Breakthroughs in core technologies, including deeper links between AI, operating systems, and software tools

AI education at all levels of schooling and wider AI literacy across society

A faster vocational system to train digital talent

Orderly opening of the telecom and internet sectors

Stronger data security and protection of personal information

These items suggest the focus is on skills, research, and safe data handling, not only on technology hardware.
Any shared digital system needs trained people to run it and safeguards to protect the information inside it, so the education and security lines are closely linked to the infrastructure goals.

What the Plan Does Not Say

They also do not say how the network will be built, who will run it, or which services will use it. So “on-chain finance” is someone’s interpretation, not a statement from the plan.
The viral post behind the buzz, which we could not open, links the news to finance in one line, while the official reports do not.
Before drawing conclusions, readers should note:

The confirmed fact is a 2030 goal for the national network

Specific financial uses have not been described in these reports

Market or policy effects for crypto cannot be concluded from this news

For anyone tracking the China blockchain network 2030 story, the safest approach is to wait for the full plan text and follow official updates.

The Wider Digital Build-Out: 6G, 5G and Computing

APeople’s Daily explainer on 6G gives useful context. It says China granted 6G trial frequencies in May, and that three-stage trials are under way, with the first stage complete and the second begun.
The article expects 6G to enter commercial use around 2030. The trials aim to identify key directions, build prototypes for typical uses, and develop pre-commercial equipment.
It adds that 588,000 5G stations were added in 2025, bringing the total to nearly 4.84 million, with more than 330 cities covered by 5G-Advanced.
Computing power is part of the picture too. A People’s Daily feature on Ulanqab says the Inner Mongolia city had agreements for 109 computing projects, covering more than 7 million standard server racks, as of the end of August.
It describes the city as a key hub in the national computing system. The feature adds that data travels about 240 kilometers to Beijing in 2.1 milliseconds over fiber cables, which explains why distant cities can serve as computing centers.

Conclusion

The China blockchain network 2030 target is a clear, official goal, but it is one line in a broad plan about faster networks, AI skills, and data security.
Nothing in these reports promises crypto-friendly rules or new financial products.
