Why Are Bitcoin ETF Outflows Rising?

Money keeps leaving Bitcoin funds. SoSoValue data shows $137.94 million exited Bitcoin ETFs on October 23, the second day in a row of net withdrawals. That tells you big institutional buyers are stepping back, not adding, and it partly explains why is crypto market down today on the price charts.

XRP ETFs stayed silent too. Daily net inflow read exactly $0.00, the seventh quiet day this week, though cumulative net inflow still holds at $1.80 billion. Solana ETFs saw their first $0.00 inflow day of October, even with $1.54 billion in cumulative inflow intact.
When ETF demand freezes like this, it usually means traders are waiting on the sidelines rather than buying the dip.

HTX Bans Russian Users, Following Bitget and MEXC

According to Russian outlet RBC, exchange HTX added Russia to its restricted jurisdictions list. The rule blocks individuals and companies based in Russia, and HTX can now limit access, pause withdrawals or shut affected accounts.
This follows Bitget and MEXC, which announced similar exits earlier in October. RBC didn’t confirm when HTX’s restriction actually started, but the pattern itself matters. When three major exchanges pull back from one region in a single month, it signals tightening regulatory pressure across crypto, not just a local issue.

Crypto doesn’t move in a bubble, and this is a big reason why is crypto market down today. As per a post from The Bull Theory, global stock markets lost roughly $10 trillion from their yearly highs. South Korea dropped 43%, wiping out $1.15 trillion. Indonesia fell 42.39%, erasing $0.40 trillion. China lost 19% ($2.90 trillion), Hong Kong fell 18% ($1.10 trillion), Japan dropped 15.45% ($1.20 trillion), India slid 10.84% ($0.57 trillion), and the US fell 2.95%, wiping out $1.99 trillion.
When stocks bleed this hard worldwide, risk assets like Bitcoin and altcoins usually get sold off too, as traders rush to cash.

Initia Hack Shakes Confidence Further

Initia halted its Layer-1 network and rollups at 15:41 UTC on October 23 after spotting a security incident, as per its official statement. The team is working with validators, exchanges and security firms to find the scope of damage.
Security researcher @spreekaway reported that an attacker minted tokens without permission and cashed out about $2.6 million so far, with more funds possibly still moving. Initia hasn’t confirmed the total loss or the exact cause yet. Hacks like this chip away at trust right when the market can least afford it.

What Next for the Crypto Market?

The Fed meeting lands in four days. Market odds currently put a 90% chance of no rate change, against just a 10% chance of a 25 bps hike, with the current rate at 375-400 bps. That’s a big swing point for every risk asset, including crypto.
Separately, The Macro paper flagged warnings from TS Lombard and Gartner about a possible multi-trillion dollar AI spending slowdown. If AI stocks wobble, crypto could feel that ripple too. Expect volatility to stay high until the Fed decision clears the air.
Expert Opinion:Market analysts note that this pullback lines up with broader risk-off behavior rather than a crypto-only event. The combination of a global equity sell-off, pausing ETF flows and unresolved security concerns around Initia points to caution building across both traditional and digital markets.
Until the Fed meeting delivers clarity on rates, analysts suggest volatility is likely to persist across Bitcoin, Ethereum, XRP and smaller altcoins alike.

Conclusion

So, why is crypto market down today? A stock crash, frozen ETF demand, exchange exits and a fresh hack all landed together. With the Fed meeting four days out, traders should brace for more swings before any clear direction returns.
