Crypto exchanges are moving aggressively into prediction markets, with Blockchain.com filing for dual regulatory licenses and Binance.US reportedly planning its own application to the Commodity Futures Trading Commission. The coordinated push signals that major platforms are building out regulated event-contract infrastructure in the United States, expanding well beyond spot trading into a product category that has gained significant traction since regulated prediction-market operators like Kalshi secured their own CFTC approvals.

Why Crypto Exchanges Are Moving Into Prediction Markets

Blockchain.com filed for a designated contract market (DCM) license and a futures commission merchant (FCM) license with the CFTC, moves that would let the exchange operate a regulated event-contract venue in the United States rather than rely on overseas partners. The dual filing is notable: a DCM license covers the trading venue itself, while an FCM license covers the brokerage function of executing orders on behalf of customers.
Binance.US is separately reported to be planning its own CFTC DCM-license application. According to reporting cited by BeInCrypto via Yahoo Finance, Binance.US CEO Stephen Gregory discussed the timeline publicly at the Rare Evo conference; the company declined further comment. The two exchanges are at different stages, with Blockchain.com appearing to have already submitted formal filings while Binance.US's application remains a reported plan.
Prediction markets let participants take positions on the outcome of real-world events rather than on token prices. A user buys or sells contracts priced between zero and one dollar, with the final settlement determined by whether a specified event occurs. The mechanics differ meaningfully from spot crypto trading: exposure is to an event's probability, not to an asset's market price.

User Demand and Platform Diversification

The market for event contracts has grown sharply since the 2024 U.S. election cycle, when platforms processing hundreds of millions of dollars in political wagers demonstrated mainstream appetite for the product. Crypto exchanges, which already serve users comfortable with derivatives and leveraged positions, are a natural adjacent venue. For the exchanges themselves, prediction markets represent fee-generating products that do not depend on token-price volatility to drive activity.

The CFTC defines DCMs as exchanges operating under its oversight. Under the agency's rules, any market that provides a trading facility to non-eligible participants for futures, options on futures, or options on commodities must apply for DCM designation unless a specific exemption or exclusion applies. Obtaining that license is the key regulatory gateway for offering event contracts to retail U.S. users.

What Prediction-Market Products Could Mean for Crypto Users

For users, the practical appeal is platform consolidation: managing spot holdings, derivatives, and event-contract positions inside a single interface without moving funds between venues. That integrated experience is something offshore prediction-market platforms have not been able to offer U.S. retail users at scale under a regulated framework.

The risk profile is distinct from spot trading. A prediction-market position has a binary settlement structure: if the event does not occur, the position expires worthless and the buyer loses the full stake. There is no "hold and wait for recovery" option available to a spot holder. Availability will also vary; not every event contract a platform offers globally can be listed in the U.S. under CFTC rules, and the exact product slate each exchange can offer domestically will depend on regulatory approval specifics.

Bitcoin was trading at $83,125, up 2.05% in the prior 24 hours, as these reports circulated, against a broader market backdrop that suggests appetite for new product types remains healthy.

The Crypto Fear & Greed Index registered 63, classified as Greed, at the time of the research snapshot. A Greed reading typically reflects elevated risk appetite across the broader crypto user base, which is the audience these prediction-market products would target first.

Potential Advantages and Risks to Consider

The primary potential benefit for users is access to a broader set of financial instruments from a platform they already trust, combined with the consumer protections that come with CFTC-regulated venues. Regulated DCMs must meet requirements around market surveillance, financial integrity, and customer fund segregation that offshore alternatives are not bound by.

The risks are equally concrete. Event contracts can expire at zero. Product availability will be limited at launch and subject to ongoing regulatory review. Users in certain states may face additional restrictions even after a DCM license is granted, given the patchwork of state-level financial regulations that sit alongside federal CFTC oversight.

The Competition and Regulatory Questions Ahead

The competitive stakes are significant. Prediction markets occupy a product niche that crypto exchanges, traditional finance platforms, and purpose-built operators like Kalshi, which secured FCM registration through its affiliate Kinetic Markets, are all contesting simultaneously. An exchange with an existing user base in the millions that adds a regulated prediction-market product has a substantial distribution advantage over standalone operators building from zero.

The regulatory path is not fast. CFTC DCM applications require detailed submissions covering rule frameworks, system safeguards, financial surveillance programs, and dispute-resolution procedures. There is no public record yet of the specific Blockchain.com filings having cleared the agency's review, and Binance.US's application remains at the planning stage. The ongoing legal friction around event contracts in states like Missouri also illustrates that federal CFTC clearance does not automatically resolve every jurisdictional question exchanges will face.

Regulatory Considerations by Jurisdiction

Even with a DCM license in hand, exchanges will face product-by-product determinations about which event contracts can be listed. The CFTC reviews contracts for compliance with its economic purpose test, and politically sensitive contracts, in particular, have faced additional scrutiny. The exact scope of what Blockchain.com or Binance.US could offer at launch will depend on those determinations, not just on whether the DCM license itself is granted.

Availability, compliance requirements, and launch timelines may also differ by user segment. Eligible contract participants, a regulatory category that includes high-net-worth individuals and institutions, typically have access to a broader product set than retail users under CFTC rules. Exchanges entering this space will need to build out the compliance infrastructure to segment their user bases accordingly.

For readers watching this space, the key signals to track are formal CFTC approval notices published in the Federal Register, official product announcements from the exchanges themselves, and any public rule filings that detail which event-contract categories each platform intends to offer. Until those disclosures arrive, the competitive race is real but the finish line remains regulatory, not commercial.
