Holders have staked 23.1 billion $FLR on @FlareNetworks, or 49.2% of the FLR taking part in the network. The remainder is delegated.

Flare governance voters approved the FIP.16 tokenomics overhaul in April. According to the official proposal page, the vote passed on April 24, 2026, with 98.06% support against a 50% requirement.
The proposal changed how staking and delegation are weighted. Under FIP.16, FLR locked on Flare’s P-chain carries five times the signing weight of wrapped FLR delegated on its C-chain. Delegated tokens remain liquid and can be withdrawn at any time, while P-chain staking requires holders to lock their capital with a validator.
The Flare Foundation, which authored the proposal, said the changes are designed to incentivize staking over delegation, improving network security while increasing locked supply and giving validators greater economic stability.
FIP.16 also covered inflation and burns. It cut FLR’s annual inflation rate from 5% to 3%, raised the minimum base transaction fee twentyfold, and routed the resulting revenue into a new entity that buys back and permanently burns FLR.

Staked FLR has climbed since July

Staked tokens stood near 16 billion in July. DefiLlama Research reported that staked FLR rose from roughly 16 billion in July to 21.5 billion, and that the share of staked or delegated FLR held in staking climbed from about 32% in April to 46% by late August, with much of the increase coming within weeks of the July 14 network upgrade.
The latest figure of 23.1 billion FLR represents a further increase from those levels and puts staking just under half of the participating FLR.
The distinction matters for network security. Staked FLR is locked with a validator, while delegated FLR can leave at any time. With staked tokens now carrying five times the weight of delegated ones, a larger staked share gives the network a more committed base of participants.
For context, staking still represents a minority of total supply. With approximately 87.1 billion FLR circulating as of early September, close to 23% of the circulating supply was committed to staking.
