The Bank of Russia has announced that residents will be barred from conducting cryptocurrency transactions through self-hosted wallets, with the restriction set to take effect in July 2027, according to a statement attributed to the central bank. The move extends Russia's escalating regulatory reach over private crypto infrastructure, targeting the segment of the market that operates outside custodial oversight.

Bank of Russia sets July 2027 target for self-hosted wallet restrictions

The Bank of Russia's stated position is that residents will no longer be permitted to use self-hosted wallets for crypto transactions once the restriction activates in July 2027. Self-hosted wallets, also called non-custodial wallets, are software or hardware tools that give users direct control over their private keys, with no intermediary institution holding custody of the funds.
The July 2027 timeline positions the measure as a forward-looking regulatory constraint rather than an immediate enforcement action, giving market participants roughly nine months from the current date to assess its scope. The Bank of Russia's statement attributes the restriction to residents specifically; the announcement does not, based on available information, address foreign nationals operating within Russia or entities domiciled outside Russian jurisdiction. For related coverage, see EU Includes Cryptocurrencies in Sanctions Against Russia.

The central bank has pursued a sustained campaign of tightening control over crypto access. Earlier measures have included targeting crypto investor verification through banks and brokers and advancing real-name crypto rules alongside tighter capital flow oversight, establishing a pattern of channeling crypto activity through identifiable, supervised intermediaries.

Who the proposed restriction affects and what transactions it covers

The announced restriction applies to residents and covers crypto transactions conducted via self-hosted wallets. A self-hosted wallet places the user in direct control of cryptographic keys, meaning no bank, exchange, or licensed platform stands between the user and the blockchain. This architecture is the primary reason regulators in multiple jurisdictions have sought to restrict or register such tools: transactions cannot be automatically reported or frozen by a supervised entity.

The exact transaction definitions that would fall within the restriction's scope, any exemptions for specific asset classes or transaction sizes, and the compliance mechanics for users currently holding assets in self-hosted wallets are not specified in the available information. Residents using centralized, custodial exchanges are not named as a target group in the announcement, though the final regulatory text will determine whether adjacent activities face new obligations. The Bank of Russia has separately pursued standardized crypto-asset risk rules for banks, suggesting the broader framework treats custodial channels as the preferred, regulated pathway.

What the July 2027 timeline could mean for Russia's crypto market

A ban on self-hosted wallet transactions, if enacted as described, would eliminate one of the few remaining private channels through which residents can move crypto assets without a licensed intermediary recording or potentially blocking the transfer. The practical pressure would fall on residents who hold assets in hardware wallets, software wallets, or any non-custodial solution, as those users would need to either migrate assets to compliant custodial platforms or face exposure to enforcement once the deadline passes.

The measure's ultimate market impact depends on the final legislative text, the enforcement approach adopted by Russian authorities, and whether penalties are directed at residents, service providers, or both. The central bank governor has previously backed crypto purchase caps for retail investors, indicating that the self-hosted wallet restriction fits within a broader policy of limiting unmediated retail exposure to digital assets rather than prohibiting crypto ownership outright.

What remains unclear before the restriction takes effect

Several material questions are unanswered by the current announcement. The final legal basis for the restriction, whether implementing legislation has been introduced, the specific transaction types covered, exemptions for peer-to-peer transfers or DeFi interactions, and guidance for custodians and wallet providers have not been addressed in the available brief. Residents, platforms serving Russian users, and wallet developers will need to monitor official publications from the Bank of Russia and the Russian parliament for further detail before July 2027.
