Russia is set to ban direct peer-to-peer crypto trading starting July 1, 2027, according to multiple reports citing the Bank of Russia. The restriction would end a model in which buyers and sellers transact with one another directly, without routing trades through a licensed intermediary, and represents a significant tightening of the rules the central bank has allowed since it first permitted limited crypto activity.

Peer-to-peer crypto trading refers to transactions settled directly between two parties, typically through a platform that matches buyers and sellers but does not hold or intermediate the funds itself. Under the reported measure, that type of direct settlement would be prohibited from July 1, 2027 onward, according to FinanceFeeds. The Bank of Russia is named as the source of the restriction across multiple outlets. CoinTelegraph reported that the central bank intends to require all crypto transactions to flow through state-approved rails rather than directly between counterparties. This is consistent with the Bank of Russia's previously stated preference for oversight of crypto flows through licensed entities, a framework the central bank has been building incrementally.
Russia had earlier signaled that direct P2P activity would be treated as a transitional arrangement rather than a permanent right. The site's earlier coverage noted that the Bank of Russia allowed direct P2P crypto trades until 2027, which means this new announcement effectively closes that window on schedule rather than extending it.
The July 2027 date is the only implementation detail confirmed across the reporting reviewed. Penalties, exemptions, enforcement mechanisms, and which transaction categories fall precisely within scope have not been defined in the supplied materials and should not be treated as settled until official guidance is published.

What the Restriction Could Mean for Crypto Users and Trading Activity

For users currently exchanging cryptocurrency directly with one another, including through P2P marketplaces, the practical effect would be a requirement to route activity through a licensed intermediary once the ban takes effect. Whether that means a registered exchange, a custodial broker, or another category of authorized entity depends on definitions that have not yet been published.
The rule's scope regarding self-custody transfers, cross-border transactions, and non-commercial wallet-to-wallet activity remains unclear from current reporting. CoinGape reported that self-custody transfers may also face restrictions under the new rules, though the details of that aspect remain unconfirmed. Users should treat any planning decisions as provisional until the Bank of Russia releases implementing regulations.
Russia has been building licensed infrastructure in parallel with this tightening. The Russia Central Bank opened crypto exchange license applications as part of a framework that would channel activity through supervised venues, and the Moscow Exchange has been targeting a crypto trading service launch. The P2P ban would effectively push volume toward those licensed channels.
Sberbank received approval to trade Bitcoin in Russia, further illustrating the state's preference for institutional, supervised intermediaries over decentralized user-to-user settlement. The pattern across these developments points to a consistent regulatory direction rather than an isolated policy move.

What Happens Before July 2027

The period between now and the reported deadline will be defined by whether the Bank of Russia publishes formal rules, an enforcement framework, and any transition guidance for businesses or individuals currently relying on P2P activity. None of those details appear in the current reporting, and the gap between an announced deadline and the implementing regulations is where practical compliance decisions will be made.
Crypto users and platforms operating in or with Russia should watch for official definitions of what constitutes a prohibited P2P transaction, whether any volume thresholds or use-case carve-outs apply, and how licensed venues are expected to absorb the activity currently handled through direct settlement. Until those rules are final, the July 2027 deadline is a fixed data point in an otherwise incomplete regulatory picture.
From a Bitcoin network perspective, Russia has represented a material share of global mining hash rate, and regulatory pressure on crypto ownership and trading activity inside the country adds friction for participants who might otherwise accumulate or hold Bitcoin through informal channels. Whether stricter P2P rules accelerate or slow on-chain Bitcoin activity from Russian addresses is a question the network's UTXO set and exchange reserve flows will eventually answer.
