On-chain analytics firm Bitquery says 344,780 COMP arrived at Compound's v2-reserves Safe wallet just 58 minutes before the May 5 governance snapshot that determined voting power for Proposal 582, a finding that has split the Compound DAO over whether the Compound Foundation acted within the scope of an earlier community mandate.

Bitquery's reconstruction places the transfer at block 25,027,996, with the relevant snapshot recorded at block 25,028,286. Etherscan confirms a successful transfer of exactly 344,780 COMP to the v2-reserves Safe (0x0F510068...eb481c7bD) at 09:46:11 UTC on May 5, 2026.
The COMP in question was acquired using DAI from Compound's deprecated v2 reserves, which the Foundation says it was authorized to manage under Proposal 536. That proposal covered approximately 8.42 million DAI and permitted management for protocol operations and governance continuity, while explicitly excluding discretionary or speculative activity. Whether converting DAI to COMP falls within that scope is the core dispute. For related coverage, see Tether Freezes $550M Iran-Linked USDT Amid US Crackdown.

Bitquery's report draws a careful distinction between what the chain proves and what remains unresolved. The on-chain record shows that the tokens arrived in the reserve Safe before the snapshot; it does not, by itself, establish intent or settle the governance mandate question. Similar on-chain tracing work has surfaced in other recent DAO-governance controversies, as seen when AMLBot traced funds through Wasabi CoinJoin to reconstruct a transfer path.

Why the Timing Before Compound's May Vote Snapshot Matters

In Compound's governance system, a snapshot records each delegate's voting weight at a fixed block. Tokens that arrive in a wallet before that block count toward voting power; tokens that arrive after do not. The 58-minute window between the transfer and the snapshot means the 344,780 COMP was eligible to influence the recorded vote tally.

Bitquery's analysis counted 1,883,966 FOR votes out of 3,757,805 total delegated votes at the snapshot, a margin of 50.1%. Removing the reserve-acquired COMP from that calculation yields 1,539,186 FOR votes, or 45.1% of the reduced total. The proposal recorded no opposing votes, so the tokens did not flip an existing no-vote result; rather, they moved the FOR bloc from a minority to a majority position in the snapshot record.

The Compound Foundation has publicly stated that the conversion was consistent with its mandate, that the COMP remains DAO-owned, and that none of the assets has been used for Foundation operating expenses, per its forum statement. Delegate critics contest that interpretation, arguing the conversion fell outside the reserve mandate's explicit exclusion of speculative activity. This kind of contested on-chain governance scenario echoes broader questions about DAO authority and oversight that have also drawn attention from regulators, as seen in recent Federal Reserve stablecoin rulemaking discussions.

The $52 million figure sometimes cited in coverage refers to Proposal 582's V4 program budget, a separate allocation: $14 million to a Foundation-controlled operational wallet and $38 million to a Treasury Management Committee-managed reserve. That budget is distinct from the DAI-to-COMP conversion at the center of the Bitquery report.

COMP was trading at $24.79 at the time of the research snapshot, up 7.32% over 24 hours, with a market cap of approximately $247.9 million. CoinGecko's market page listed the governance controversy as a factor behind the token's recent price movement.

The DAO community is watching whether delegates will pursue a formal challenge to Proposal 582 or introduce a new governance measure clarifying the limits of reserve management authority. The outcome of that debate will likely shape how similar DAOs define the boundary between treasury operations and governance participation going forward, a question also relevant to other organizations approaching consequential shareholder and governance votes.

TLDR Keypoints

Bitquery reports that 344,780 COMP reached Compound's v2-reserves Safe 58 minutes before the May 5 governance snapshot, placing the tokens in a position to count toward voting weight at block 25,028,286.

Per Bitquery's reconstruction, the FOR vote bloc held 50.1% of delegated votes at the snapshot; without the reserve-acquired COMP, that figure falls to 45.1% of the reduced total, below a majority threshold.

Whether the conversion was authorized under Proposal 536's reserve mandate remains disputed: the Compound Foundation says the assets are DAO-owned and within scope; delegate critics say the conversion violated explicit exclusions in that mandate. The public ledger confirms the transfer; it cannot resolve the mandate interpretation.
