BTSE, the cryptocurrency exchange and derivatives platform, has secured regulatory authorization in Bhutan covering crypto exchange and custody services, according to a reported announcement. The approval marks a formal entry point into Bhutan's regulated digital-asset framework and positions BTSE to operate two distinct categories of crypto infrastructure in the country.

WHAT TO KNOW

BTSE has secured a license from Bhutanese authorities covering crypto exchange services.

The same authorization encompasses crypto custody services, permitting BTSE to safeguard customer digital assets under a regulated framework.

The reported license names two distinct service categories. A crypto exchange license permits BTSE to facilitate the buying, selling, and trading of digital assets within the jurisdiction. A custody authorization covers the safeguarding and secure storage of customer-held crypto assets on their behalf. For related coverage, see SEC's Crypto Mom to Exit Agency on Oct. 2.

The terms of the license, including which assets are in scope, when services will be available to customers, and the applicable fee structure, depend on BTSE's implementation and any additional requirements set by Bhutanese regulators. The announcement, as reported, does not confirm that every service is immediately live.
Why Combined Exchange and Custody Authorization Matters

Exchange and custody functions serve complementary roles in regulated crypto operations. An exchange provides the trading infrastructure that allows users to convert between digital assets or between crypto and fiat currency. Custody, by contrast, concerns the institutional safekeeping of those assets once purchased, a function that requires separate controls around key management and asset segregation.

Holding authorization for both categories under a single regulatory umbrella can allow an operator to offer a more complete service stack without requiring customers to move assets to third-party custodians. As regulators in multiple jurisdictions have moved to separate exchange and custody licensing, a combined approval carries practical operational significance. The recent CFTC clearinghouse approval for Coinbase Clearing LLC illustrates how exchange-adjacent regulatory milestones are accumulating across multiple jurisdictions simultaneously.

Licensing establishes a regulated framework within which BTSE can operate, but it does not eliminate counterparty, technology, or market risk. Customers and institutional users would need to review the specific terms of any service before engaging.

BTSE's Regulatory Posture and Bitcoin Context

Regulatory authorization in smaller jurisdictions has become a pathway for exchanges seeking to establish compliant operations ahead of larger market expansions. Bhutan, which has pursued sovereign Bitcoin mining using its hydroelectric resources, represents an unusual jurisdiction in that it has direct state-level exposure to digital assets. That context makes a formal exchange and custody licensing regime more operationally relevant than it might appear in a jurisdiction without existing crypto exposure.

For Bitcoin specifically, custody authorization is a foundational requirement for any institution seeking to hold Bitcoin on behalf of clients in a regulated capacity. Discussions around the regulatory treatment of self-custody continue at senior regulatory levels, making licensed custodial frameworks increasingly significant for institutional adoption. Large-scale Bitcoin wallet movements by institutional holders underscore how custody infrastructure underpins on-chain activity at scale.

BTSE has not, based on available reporting, specified a public launch date for services under the Bhutan license, nor has the relevant Bhutanese authority independently confirmed the approval's scope. Further detail from BTSE or the issuing regulator would be required before the full operational picture is clear.
