Senate to vote on the Crypto Clarity Act

A Senate vote on the Crypto Clarity Act is anticipated, according to unconfirmed reports; no readable source in the research established a vote date, the relevant bill version, or whether the action would be a committee vote or a full Senate passage vote. The claim should be treated as a planned event, not a completed one. For related coverage, see Senate to Hold First CLARITY Act Vote on Tuesday.

What is verifiable is the House-side legislation behind the name. The official House-engrossed document identifies the bill as H.R. 3633 in the 119th Congress, with the short title Digital Asset Market Clarity Act of 2025, or CLARITY Act of 2025, per the GovInfo text. The House has already passed its version, as covered in reporting on what the House CLARITY Act vote means for crypto market structure.

Vote timing and legislative status

The official document is a House-passed bill version, not evidence that a current Senate floor vote is scheduled. Coin Center, in a May 14, 2026 statement, said the CLARITY Act advanced through the Senate Banking Committee with core Blockchain Regulatory Certainty Act provisions intact, an attributed contemporaneous account rather than independently verified current Senate status. That committee advancement is distinct from a scheduled floor vote, and readers can track procedural steps through coverage of the Senate's first CLARITY Act vote.
How the Crypto Clarity Act would define SEC and CFTC roles

The House version proposes separate registration frameworks for the two agencies. It includes Title III, covering registration for intermediaries at the Securities and Exchange Commission, and Title IV, covering registration for digital commodity intermediaries at the Commodity Futures Trading Commission, according to the House-engrossed text. These are proposed provisions, not proof of enacted powers, and the operative Senate text was not obtained. For related coverage, see Bessent Urges Senate to Pass Crypto Clarity Act.

The SEC's proposed responsibilities

Under the House text, Section 105(a)-(b) calls for joint SEC/CFTC rulemaking on specified digital-asset definitions and on mixed digital asset transactions. Section 105(c) protects individual lawful self-custody and qualifying peer-to-peer transactions, limits that protection to personal use, and preserves authorities relating to illicit finance and sanctions.

The CFTC's proposed responsibilities

The Commodity Futures Trading Commission would gain a digital commodity intermediary registration regime under Title IV, working alongside the SEC on the shared rulemaking above. Section 105(d) of the House text requires joint SEC/CFTC delisting rules, procedures or guidance no later than 180 days after enactment, a conditional implementation deadline rather than a calendar date or evidence of enactment.

Section 105(d) of the House-engrossed H.R. 3633 would require joint SEC/CFTC delisting rules, procedures or guidance no later than 180 days after enactment. This is a proposed, conditional deadline in the House version; it does not establish enactment, current Senate text or a scheduled Senate vote. Source: GovInfo, H.R. 3633, House-engrossed text, Section 105(d).

The distinction matters for developers. In its May 14 statement, Coin Center separated securities intermediary regulation from money transmission regulation, arguing that developers who never control customer assets should not face money transmission liability. That framing has surfaced alongside debate over Senate Republican revisions to the Clarity Act.

What to watch as the Senate considers the bill

The central forthcoming-vote claim remains unverified: no official Senate vote notice, floor calendar, or readable action history was obtained. The House provisions above must not be presented as the final Senate compromise, since the operative Senate text was not read.

The vote outcome and next legislative steps

Coin Center analysts Peter Van Valkenburgh, Jason Somensatto and Lizandro Pieper flagged that more debate is expected before any final Senate action, and their view has been echoed by figures pushing for Senate passage of the Crypto Clarity Act.

"The legislative process is not over, and there will undoubtedly be more debate before the Senate votes on final passage."
Peter Van Valkenburgh, Jason Somensatto and Lizandro (Laz) Pieper, Coin Center, May 14, 2026

A committee markup, a Senate floor vote, congressional passage, and enactment are distinct stages, and Senate approval alone would not make the proposal law. For broad market context, Bitcoin traded near $77,512 with a 0.42% 24-hour change at the time of the research snapshot, while the Fear & Greed Index sat at 57, or "Greed"; neither reflects sentiment toward the bill.

What remains unresolved: the vote date, the operative Senate text, whether the SEC/CFTC allocation matches the House version, and whether the action is a committee or floor vote.
