Liberty

World Liberty Financial, the crypto venture that has earned President Trump’s family more than $1.4 billion, is drawing revenue from a platform that resells access to Chinese AI models the Pentagon has designated as military-linked companies.

Key facts:

WorldClaw, a Hong Kong-based AI marketplace, offers 90 models. Forty-three come from Chinese developers, including Alibaba and Baidu, both newly added to the Pentagon’s list of Chinese military companies.

WorldClaw settles payments in USD1, World Liberty’s stablecoin. Reserve interest earned on USD1 flows back to World Liberty, whose Trump family stake sits at 38%.

The deal became public three days after a federal regulator gave World Liberty’s trust bank the authority to issue USD1 nationwide, the same stablecoin that sits at the center of the WorldClaw arrangement.

Two Restrictions, Not One

The Pentagon’s designation isn’t a symbolic label. Alibaba and Baidu were added to the Department of Defense’s Section 1260H list of Chinese military companies on June 8, 2026, part of an update that added 65 entities in total. Section 1260H listing now carries real legal weight: it bars the Pentagon from procuring goods or services from listed companies starting June 30, 2026, and can expose a company to further restrictions on US capital markets access.

Not every Chinese AI model on WorldClaw carries that same weight, though, and the distinction matters. Z.ai, formerly known as Zhipu AI, sits on the Commerce Department’s separate Entity List, added back in January 2025, an export-control mechanism, not a military designation. DeepSeek and Moonshot are accused by US officials of intellectual-property theft, but neither is confirmed on either federal list.

The Bank Charter Behind the Deal

The timing of the Office of the Comptroller of the Currency’s Aug. 14 decision is not incidental to the WorldClaw story. It is directly connected to it. In Corporate Decision #1385, the OCC granted conditional preliminary approval for World Liberty Trust Company, National Association, to operate as a trust bank whose stated function is to “issue USD1… assuming this role from BitGo Bank & Trust” on a nationwide basis. That is the same USD1 that WorldClaw uses to settle every transaction on its platform, and the same stablecoin whose reserve income is shared back with World Liberty and, through its 38% stake, the Trump family.

Scaling USD1’s issuance authority scales the very mechanism that turns WorldClaw’s Chinese-AI resales into revenue for World Liberty. The exact dollar amount from WorldClaw transactions hasn’t been disclosed by either company, so this deal’s precise financial weight is unknown. But the structural overlap, one instrument, one issuer, one family stake, sitting underneath both a newly expanded banking charter and a platform reselling Pentagon-designated AI, is not a coincidence of timing. It would take an explicit carve-out in World Liberty’s charter excluding third-party platforms like WorldClaw from reserve-yield sharing, or genuinely immaterial WorldClaw transaction volume, to make it one.

That mechanism runs on transaction volume, and WorldClaw’s own pricing page shows it competing hard for it. Most models listed, including Alibaba’s Qwen 3.6 Plus, are priced roughly 30% below official and OpenRouter rates. Z.ai’s GLM 5.2 is the exception: it carries no such discount and sits at parity with official pricing, but is marked with a “Day 0 partner” badge not applied to any other model on the page, language that reads as closer to a formal commercial arrangement than simple reselling.

Hypocrisy vs. “Standard Practice”

Sam Bresnick, a researcher at Georgetown’s Center for Security and Emerging Technology, called the arrangement hard to square with the administration’s own posture: “As the U.S. government tries to respond to Chinese AI, it seems hypocritical to go out through WorldClaw to use these tools from China to try and make money.”

Daniel Remler of the Center for a New American Security warned that Chinese-developed AI models can carry real risk for users, including exposure to government monitoring, censored outputs and malicious code injected into results.

World Liberty spokesman David Wachsman pushed back on the idea that the deal is unusual, saying WorldClaw operates independently and that offering access to a model isn’t an endorsement of the company that built it. He noted that major US AI platforms also make Chinese models available, calling it “a common and widely accepted approach.”

A White House spokesperson said there are no conflicts of interest in the arrangement, and that Trump “only acts in the best interests of the American public.”

A Recurring Conflict-of-Interest Pattern

This is not the first time World Liberty’s structure has drawn scrutiny. In a May 2025 letter to World Liberty co-founder Zach Witkoff, Sen. Richard Blumenthal raised concerns about potential foreign-emoluments issues and investment from parties already under federal scrutiny, including individuals and firms facing fraud allegations and anti-money-laundering violations. More recently, the Aug. 14 bank charter itself drew criticism from Sen. Elizabeth Warren, who according to multiple reports called the approval a “brazen” act of self-dealing.

The underlying USD1 stablecoin business, meanwhile, is set to expand nationwide under World Liberty’s new federal charter, precisely as WorldClaw’s Chinese-AI transactions run through it.

Neither World Liberty nor WorldClaw has disclosed the specific revenue split from their arrangement. Whether that number, once public, shows a marginal side deal or a meaningful new income stream for a newly chartered bank will determine how much weight this single partnership actually carries.
