Circle Internet Group announced on July 27 that it had bought the core of IBM’s blockchain patent portfolio, more than 680 patent families and close to 1,000 issued patents worldwide, a purchase that turned the stablecoin issuer into the largest holder of blockchain-related patents in the United States overnight. The coverage runs well past ledgers into banking, insurance, enterprise infrastructure, supply chain verification and secure cloud operations, the same territory where Circle wants its next products to live. CRCL rose about 3.7% in Monday trading while IBM gained close to 2%, and neither company disclosed what the deal cost.

Circle went from one patent to the US lead in a single deal

IBM spent more than a decade filing blockchain claims through its Hyperledger and enterprise permissioned-ledger programs, and by late 2025 patent analytics firm PatSnap counted it at roughly 790 patents, sitting near the top of the US field alongside Bank of America. Circle occupied the far other end of that range, having received its own first patent only in December 2023 for parallel blockchain data processing. The acquisition collapses the distance between those two positions and leaves one question the companies never addressed, which is whether IBM keeps any right to license back the technology it just sold.

The patents point at Arc and at payments made by AI agents

The purchase reads as defensive, aimed squarely at Arc, the enterprise blockchain Circle is pitching as settlement infrastructure for institutions that will not move serious volume onto a network carrying unresolved patent exposure. Owning the underlying IP lets Circle promise those clients no infringement risk from legacy technology holders. The second motive sits in agentic finance. Circle has said openly that the patents will support tools built for AI agents, and those agents need programmable money with an API to move value, which a regulated stablecoin like USDC supplies. IBM’s claims over secure cloud execution and automated enterprise logic wrap a legal shield around AI-to-AI payment networks before they reach scale. IBM never turned its own enterprise blockchain work into a real business, so Circle can now graft that settlement engineering onto public rails already moving billions in stablecoins.

A crypto-native company just built a legacy-style IP moat

Bitcoin and Ethereum grew out of permissionless, openly licensed code that treated patents as close to an adversary, and Circle’s move cuts against that inheritance by assembling the sort of corporate IP moat that usually belongs to banks and enterprise software vendors. Supporters call it maturity, on the reasoning that trillions in institutional settlement will not run on ideology or on code anyone can copy and litigate over. Detractors see a walled financial network taking shape, one where extracting rent through patents could cool the open experimentation that built the industry in the first place. Both readings hold at once, which is what gives the deal weight beyond a routine asset transfer.

Owning the IP clears legal friction for banks joining the Circle Payments Network.

Patent frameworks scale to trillions where open ideals alone stall.

Concentration nudges stablecoin infrastructure toward monopoly.

Patent walls clash with crypto’s open-source roots.

Much of IBM’s permissioned-ledger tech may already be dated.

The wall Tether, Stripe and PayPal now have to build around

Every rival in dollar-stablecoin infrastructure now operates on ground where Circle holds the deeds. Tether, Stripe and PayPal have each been shipping products around supply chains, enterprise cloud and programmable transactions, and some of those features may now brush against patents Circle controls. That raises the cost of competing head-on and hands Circle leverage in any licensing talk to come. The supply chain angle is the most tangible. IBM built TradeLens to track containers and customs data on-chain and then shut the platform down in 2023, yet the underlying verification patents outlived it. They now let Circle tie automated USDC settlement to real-world events such as a customs clearance or a confirmed delivery. Picture an AI agent running corporate logistics that confirms a server is secure, checks a bill of lading and releases payment to a vendor, and after this deal Circle owns patents across all three layers of that sequence.

What comes next may matter more than the patents themselves, since Circle and IBM said they intend to explore further commercial work together, wording that points toward a deeper technical or distribution tie rather than a closed transaction. How much of a real advantage the portfolio delivers still depends on the licensing terms neither side has published, and until those surface the scale of Circle’s new lead stays easier to claim than to price.
