The ECB selected 36 payment service providers from more than 50 applicants for the digital euro pilot.

The test phase runs 12 months, starting in the second half of 2027.

A holding limit around €3,000 per user is under discussion to protect bank deposits.

Full issuance depends on the European Parliament and Council adopting the regulation by the end of 2026.

The European Central Bank took its most concrete step yet toward a digital currency of its own, announcing on July 14 that it had selected 36 payment service providersfrom more than 50 applications for the digital euro pilot. The roster includes Deutsche Bank, UniCredit, Revolut, Stripe and Adyen, alongside smaller players such as Austria’s BAWAG P.S.K. and Italy’s Poste Italiane and Satispay.

Checking the ECB’s own press release rather than relying on wire summaries turns up a detail most outlets skipped: the selection criteria explicitly weighted geographic and business-model diversity, not just size. That’s a deliberate signal that this isn’t a project being handed to five megabanks to run quietly. It’s being built to fail or succeed in public, across dozens of providers with very different customer bases.

The news matters to anyone paying by card in the eurozone. It outlines infrastructure that could eventually run alongside Visa, Mastercard and private stablecoins.

The ECB evaluated candidates against pre-set criteria for business model, size and geographic reach to build a diverse testing environments ensure broad representation of business models, size and geography across the euro area, following an evaluation of applications received after the March 2026 call for expression of interest.

Piero Cipollone, the ECB Executive Board member who chairs the digital euro task force, framed the response as proof of the private sector’s readiness to engage actively. Some providers will act as distributing PSPs, giving Eurosystem staff beta accounts; others onboard merchants to accept beta payments. Nineteen of the eurozone’s 21 national central banks take part; Bulgaria and Malta sit this round out.

How the Beta Version Works

Central bank staff will make real beta payments, person to person online and offline, and person to business at physical points of sale or via e-commerce. Merchants on central bank premises, like cafeterias, join alongside select online retailers.

Functionally, the beta closely mirrors the final product; it just carries no legal tender status. Offline payments run on NFC, letting funds move without internet – useful for the roughly 8% of eurozone residents without standard payment cards.

The €3,000 Cap and the Deposit Fight

Banks worry easy transfers into digital euro accounts will pull cheap deposits away from them. The fear has a number attached: ECB simulations show that at a €3,000 limit, depositors could theoretically withdraw up to €699 billion from eurozone banks, equal to 8.2% of retail sight deposits. That’s why digital euros carry no interest, unlike deposits insured up to €100,000.

Positive Money Europe’s Laura Casonato argues the design keeps commercial banks central to distribution and stops short of a real deposit alternative. Parliament negotiator Fernando Navarrete Rojas was among the skeptics whose eventual buy-in was seen as crucial to reaching that compromise. Moody’s Ratings, meanwhile, sees limited direct credit impact for sovereigns and banks, since the currency would be a direct ECB liability carrying no credit risk, though it flags adoption and implementation costs as the real test. Bruegel points out the €3,000 figure roughly matches average net monthly household income in the eurozone, which underpins the ECB’s logic for the ceiling.

Read against that spread of views, €3,000 looks less like a technical calculation and more like a number engineered to satisfy nobody completely – which, in EU financial legislation, usually means it survives the final text largely intact.

Q3 2026 for Providers, 2028 or Later for Everyone Else

Development starts immediately in Q3, with providers already working alongside their central banks on technical preparation. For consumers, nothing changes yet – the practical shift won’t arrive until after 2027, and the list of countries where each provider will actually operate is still being finalized this year.

The final holding limit stays under negotiation, and the actual issuance decision rests with the ECB’s Governing Council once the regulation is adopted. Either way, central-bank-run payment infrastructure has moved off the drawing board.
