The Ethereum Foundation published a guide this weekthat pitches Ethereum and EVM-compatible infrastructure to governments and large institutions as neutral digital rails for public-sector and financial systems. The document arrives while roughly 95% of the network’s transaction activity runs through Layer 2 chains whose fees no longer reach the mainnet, and while ETH trades around $1,757 on Binance – down about 42% since January. Institutional demand for Ethereum exposure and the base chain’s shrinking fee revenue have been moving in opposite directions for months, and the guide does not address that gap.

Why the Foundation Is Talking to Regulators Now

Ethereum’s developer base remains the largest in crypto, and that head start is what the Foundation is now trying to turn into a policy argument.

No other chain comes close on that metric.

Governments evaluating blockchain rails for settlement, identity, or asset registries tend to gravitate toward whichever network already has the deepest bench of auditors, tooling, and enterprise integrations, and Ethereum still holds that position by a wide margin.

Institutions that avoided crypto as an asset class a few years ago have started drawing a line between the tokens and the infrastructure underneath them, and the Foundation is aiming at that gap. Compliance, privacy at the transaction level, and throughput remain the sticking points, concerns that Binance’s ongoing regulatory troubles in Europe have only reinforced.

A new nonprofit called Ethereum Institutional, backed by figures including Joe Lubin and operating out of New York and London, was set up to work exactly this angle – a dedicated on-ramp for banks, asset managers, and custodians. Corporate treasuries evaluating ETH are increasingly framing the token less as a speculative bet on price and more as a yield-bearing instrument, with staking returns in the 3% to 5% range drawing comparisons to a native bond. Roughly 60% of global stablecoin supplyand about two-thirds of tokenized real-world assets still sit on Ethereum, according to on-chain trackers. Those two numbers do most of the heavy lifting in every institutional presentation about Ethereum.

The Fee Collapse Nobody in the Institutional Pitch Talks About

The problem is what happened to the mainnet’s own economics after the Dencun upgrade made Layer 2 transactions dramatically cheaper. Layer 2 networks now handle close to 95% of all Ethereum-related transaction activity, but because their fees dropped by more than 95% to fractions of a cent, very little of that activity translates into revenue for the base layer. Ethereum Mainnet is left collecting mostly data availability fees. The margin went somewhere, though – it sits with a small group of centralized sequencer operators.

Coinbase’s Base network alone generated $63.6 million in revenue over the past year, more than half of everything the Layer 2 sector produced, according to Token Terminal data. Arbitrum, the second-largest earner, collected $18.8 million – less than a third of Base’s figure. Concentration runs even deeper across the broader L2 landscape: out of more than 70 active rollups, Base, Arbitrum, and Optimism handle close to 90% of all Layer 2 transactions between them, leaving the remaining chains as thinly traded networks with fading liquidity. Critics have stopped calling this a partnership. The argument now is that the scaling solutions Ethereum built to preserve its relevance are capturing the value that used to accrue to ETH holders directly.

What the Binance Withdrawal Spike Is Actually Telling Us

Ethereum withdrawals from Binance hit a three-year high this week, and the timing lines up too closely with regulation to be coincidental. The EU’s Markets in Crypto-Assets transitional periodofficially expired on July 1, 2026, and Binance had already withdrawn its MiCA license application in Greece without securing authorization elsewhere in the bloc.

That left the exchange legally unable to offer regulated services, deposits, or new customer onboarding across major EU markets including France, Italy, Spain, and Poland.

Withdrawals stayed open. Everything else stopped. European holders moving funds into self-custody or onto MiCA-compliant local platforms is a more plausible explanation for the reserve drop than a simple accumulation narrative. The outflow tracks a regulatory deadline, not a price signal.

Reading the Chart: Why the Technical Setup Looks Better Than the Fundamentals

On the 4-hour chart tracked by TradingView, ETH/USDT has climbed back above its 50, 100, and 200-period simple moving averages after spending most of June trading below all three, a sequence traders generally read as short-term bullish since it shows recent buying stepping in more aggressively than the longer trend. The Relative Strength Index has moved from oversold territory below 30 in early June to around 72 now, which flags the pair as overbought on a short-term basis and raises the odds of a pullback or consolidation before the next leg.

It says nothing about whether the broader downtrend has reversed. Positive funding rates paired with rising open interest suggest traders are paying to hold long positions and that new leveraged money is entering the market. In past cycles, that combination near multi-month lows has often marked a re-accumulation phase – larger buyers absorbing supply while the price still looks weak. None of this touches the fee problem. A strong four-hour chart and an unresolved revenue model can coexist for a long time.

The Fix Requires Taking Revenue Back From Base and Arbitrum

A genuine reversal in Ethereum’s fortunes is unlikely to happen independently of Bitcoin, since altcoins have historically waited for Bitcoin to bottom before turning. What is more likely to move in isolation is the competitive pressure from Solana, whose trading volumes have repeatedly overtaken Ethereum’s in recent months, feeding a narrative that Ethereum’s institutional pivot is coming at the cost of retail and consumer-facing innovation. If the Foundation’s institutional pitch succeeds, the near-term winners will probably be entities like Ethereum Institutional and the stablecoin and RWA issuers that already depend on the base layer, not necessarily ETH holders exposed to the token’s price. Any durable improvement in ETH’s price trajectory likely depends on whether the network finds a mechanism, through EIP proposals, sequencer fee-sharing arrangements, or a shift in how L2s settle back to Ethereum, that returns part of the Layer 2 revenue to the asset itself. Right now all of it stays with Base, Arbitrum, and Optimism.
