The debate inside the Federal Reserve is heating up as December approaches. Policymakers are sending sharply different signals, and markets now struggle to pinpoint the central bank’s next move. On one side, Susan Collins and other cautious voices warn that inflation is still too high and the labor market too firm to justify another cut. Yet on the other side, John Williams argues that there is still room to ease without risking progress on inflation. These contrasting views show how uncertain the economic picture has become and why the road to December remains unclear.

Williams, the New York Fed president and a central figure in policy decisions, told an audience in Chile that he sees space for another “near-term” adjustment. He believes current policy is only “modestly restrictive” and could move closer to neutral without harming the economy. Collins, however, says the opposite. She argues that policy already sits in a “mildly restrictive” zone that matches the economy’s needs right now. As December nears, this split between Williams and Collins is shaping expectations.

A bloc of more cautious officials continues to push back against any further easing. Susan Collins is one of the most vocal. She warns that inflation remains stubborn, and she sees no reason to move quickly. She notes that tariffs, supply pressures, and resilient consumer demand could all keep prices elevated. Because of this, she believes the FED should keep policy steady rather than risk fueling another inflation surge.

Collins also stresses that the government shutdown has created blind spots. Key reports on jobs and inflation were delayed or may never be released. Without reliable data, she argues, policymakers should avoid quick action. Several regional presidents echo this view. Raphael Bostic says inflation is still too high and wants to wait for “clear evidence” before supporting more cuts. Dallas Fed president Lorie Logan adds that a third cut in December would be hard to justify unless the job market weakens more sharply. Their combined hesitation strengthens the hawkish case and adds more uncertainty.

Despite the hawkish resistance, John Williams’ remarks have significantly changed the market mood. Before his comments, many investors believed the FED would pause in December. However, after he signaled openness to a cut, market pricing jumped to show strong odds of a move. Traders now see more than a 75% chance of a December cut in some forecasts. Williams’ role as vice chair of the rate-setting committee gives his words extra weight.

He believes tariffs have temporarily stalled progress toward the 2% inflation goal but expects pressures to ease next year. He also highlights a softening labor market. The unemployment rate climbed to 4.4% in September, a level he compares to pre-pandemic conditions. Williams argues that lowering rates now would help guard against a sharper slowdown without derailing disinflation. His message contrasts sharply with Susan Collins’ caution, and this tension is shaping a new dynamic going into December. It also puts the spotlight on whether economic risks now lean more toward weak employment than high inflation.

Recent jobs data further complicates the FED’s decision. Payroll growth rebounded sharply in September, but earlier months showed major weakness. Hiring fell into negative territory multiple times. At the same time, the unemployment rate rose. Some officials see this as a sign that restrictive policy is starting to bite. Others believe the rebound proves the labor market still has momentum.

The shutdown-related data delays make it harder for policymakers to read these trends. Collins says she now relies more on weekly jobless claims for fresh signals. Miran, meanwhile, points to rising permanent layoffs and argues the labor market is softening faster than headline numbers imply. He also says he would vote for a smaller cut if it meant avoiding policy paralysis. With conflicting evidence and limited data, even experienced policymakers struggle to interpret what comes next. This confusion raises the stakes for the December meeting.

December Approaches With a Deeply Divided FED

As December nears, the Federal Open Market Committee faces one of its most divided moments of the year. Hawks like Susan Collins push for a pause to protect the fight against inflation. Doves like John Williams see space for a cut to reduce recession risks. Other voices, such as Stephen Miran, support cuts but differ on the size. Even the troika—Powell, Williams, and Jefferson—appears cautious but open.

This combination makes the outcome hard to predict. Rate cuts in September and October already revealed divisions, and another vote could deepen them. Investors now watch every speech and data release for clues. What is clear is that December will test the FED’s ability to balance inflation risks with employment concerns. And with voices like Collins and Williams pulling in different directions, the final call may hinge on late-arriving data—or the absence of it.
