The Abu Dhabi Investment Council (ADIC) increased its holdings in Bitcoin ETFs, according to a filing dated September 30, 2025, Bloomberg <a href="https://www.bloomberg.com/news/videos/2025-11-19/abu-dhabi-investment-council-tripled-bitcoin-bet-video" rel="noopener noreferrer nofollow">reports</a>. ADIC reported 8 million shares of BlackRock’s iShares Bitcoin Trust, worth about $518 million at the time.
Mubadala, ADIC’s parent company, holds another 8.7 million shares of the same ETF. Together, the two institutions control more than 16 million shares. The iShares Bitcoin Trust remains the largest crypto ETF globally, with over $70 billion in assets.
ADIC tripled its position in late September, about a month before the market downturn. Bloomberg noted that the council views Bitcoin as digital gold and uses it for long-term portfolio diversification.
UAE Deepens Crypto Strategy
The United Arab Emirates continues to expand its presence in digital assets. Mubadala has been increasing its crypto exposure as well. The fund recently launched new investment vehicles, including MGI X, which has completed deals with major industry firms such as Binance. Mubadala sees digital assets as a long-term strategic allocation.
This activity strengthens crypto’s legitimacy in the MENA region. State-owned funds in the UAE continue to allocate capital to digital assets, reinforcing the sector’s strategic importance.
UAE Among Top Government Bitcoin Holders
According to Arkham, the UAE <a href="https://thedefiant.io/news/blockchains/arkham-says-uae-holds-740-million-bitcoin-via-citadel-mining-be33c445" rel="noopener noreferrer nofollow">ranked</a> as the fourth-largest government entity holding Bitcoin as of late August. The platform identified around $740 million in BTC linked to the country.
About $700 million of those holdings come from Citadel’s Bitcoin mining operations. These operations are controlled by the Royal Group through International Holding Company (IHC).
The UAE continues to position itself as a global crypto hub. The country hosts major industry events, attracts top exchanges, and promotes supportive regulations. Blockchain technology is also being integrated into government systems.
