Reopening ≠ Rally History shows U.S. government reopenings rarely spark sustained rallies — with crypto especially unlikely to benefit from short-term political relief.

The 43-day U.S. government shutdown exposed deep political divides, disrupted data and liquidity, and revealed how differently traditional markets and crypto respond to fiscal gridlock.

WHY DID THE U.S. GOVERNMENT SHUT DOWN FOR 43 DAYS?

Since 1976, the U.S. government has shut down 21 times — but the latest one, which began on October 1, 2025, broke all previous records, lasting 43 days and surpassing the 35-day shutdown of 2018–2019.

At the heart of this record-breaking shutdown was, once again, a battle over money — specifically, healthcare spending. Democrats pushed to extend an expiring tax credit that helps millions of Americans afford lower health insurance premiums. Republicans, however, insisted on cutting healthcare and related public spending to rein in what they viewed as an unsustainable budget.

Initially, the House of Representatives passed a temporary funding bill to prevent the government from closing, but the measure hit a wall in the Senate as Democrats held their ground. The stalemate led to a full government shutdown starting October 1: federal agencies closed their doors, hundreds of thousands of employees were furloughed without pay, and key public services ground to a halt.

Although Congress has since passed a stopgap bill to reopen the government, the core conflict remains unresolved. Democrats failed to secure an extension of federal healthcare subsidies, and Republicans didn’t achieve the deep spending cuts they demanded.

In short, the government may have restarted — but the political gridlock hasn’t gone anywhere. The 43-day shutdown exposed once again how fragile bipartisan compromise has become in Washington, reminding markets and citizens alike that America’s biggest deficit might not be fiscal, but political.

THE SPLIT IMPACT OF THE U.S. SHUTDOWN ON STOCKS AND CRYPTO

The 43-day U.S. government shutdown didn’t just disrupt federal operations — it rippled across global markets, affecting both traditional investors and crypto traders. While markets initially braced for widespread fallout, the results turned out to be more nuanced.

1️⃣ Disrupted Economic Data Flow

One major consequence was that key federal departments, including the Department of Labor, were unable to function normally. As a result, crucial macro indicators such as the Consumer Price Index (CPI) and Nonfarm Payrolls (NFP) couldn’t be released on time. This left the Federal Reserve “flying blind” without real-time data to guide monetary policy, adding uncertainty and volatility to the market outlook.

2️⃣ Tightened Market Liquidity

The shutdown also drained liquidity from the financial system. The U.S. Treasury General Account (TGA) — which manages all federal expenditures, from government salaries to broader financial injections — effectively became one-way: funds went in but couldn’t flow out.
According to MacroMicro data, the TGA balance swelled to $9.65 trillion, up from $1.459 trillion during the shutdown, underscoring how government spending froze and liquidity dried up across markets.

3️⃣ Stocks Rose Against Expectations

Surprisingly, U.S. equities remained resilient despite the fiscal deadlock. Between October 1 and November 13, TradingView data showed the Dow Jones Industrial Average rose 3.5%, the S&P 500 gained 3%, and the Nasdaq climbed 2.9%. Meanwhile, gold surged over 8.5%, hitting an all-time high of $4,355 on October 22 as investors sought safety amid political uncertainty.

4️⃣ Crypto Took the Hardest Hit

The crypto market, however, bore the brunt of the turbulence. On October 11, dubbed the “10/11 Crash,” the sector suffered one of its worst single-day liquidations in 2025 — totaling $19.1 billion, with Bitcoin (BTC) briefly plunging below $99,000.
By the end of the shutdown period, BTC had dropped 14%, ETH 20%, SOL 30%, and BNB 6.67%.

This sharp divergence revealed that while traditional markets could shrug off Washington’s paralysis, crypto remained highly sensitive to liquidity shifts and macro sentiment.

✏️ In summary, the U.S. government shutdown’s overall market impact was far milder than feared. The crypto downturn stemmed not only from political uncertainty but also from multiple concurrent pressures — including spot Bitcoin ETF outflows, weakening rate-cut expectations, and several internal blowups within the crypto industry.

It’s a reminder that while Wall Street may have weathered the storm, the digital asset market continues to sail in choppier waters.

MARKETS MAY BE OVERRATING THE U.S. REOPENING

If the government shutdown itself was only a minor ripple in global market volatility, then investors may have also overestimated the significance of its reopening.

When the Senate appeared poised to approve the bill to restart the government, Wall Street barely reacted. On Wednesday’s close, the Dow Jones rose 0.78%, the S&P 500 ticked up slightly, while the Nasdaq slipped 0.26%. In the crypto market, sentiment remained weak — Bitcoin (BTC) fell another 1.04% on the day, showing that the government’s return to work offered no meaningful boost to risk assets.

📌 History Suggests “Reopening Rallies” Are Rarely Guaranteed

Some market commentators have noted a pattern: after previous shutdowns in 1995–1996, 2013, and 2018–2019, the U.S. stock market tended to rebound once the government resumed operations. However, whether this trend will hold again remains to be seen — tonight’s market open may be the first real test.

But for the crypto market, history tells a different story. Since Bitcoin began trading with a market price, the U.S. government has shut down three times:

Oct 1–17, 2013: A 16-day shutdown over the ObamaCare dispute. Bitcoin’s price barely moved in the following month.

Jan 20–22, 2018: A 2-day shutdown tied to immigration policy disagreements under Trump. Within a month of reopening, BTC fell below $10,000.

Dec 22, 2018–Jan 25, 2019: A 35-day shutdown over Trump’s border wall funding. Bitcoin again showed no significant reaction afterward.

In short, past shutdowns and reopenings have had minimal long-term effects on Bitcoin and the broader crypto market. The massive correction in early 2018, for instance, was largely due to post-“94” regulatory tightening and the onset of a deep bear cycle — not Washington politics.

📌 The Current Bearish Forces Run Deeper

Even now, the aftermath of the “10/11 Crash” continues to weigh heavily. Market liquidity is near exhaustion, DeFi protocols are imploding, and structural buyers such as ETF and DAT funds are withdrawing support. These factors collectively suppress any potential bullish momentum that might have been sparked by the government’s reopening.

📌 A More Optimistic View

Still, some analysts argue that today’s crypto landscape is vastly different. Bitcoin is now more correlated with U.S. equities, effectively becoming a “macro asset” rather than an isolated digital currency. From this perspective, the government’s reopening — and the resumption of Treasury General Account (TGA) spending — could eventually inject hundreds of billions in fiscal liquidity back into the economy.

When that liquidity begins to flow again, risk assets, including crypto, could see a delayed rebound. But for now, the market’s message is clear: the end of the shutdown doesn’t automatically mean the start of a rally.
