At the recent Blockchain Futurist Conference in Toronto, Coinbase executives compared U.S. legislative efforts on digital assets to “oil for the on-chain economy”.
They said that without a clearly defined crypto market structure in American law, the entire blockchain ecosystem will stall or migrate overseas.
The company said the combination of the GENIUS Act (a stablecoin regulatory bill) and the CLARITY Act (a market structure framework) must pass together to unlock institutional flows, tokenization and growth in the on-chain economy.
<h2 id="b-coinbase-s-view-legislation-as-fuel-for-blockchain-growth-b">Coinbase’s View: Legislation as Fuel for Blockchain Growth</h2>
Speaking with sources; Coinbase Chief Business Officer Shan Aggarwal said:
<blockquote>
 “GENIUS laid the foundation for stablecoins … As stablecoin supply grows, there’s more capital on-chain that can flow into new tokenized assets … It really gets the whole ecosystem going in a very positive way.”
</blockquote>
Scott Meadows, interim head of business development, <a href="https://www.tradingview.com/news/cointelegraph:33bced00d094b:0-us-crypto-bills-are-like-oil-for-the-onchain-economy-coinbase-exec-says/" rel="noopener noreferrer nofollow" target="_blank">added</a> that when GENIUS is combined with the market-structure bill; “those two things end up being one plus one equals three” for institutional participation.
From Coinbase’s perspective, good crypto market structure is a growth enabler. They see the two bills as complementary: GENIUS enabling stablecoin supply and tokenization, and CLARITY providing market infrastructure rules and institutional guardrails. Without both, the on-chain economy lacks the “oil” to scale.
<h2 id="strong-what-s-holding-up-crypto-market-structure-strong">What’s Holding Up Crypto Market Structure?</h2>
Despite the urgency Coinbase and others are <a href="https://deythere.com/coinbase-ceo-talks-bipartisan-support-for-crypto-bill/" rel="noopener noreferrer nofollow">pushing</a> for, progress on the crypto market structure framework has been glacial. At the conference, Aggarwal said lawmakers have about 90% of the framework agreed upon but gridlock and government shutdown issues are holding up final passage.
Notable holdups include partisan disputes, regulatory agency coordination (e.g. SEC vs. CFTC jurisdiction), and the complexity of tokenizing assets and stablecoin treatment. Coinbase also warns of over-regulation or mis-interpretation of GENIUS rules which could stifle rather than enable innovation.
While the architecture of the crypto market structure is agreed, enactment and implementation is uncertain and Coinbase sees that uncertainty as a brake on growth.
<h2 id="b-why-crypto-market-structure-matters-for-us-blockchain-leadership-b">Why Crypto Market Structure Matters for US Blockchain Leadership</h2>
Coinbase’s argument goes beyond their own business interests: they see crypto market structure legislation as critical for US global competitiveness in the blockchain economy.
With clarity, institutional capital can flow in, tokenization of real-world assets can scale and the US can avoid being left behind Europe and Asia. Without clarity; the “oil” of liquidity and innovation will fuel offshore platforms; reducing job creation, capital formation and on-chain <a href="https://www.blockonomi.com/coinbase-executives-call-crypto-bills-oil-for-the-onchain-economy/" rel="noopener noreferrer nofollow" target="_blank">innovation</a> in the US.
This ties the concept of crypto market structure to other themes of national technology leadership and financial competitiveness.
For the ecosystem; blockchain builders, DeFi platforms, token issuers, market-makers; the existence of a robust crypto market structure means confidence, lower cost of capital and access to institutional networks.
<h2 id="b-conclusion-b">Conclusion</h2>
Coinbase frames key bills like GENIUS and CLARITY as the <a href="https://deythere.com/new-crypto-bill-2025-draft-to-end-sec-cftc-turf-wars/" rel="noopener noreferrer nofollow">fuel</a> that will power on-chain growth and US blockchain leadership.
Without stablecoin foundations, tokenization infrastructure and clear market rules; the company warns the ecosystem will stagnate.
As lawmakers deliberate and agencies build out rules; the outcome of the crypto market structure debate will determine not just one company but the future of the US digital-asset economy.
<h2 id="b-glossary-b">Glossary</h2>

<h3 id="strong-what-bills-is-coinbase-referring-to-in-the-crypto-market-structure-conversation-br-strong">What bills is Coinbase referring to in the crypto market structure conversation? </h3>
GENIUS Act and the market structure bill known as CLARITY Bill
<h3 id="strong-why-does-coinbase-call-these-bills-oil-for-the-on-chain-economy-br-strong">Why does Coinbase call these bills “oil for the on-chain economy”? </h3>
Because they believe stablecoin liquidity and market structure rules will enable deep capital flows, tokenization and institutional participation; just like oil lubricates and enables engines to run.
<h3 id="strong-what-if-crypto-market-structure-legislation-is-delayed-further-br-strong">What if crypto market structure legislation is delayed further? </h3>
Coinbase warns that delay will mean innovation and capital will migrate offshore; behind less-restrictive jurisdictions, and slower growth of US blockchain infrastructure and institutions.
<h3 id="strong-how-does-this-affect-everyday-crypto-users-or-investors-br-strong">How does this affect everyday crypto users or investors? </h3>
Clear crypto market structure rules can reduce uncertainty around token listings; trading venues, custodians and tokenized assets; potentially lowering risk and opening up to institutional investors, which may increase liquidity and stability.
