Japan’s efforts to build a functioning market for blockchain-based financial products are taking another step forward, with BlackRock, SBI Holdings and Startale Group agreeing to explore how yen-denominated stablecoins could connect with tokenized investment funds.
Under a memorandum of understanding announced on October 27, the companies will investigate connecting JPYSC, a trust-type stablecoin denominated in Japanese yen, with tokenized money market funds. The initiative aims to address infrastructure, distribution and regulatory challenges associated with bringing conventional financial assets onto blockchain networks.
The collaboration highlights a developing challenge for the tokenization industry: creating the financial infrastructure needed for digital representations of traditional assets to interact with blockchain-based money.

Japan has established a legal framework for stablecoins through amendments to the Payment Services Act, creating a foundation for regulated stablecoin activity.
However, regulation alone does not establish the systems needed for tokenized assets and stablecoins to operate within a broader financial market.
Financial institutions also need technology that connects different products, distribution channels that allow businesses to access them, and regulatory arrangements that support their use.
SBI Holdings and Startale Group are now working with BlackRock to explore how those elements could come together.
At the center of the initiative is JPYSC, a yen-denominated stablecoin that the companies are examining as a potential connection point for tokenized money market funds.
Money market funds are traditional investment vehicles that hold short-term debt instruments. Tokenizing these funds enables their representation on blockchain infrastructure, potentially opening new ways for financial institutions to manage and distribute investment products.
Connecting tokenized funds with stablecoins could help establish the foundation for financial systems in which investment assets and digital money operate within compatible infrastructure.
The companies have not announced a completed technical integration or committed to launching a joint financial product.

Rather than limiting the initiative to a single technical integration, the agreement covers three areas of development.
First, the companies will assess the technical requirements for connecting tokenized money market funds with JPYSC.
Second, they will investigate potential business models and distribution opportunities, drawing on BlackRock’s asset management experience, SBI’s financial services operations and Startale’s blockchain expertise.
Third, the partners will examine regulatory considerations and ways to support market development.
The initiative is also intended to involve a wider group of financial institutions and businesses, both inside and outside Japan.
This approach reflects the importance of coordination between asset managers, financial service providers and blockchain technology companies in developing financial infrastructure that can serve multiple participants.

The partnership comes as tokenization of traditional financial assets continues to attract attention globally, with financial institutions exploring ways to make existing investment products compatible with blockchain technology.
For Japan, the next challenge is translating its stablecoin regulatory framework into infrastructure that supports practical financial applications.
SBI Holdings Chairman and President Yoshitaka Kitao said the country must prepare early to participate in the transition toward onchain financial markets.
“If Japan is to lead this transformation rather than fall behind, we must prepare early and build the foundations for the next generation of financial markets,” Kitao said.
BlackRock Financial Management Managing Director Jonathan Steel also emphasized the potential role of digital market infrastructure in connecting established financial services with emerging blockchain ecosystems.
The MOU does not establish a timeline for commercial implementation, but it sets out a framework for examining how regulated yen stablecoins and tokenized investment products could eventually operate together.
For Japan’s financial industry, the initiative represents another effort to move beyond the legal foundations of digital assets toward the infrastructure required for wider institutional adoption.
