Proposed framework would also require issuers to hold reserves inside Canadian banks

Canadian regulators have published draft rules governing stablecoins that take a notably conservative stance compared to other major markets. The framework would ban issuers from paying yield to token holders, according to reporting from Cryptopolitan and Decrypt. It would also cap redemption fees at 1%, limiting how much issuers can charge users who want to convert tokens back into cash.

A central feature of the draft rules is the requirement that reserve assets backing stablecoins be routed through Canadian banks. This would give traditional financial institutions a direct role in custody of the assets underpinning any stablecoin issued in the country. It marks a departure from models elsewhere that allow issuers to hold reserves with non-bank custodians or in segregated trust structures.

The no-yield provision addresses a point of contention in global stablecoin policy debates. In the United States, the GENIUS Act approved earlier this year explicitly bars yield-bearing stablecoins issued directly to consumers, though some firms have pursued workarounds through affiliated products. Canada's draft appears to take a similarly strict line, closing off a feature that has helped some stablecoin issuers compete with traditional savings products.

The redemption fee cap is designed to protect consumers from being penalized for converting stablecoins back into government-backed currency. By limiting this fee to 1%, regulators appear to be aiming to preserve the core promise of stablecoins: that they trade near parity with the currencies they represent, with minimal friction for users moving in and out.

Routing reserves through banks gives Canadian authorities a familiar supervisory lever. Banks are already subject to capital requirements, deposit insurance frameworks, and routine examinations. By folding stablecoin reserves into that existing system, regulators may be seeking to avoid building an entirely new oversight apparatus for a nascent asset class.

The draft rules come as stablecoins have grown into a multi-hundred-billion-dollar segment of the crypto market, used widely for trading, remittances, and as a dollar proxy in regions with volatile local currencies. Jurisdictions including the European Union, Hong Kong, and the United States have each advanced their own stablecoin regimes over the past two years, with varying degrees of strictness around reserves, redemption, and yield. Canada's approach, as described in the draft, positions it closer to the more restrictive end of that spectrum.

Market Impact

If finalized, the ban on yield could discourage some stablecoin issuers from launching Canadian-focused products, since yield has been a key differentiator used to attract capital in a competitive market. Issuers that rely on yield-sharing arrangements with users may need to redesign their offerings or focus on markets with less restrictive rules.

The requirement to route reserves through banks could also raise barriers to entry for smaller or non-bank-affiliated issuers, who may face higher costs or compliance hurdles securing banking relationships. At the same time, the rules could reassure institutional users and regulators concerned about reserve transparency, potentially supporting broader adoption of bank-backed stablecoins over time.

Canada's draft stablecoin framework reflects a cautious regulatory posture that favors consumer protection and bank oversight over product flexibility. The rules remain in draft form, and further details on implementation and timing are expected as the process moves forward.

Frequently Asked Questions

What do Canada's draft stablecoin rules propose?

The draft rules would ban stablecoin issuers from paying yield to holders, cap redemption fees at 1%, and require reserve assets to be held through Canadian banks.

Why would Canada ban yield on stablecoins?

Banning yield appears aimed at drawing a clear line between stablecoins and regulated deposit or investment products, a distinction other jurisdictions like the United States have also pursued through legislation such as the GENIUS Act.

How would the reserve requirement affect stablecoin issuers?

Issuers would need to hold reserve assets through the Canadian banking system rather than independent custodians, giving regulators a familiar supervisory framework but potentially raising compliance costs for smaller issuers.

Are these rules final?

No, the rules reported by Cryptopolitan and Decrypt are described as a draft framework, meaning details could change before any formal adoption.
