Vitalik Buterin Backs FOCIL as Ethereum Schedules Hegota Upgrade


#Ethereum developers have officially added Fork-Choice Enforced Inclusion Lists, known as FOCIL, to the network's upcoming #Hegota hard fork, targeting a rollout in the second half of 2026. The decision was confirmed during Thursday's All Core Devs call, where FOCIL was named the consensus-layer headliner for the upgrade. The proposal is entered as EIP-7805.


#FOCIL is designed to guarantee that any valid transaction sitting in the public mempool gets included in a block within a bounded number of slots. It works by allowing a committee of validators to enforce transaction inclusion through fork-choice rules and inclusion lists. If a block proposer ignores those listed transactions, the protocol can fork away from that block entirely.


The mechanism directly addresses a pattern where some validators have historically filtered out transactions tied to sanctioned addresses or protocols. Tornado Cash, the #privacy protocol that was once subject to OFAC sanctions, was a notable example of a service whose transactions were excluded by certain validators. Under FOCIL, any valid public-mempool transaction would be included regardless of its origin.


$ETH co-founder Vitalik Buterin expressed support for the upgrade on X, pointing to how FOCIL pairs with EIP-8141, an account abstraction proposal also scheduled for Hegota. EIP-8141 would give native protocol support to smart wallets, multisig setups, quantum-resistant keys, and gas-sponsored transactions. Buterin said the two proposals together create a system where 17 different actors, either the block proposer or the inclusion list validators, each chosen randomly per slot, can bring any transaction on-chain. #Vitalik
