The AI bubble faces a new political test after Democrats flipped key governorships. Big Tech plans to spend $730 billion on AI infrastructure in 2026. That spending now faces a Democratic Congress.
Several new governors want to pause data center construction. Their powers are limited, though, and no governor can ban data centers outright. A federal ban would also face a presidential veto. Power shortages and investor doubts add separate pressure.

Coin Bureau raised the question in a post on X. It asked whether Democrats could burst the AI bubble as the party gains political power. The post pointed to Big Tech’s $730 billion spending plan for 2026.

In the states, the new Dem govs want to stop/pause…

Many new Democratic governors campaigned on stopping or pausing the buildout. In Texas, Gina Hinojosa wants an immediate pause and an end to data center tax breaks. In Ohio, Amy Acton wants a pause unless developers meet certain conditions.
In <a href="https://blockonomi.com/georgia-shuts-down-crypto-dispensers-for-operating-without-required-state-license/" rel="noopener noreferrer nofollow">Georgia,</a> Keisha Lance Bottoms wants to pause new construction statewide. In Michigan, Jocelyn Benson wants a pause until new rules are in place. Republican Gov. Abbott had also paused data center permits in Texas before he lost.
In Congress, Democrats already have a national data center moratorium bill. Rep. Yassamin Ansari wants a pause on advanced AI and a ban on artificial superintelligence. She said both should top the Democratic agenda on day one.
<h2 id="b-what-governors-can-actually-do-b">What Governors Can Actually Do</h2>
Local voters also backed restrictions. Data center restrictions won 38 of 39 completed ballot counts. At the state level, Democrats can slow the <a href="https://moneycheck.com/arthur-hayes-predicts-bitcoin-surge-if-ai-bubble-bursts-and-liquidity-returns/" rel="noopener noreferrer nofollow">AI bubble,</a> but they cannot act alone.
In Texas, Hinojosa can order permit pauses but cannot ban construction. State regulators are Abbott appointees, and she cannot fire them without Senate approval. Ending tax breaks also requires Senate votes.
In Ohio, Acton picks utility regulators. However, Republicans control both the Ohio House and Senate, and a moratorium needs their votes. In Georgia, Bottoms has not said whether an executive order could deliver a pause.
Republicans kept the state Senate, and the House race is still too close to call. Michigan offers Benson the clearest path, since Democrats control both chambers. Even so, Democrats passed the tax breaks she wants to end.
<h2 id="b-federal-hurdles-and-market-pressure-b">Federal Hurdles and Market Pressure</h2>
No governor can simply ban <a href="https://parameter.io/hut-8-hut-emerges-victorious-in-140m-bankruptcy-auction-for-texas-data-centers/" rel="noopener noreferrer nofollow">data centers,</a> and a nationwide ban faces larger hurdles. Even top House Democrat Frank Pallone opposes blanket freezes.
Neither the moratorium nor the superintelligence bill is law. Any federal ban would face a veto from President Trump. Democrats lack the two-thirds majority needed to override it.
The AI boom runs on US data centers. Fifteen of the world’s 20 largest data center markets are in the US. Morgan Stanley estimates the US holds about 55% of global AI computing capacity.
Goldman expects US capacity to rise from 64 GW in 2026 to 90 GW by 2027. However, about 45% of planned US data center capacity sits in states weighing tougher rules. Texas alone holds roughly 25%. Goldman also expects state restrictions to be temporary.
Politics is not the only strain on the AI bubble. <a href="https://coincentral.com/morgan-stanley-jpmorgan-and-citi-limit-ai-agents-after-account-access-reports/" rel="noopener noreferrer nofollow">Morgan Stanley</a> projects a 32 GW US power shortfall from 2026 to 2028. That means approved projects may lack electricity.
Investors also want proof that the spending will pay off. Chip stocks were already about 29% below their June highs. Analysts warn that blocked US projects could move overseas.
