Hong Kong Sets 2027 Crypto Tax Reporting Rules
Hong Kong has passed legislation requiring crypto exchanges and other covered service providers to collect detailed customer and transaction information from 2027, with the data set to enter automatic exchanges with overseas tax authorities from 2028. The Legislative Council passed the Inland Revenue amendment on November 4, implementing the Organisation for Economic Co-operation and Development's Crypto-Asset Reporting Framework, or CARF, alongside updates to the Common Reporting Standard. From January 1, 2027, crypto-asset service providers with a reporting nexus to Hong Kong will face registration, customer due-diligence, record-keeping and reporting requirements. Hong Kong's Inland Revenue Department will begin exchanging CARF information with participating jurisdictions in 2028 on a reciprocal basis.

What Will Crypto Exchanges Have to Report?
CARF applies to businesses that facilitate exchanges between crypto assets and fiat currencies, exchanges between different crypto assets, or transfers of crypto assets for customers. That can include exchanges, brokers and other intermediaries as well as platforms making markets available to users. Covered providers will have to identify customers' names, addresses, jurisdictions of tax residence and taxpayer identification numbers. Depending on the customer, additional information such as date and place of birth may also be required. Transaction reporting goes beyond cashing crypto into fiat. The rules cover crypto purchases and sales, token-to-token swaps and transfers, including transfers to external wallet addresses. Providers will generally report annual aggregated transaction information by crypto asset, including amounts or fair-market values, units and the number of relevant transactions. This brings tax reporting into a market already subject to a demanding regulatory framework. Hong Kong introduced its dedicated virtual asset trading platform licensing regime in June 2023, and licensed exchanges now face requirements spanning capital, custody, cybersecurity and customer onboarding.

CARF changes the tax visibility of crypto held through regulated intermediaries. Transactions that previously remained within crypto markets, including token swaps and transfers to external wallets, can become part of information exchanged with a customer's home tax authority.

How Will Cross-Border Information Sharing Work?
The reporting system is designed around tax residence rather than where a crypto account is opened. If a reportable customer is tax resident in a participating jurisdiction, Hong Kong's Inland Revenue Department can transmit the relevant customer and transaction information to that jurisdiction's tax authority. Hong Kong said exchanges will operate on a reciprocal basis and remain subject to confidentiality and data-security requirements. CARF information will first be collected during 2027, allowing the first automatic exchanges to take place from 2028. The framework forms part of a wider international effort to reduce gaps created when crypto assets fall outside traditional financial-account reporting systems. Hong Kong had already committed to implementing CARF, although industry participants sought changes during consultation. The Hong Kong Securities & Futures Professionals Association warned earlier in 2026 that parts of the proposed framework could create operational and legal burdens for financial firms.

Using a Hong Kong exchange will not by itself keep a customer's crypto activity within Hong Kong's tax system. For users resident in participating CARF jurisdictions, annual transaction data can ultimately be transmitted to their domestic tax authorities.

How Does CARF Fit With Hong Kong's Crypto Regulation?
The tax-reporting law adds another compliance layer as Hong Kong continues developing a regulated digital-asset market rather than restricting crypto activity outright. The city has progressively expanded its framework from exchange licensing into stablecoins and other digital financial products. Its virtual asset regime has nevertheless resulted in a relatively concentrated licensed market, while several international exchanges have withdrawn applications or scaled back local plans. Crypto.com recently said it would withdraw its Hong Kong retail app in February 2027 while keeping a separate institutional exchange licensing application active. Hong Kong has also moved ahead with regulated stablecoins. HSBC launched its licensed Hong Kong dollar stablecoin to retail users in October, following implementation of the city's stablecoin regime. The newly passed legislation therefore extends oversight from how crypto businesses operate to how customer activity is reported for tax purposes.

What Changes Under the Common Reporting Standard?
The legislation also updates Hong Kong's implementation of the Common Reporting Standard, which the city has used for automatic financial-account information exchanges since 2018. The amended CRS will take effect in 2028 and expands reporting to additional digital financial products, including central bank digital currencies, specified electronic-money products, certain derivatives referencing crypto assets and investment entities exposed to crypto. Automatic exchanges under the amended CRS are scheduled to begin in 2029. The rules also contain mechanisms intended to prevent the same crypto activity from being reported twice under both CARF and CRS. The Inland Revenue Department plans to issue implementation guidance, develop a dedicated CARF reporting portal and provide technical assistance to affected firms before the 2027 requirements begin.

The immediate burden falls on exchanges and intermediaries, but customers will also face more standardized tax-residency checks and substantially greater visibility of crypto transactions. January 1, 2027 is the operational deadline for CARF compliance, while 2028 marks the start of cross-border information exchange.
