Launching a crypto exchange comes down to seven steps: choose the exchange model and its core components, sort out licensing and compliance, secure the platform, solve liquidity, then test, launch and keep iterating. The order matters, because decisions about the model and compliance shape everything that follows.

TL;DR: To launch a crypto exchange, define the model (centralized, P2P, derivatives or OTC), build the core components, deal with licensing early, harden security, line up liquidity, test on staging and launch in stages. Liquidity and security are the hardest parts to get right.

The US ranks second on Chainalysis’ 2025 Global Crypto Adoption Index, behind India, so the appetite for trading venues is there. This guide assumes you already know how crypto trading works and focuses on the build.

Step 1: Define the exchange model and its core components

Start with who the exchange serves. A centralized exchange (CEX) offers order-book trading with the platform holding custody. A P2P exchange matches users directly and holds funds in escrow. Derivatives and OTC venues add margin, contract logic or large-ticket workflows. Pick one model and one launch market, because each changes the licensing path and the feature list.

Then break the product into components. Every exchange needs a trading engine that matches orders, wallet and asset handling, liquidity and market data, identity checks, security controls, APIs and an admin panel for operations.

Peiko’s crypto exchange development services split the build into eight blocks: a trading engine and order matching, wallet and asset infrastructure, liquidity and market data, KYC/AML and compliance, security and access control, APIs and integrations, payment infrastructure, and admin tools. The company says a focused exchange MVP can take several months, with the timeline fixed after discovery and architecture.

Step 2: Sort out licensing and compliance

Exchanges typically face identity verification (KYC), anti-money-laundering (AML) monitoring and licensing rules that differ by jurisdiction. In the EU, for instance, the MiCA regulation sets the framework for crypto-asset service providers.

Requirements change and depend on where you operate and who your users are, so involve a lawyer who specializes in digital assets before you commit to a market. Treat this guide as a map of the questions to ask, not as legal advice.

Build compliance into the product rather than bolting it on. That means identity checks inside the sign-up flow, transaction monitoring that flags unusual activity, record-keeping that can be exported on request, and admin tools that let compliance staff freeze an account or review a case without asking engineers for help.

Step 3: Secure the platform

An exchange is a target by design. More than $3.4 billion in crypto was stolen in 2025, according to Chainalysis’ 2026 Crypto Crime Report as reported by Fortune, and the $1.4 billion Bybit hack in February accounted for roughly 40% of that total.

Hacken’s separate 2025 Yearly Security Report attributes $2.12 billion, or 53.0%, of the losses it counted to access-control exploits. The two datasets differ, so compare the direction rather than the totals. The lesson for a builder is practical: define who can move funds and change settings, require multiple approvals for sensitive actions, keep hot-wallet balances small, review code and run audits before launch, and rehearse an incident response plan.

Step 4: Solve liquidity

A new exchange with a thin order book gives traders wide spreads and poor fills, and they leave. Liquidity has to be planned like a product feature.

Context helps here. CoinDesk Data’s Exchange Review for July 2026 shows that combined spot and derivatives volume on centralized exchanges fell 23.9% to $3.76 trillion, the lowest monthly level since November 2023. Binance’s spot volume fell 22.4% to $196 billion, yet its spot market share rose to 26.9%, the highest since January. Volume is shrinking and concentrating at the same time, so a new venue needs a reason for traders to move, such as a niche market, better fees or a local payment method.

Steps 5 to 7: Test, launch and iterate

· Test on a staging environment with simulated trading, including failure cases: price spikes, disconnected users and partial order fills.

· Run a closed beta with a small group, limited pairs and withdrawal limits.

· Launch in stages: open one market and a few pairs, then widen as monitoring shows the system holds.

· Watch order latency, failed withdrawals, support tickets and wallet balances daily.

· Ship fixes and new features in short cycles, and keep the security review going after launch.

The most common launch mistakes are predictable: opening too many markets at once, going live before withdrawals have been stress-tested, and treating support as an afterthought. A small, well-monitored launch is easier to fix than a large one.
