<p>The Bank of England <a href="https://www.bankofengland.co.uk/news/2026/october/bank-of-england-sets-out-approach-to-tokenised-collateral-in-central-clearing" rel="noopener noreferrer nofollow">launched a consultation on October 29</a> supporting clearinghouses’ acceptance of tokenized forms of eligible collateral, with responses due by February 12, 2027.</p>
<h2 id="what-the-bank-of-england-is-proposing">What the Bank of England is proposing</h2>
<p>The Bank’s position is that existing rules need not block tokenized collateral, as long as the assets can still be valued, transferred and turned into cash under stress. It is not a blanket approval. Each clearinghouse would still decide what it accepts, and the consultation only asks for views on possible future assets such as stablecoins and tokenized money-market funds.</p>
<p>Its <a href="https://www.bankofengland.co.uk/paper/2026/cp/supervisory-expectations-for-ccps-seeking-to-accept-tokenised-collateral" rel="noopener noreferrer nofollow">draft supervisory statement</a> adds a caution: clearinghouses should judge a token’s liquidity on its own terms, rather than assume it trades like the conventional asset it represents. Different trading hours, transfer permissions and reliance on intermediaries can all change how easily it can be sold.</p>
<h2 id="not-every-margin-call-can-be-paid-with-a-token">Not every margin call can be paid with a token</h2>
<p>A central counterparty, or CCP, sits between the two sides of a trade and absorbs the risk that one fails to pay. Under <a href="https://www.bis.org/committees/cpmi/pfmi/overview" rel="noopener noreferrer nofollow">international clearing standards</a>, it collects two kinds of margin. Initial margin protects against losses that could build up if a member defaults, and variation margin settles the daily change in a position’s value.</p>
<p>That split decides what a token can do. If a clearinghouse accepts a tokenized bond as initial margin, posting it directly could save a sale or a redemption. Variation margin is different: <a href="https://www.lseg.com/en/post-trade/clearing/collateral-management/ltd-collateral-management/ltd-acceptable-collateral/ltd-acceptable-cash" rel="noopener noreferrer nofollow">LCH Ltd requires</a> it to be paid in cash, in the currency of the underlying exposure. A tokenized bond or fund share cannot settle that call on its own; it first has to become cash.</p>
<h2 id="the-four-clocks-of-a-margin-call">The four clocks of a margin call</h2>
<p>A token runs on one clock. The things a margin call depends on run on others:</p>
<div style="margin: 24px 0; display: grid; grid-template-columns: repeat(auto-fit, minmax(150px, 1fr)); gap: 12px; text-align: center;">
 <div style="padding: 16px 10px; border-radius: 50%/18%; border: 2px solid rgba(56,189,248,0.6);">

  <p style="margin: 0; font-size: 13px;">Updated on the transfer agent’s schedule</p>

 <div style="padding: 16px 10px; border-radius: 50%/18%; border: 2px solid rgba(250,204,21,0.6);">

 <div style="padding: 16px 10px; border-radius: 50%/18%; border: 2px solid rgba(34,197,94,0.6);">

  <p style="margin: 0; font-size: 13px;">CHAPS 06:00–18:00 on weekdays</p>
 </div>
</div>
<p><strong>The register.</strong> JPMorgan’s tokenized money-market fund shows how the first two clocks can split. The <a href="https://www.sec.gov/Archives/edgar/data/1659326/000119312526353379/d127628d497.htm" rel="noopener noreferrer nofollow">JLTXX prospectus</a>, dated May 13 and supplemented August 17, says ownership is set by the transfer agent’s investor register, not the token balance. Tokens can move outside business days, but the new holder only becomes the owner once the register is updated, with ownership then backdated to the time of receipt. JPMorgan <a href="https://am.jpmorgan.com/us/en/asset-management/adv/about-us/media/press-releases/jp-morgan-asset-management-expands-access-to-tokenized-money-market-funds-solana/" rel="noopener noreferrer nofollow">brought JLTXX and MONY to Solana on October 22</a>, widening where the tokens can travel, part of a <a href="https://coindoo.com/why-jpmorgan-is-tokenizing-money-market-funds/" rel="noopener noreferrer nofollow">broader push into tokenized funds</a>, but the register still decides who owns them.</p>
<p><strong>The cash.</strong> LCH’s published cash deposit cut-offs for general clearing members are 14:30 for euros, 16:00 for sterling and 19:00 for US dollars, all London time. The UK’s CHAPS payment system <a href="https://www.bankofengland.co.uk/payments/chaps/" rel="noopener noreferrer nofollow">normally runs from 06:00 to 18:00 on weekdays</a>, outside bank holidays in England and Wales. If a token can move on a Sunday but its buyer, the redemption desk or the payment system is closed, the cash still waits for Monday.</p>
<h2 id="what-a-fast-delivery-is-actually-worth">What a fast delivery is actually worth</h2>
<p>Even when a token arrives instantly, the receiver rarely counts its full value. It applies a haircut, a discount that cushions against price falls before the asset can be sold. With a hypothetical 2% haircut:</p>
<div style="margin: 22px 0; display: flex; flex-wrap: wrap; align-items: center; justify-content: center; gap: 8px; text-align: center; font-size: 15px;">
 <div style="padding: 10px 14px; border-radius: 8px; border: 1px solid rgba(148,163,184,0.5);"><strong>£10.0M</strong><br><span style="font-size: 12px; opacity: 0.75;">position delivered</span>
 </div>
 <div style="font-size: 20px; font-weight: bold;">

 </div>
 <div style="padding: 10px 14px; border-radius: 8px; border: 1px solid rgba(239,68,68,0.6);"><strong style="color: #ef4444;">2%</strong><br><span style="font-size: 12px; opacity: 0.75;">haircut</span>
 </div>
 <div style="font-size: 20px; font-weight: bold;">
  =
 </div>
 <div style="padding: 10px 14px; border-radius: 8px; border: 1px solid rgba(34,197,94,0.6);"><strong style="color: #22c55e;">£9.8M</strong><br><span style="font-size: 12px; opacity: 0.75;">collateral credit</span>
 </div>
</div>
<p style="margin: -6px 0 22px; font-size: 13px; text-align: center; opacity: 0.75;">Against a £10M requirement, that leaves £200,000 to find. Figures are illustrative, not a quoted CCP haircut.</p>
<p>Acceptance also depends on where the asset lands. A token accepted at one venue is not automatically eligible at another, a gap that has already surfaced in <a href="https://coindoo.com/blackrocks-tokenized-fund-has-a-bank-problem/" rel="noopener noreferrer nofollow">banks’ treatment of tokenized funds as collateral</a>.</p>
<h2 id="before-a-collateral-claim-means-anything">Before a collateral claim means anything</h2>
<p>Following an asset from instruction to acceptance, and then to cash where the call requires it, comes down to four checks:</p>
<div style="margin: 22px 0; display: grid; grid-template-columns: repeat(auto-fit, minmax(200px, 1fr)); gap: 12px;">
 <div style="padding: 14px 16px; border-left: 3px solid #38bdf8;">
  <p style="margin: 0 0 4px; font-size: 22px; font-weight: bold; color: #38bdf8;">1</p>
  <p style="margin: 0 0 4px; font-weight: bold;">Acceptance</p>
  <p style="margin: 0; font-size: 14px;">A named receiver, an eligible asset, a supported network and the account conditions that apply.</p>
 </div>
 <div style="padding: 14px 16px; border-left: 3px solid #a78bfa;">
  <p style="margin: 0 0 4px; font-size: 22px; font-weight: bold; color: #a78bfa;">2</p>
  <p style="margin: 0 0 4px; font-weight: bold;">Control</p>
  <p style="margin: 0; font-size: 14px;">Which record governs ownership, and when the receiver can actually exercise its rights.</p>
 </div>
 <div style="padding: 14px 16px; border-left: 3px solid #facc15;">
  <p style="margin: 0 0 4px; font-size: 22px; font-weight: bold; color: #facc15;">3</p>
  <p style="margin: 0 0 4px; font-weight: bold;">Usable value</p>
  <p style="margin: 0; font-size: 14px;">The valuation method, the haircut and any cap on how much of the asset can count.</p>
 </div>
 <div style="padding: 14px 16px; border-left: 3px solid #22c55e;">
  <p style="margin: 0 0 4px; font-size: 22px; font-weight: bold; color: #22c55e;">4</p>
  <p style="margin: 0 0 4px; font-weight: bold;">Cash access</p>
  <p style="margin: 0; font-size: 14px;">Where cash is required, a sale, repo or redemption that delivers the right currency before the cut-off.</p>
 </div>
</div>
<p>Where an accepted token can be posted directly and credited promptly, fewer handoffs could speed up collateral moves. Where it still has to become cash, the conversion and its settlement window set the pace. The first clearinghouse to publish which tokens it accepts, how fast it credits them and how it would sell them in a crisis will show how much of that speed survives contact with a margin call.</p>
