Türkiye has launched a new Digital Sovereignty Strategy to protect its national infrastructure and reduce its dependence on foreign technology. President Recep Tayyip Erdoğan presented the plan during a high-level Cybersecurity Board meeting at the Presidential Complex in Ankara.
The strategy aims to reduce reliance on foreign software, expand domestic high-tech manufacturing, and protect critical networks from international cyber threats.

During the meeting, government officials said digital sovereignty is now a basic part of territorial integrity and national defence. The plan requires strategic data to be stored and processed within Türkiye. It also introduces better coordination between government agencies to address cyber threats across different sectors and risks linked to artificial intelligence (AI).
Each government institution will implement the measures within its area of responsibility. Officials will also conduct regular audits to monitor progress and ensure compliance.

While the government focuses on international cyber threats and critical infrastructure, ordinary citizens continue to face widespread online and telephone scams.

The user also said local courts are overwhelmed with hundreds of thousands of fraud cases, while many victims do not report their losses because they feel ashamed.

These concerns point to a possible gap in the new national strategy. Protecting government databases and critical infrastructure does not automatically shield citizens from everyday financial fraud. Individuals remain exposed to financial exploitation, particularly when criminals believe they will face few consequences.
Distrust also extends to state-backed financial systems. Another X user, Regina, said she had lost investments in Borsa Istanbul that she believed were guaranteed by the state. She accused government officials of failing to protect citizens’ property and financial security.

Türkiye’s growing cryptocurrency and digital asset markets present another challenge for the government’s cybersecurity plans. As citizens increasingly turn to alternative financial networks to protect their wealth from high inflation, large-scale financial scams have also spread to blockchain-based platforms.
X user @Mb criticized the government for prioritizing cybersecurity goals over the protection of retail investors. Mb questioned the effectiveness of state oversight, arguing that MASAK, Türkiye’s financial crimes investigation agency, struggles to track billions of Turkish lira in illicit financial flows unless victims submit formal complaints.

This criticism shows a potential weakness in the country’s approach to digital finance. Although the new strategy aims to keep institutional data within national borders and improve coordination between government agencies, it does not explicitly establish a proactive framework for monitoring decentralized financial networks used by international scammers.
Requiring government agencies to store data on domestic servers will not, by itself, prevent criminals from moving funds abroad through cryptocurrency networks. Without effective monitoring and enforcement, digital assets can create additional challenges for authorities investigating cross-border financial crimes.
The strategy’s effectiveness will therefore depend partly on how well the government connects national cybersecurity with financial crime prevention. This could include expanding blockchain forensic capabilities and giving agencies such as MASAK better tools to trace illicit cryptocurrency transactions and freeze criminal assets where legally authorized, rather than relying primarily on formal complaints from victims.
Until these gaps are addressed, Türkiye’s Digital Sovereignty Strategy may strengthen the security of government systems while leaving ordinary investors and retail financial users exposed to significant risks of fraud and financial theft.
