Moody's has assigned A2 long-term and P-1 short-term ratings to RLUSD, the USD-denominated stablecoin issued by Ripple, marking one of the first formal credit opinion assignments to a blockchain-native stablecoin under a structured ratings methodology. The dual designation places RLUSD in the upper-medium investment-grade tier for long-term obligations while awarding it the highest available short-term rating, a combination that signals Moody's view of the instrument's reserve quality and short-duration redemption capacity, according to the rating announcement.

The A2 and P-1 designations represent distinct assessments on Moody's rating scales, each measuring a different time horizon of credit risk. A2 sits in the third-highest notch of Moody's long-term obligation scale, within the "upper-medium grade" band, indicating low credit risk with some susceptibility to longer-term economic shifts. P-1, or Prime-1, is the top tier on Moody's short-term scale and is typically reserved for obligations with a superior capacity for repayment within short time frames, conditions that align structurally with a fully reserved stablecoin designed for near-instant redemption. For related coverage, see Moody's Proposes New Stablecoin Rating Framework.

The assignment follows Moody's move to formalize a stablecoin rating methodology that evolved from proposal to an active 2026 framework, giving the agency a structured basis to evaluate reserve composition, issuer governance, and operational controls at stablecoin issuers. That framework specifically addresses how reserve asset quality, redemption mechanics, and custodian arrangements translate into credit scores, the same dimensions that now underpin the RLUSD rating.

What the A2 Rating Covers for RLUSD

Moody's long-term ratings assess the capacity and willingness of an obligor to meet financial commitments, expressed as a default probability and severity estimate over a multi-year horizon. An A2 designation indicates that the rated obligation is judged to be of high quality with low credit risk, while acknowledging that long-term factors could introduce volatility that higher-rated instruments, such as Aaa or Aa2, are considered less exposed to.

For a stablecoin, the A2 assignment signals that Moody's analysts found RLUSD's underlying reserve pool, operational controls, and redemption governance sufficient to meet this threshold, though the precise reserve composition, custodian arrangements, and any concentration or liquidity constraints are detailed in the full Moody's rating report rather than the headline assignment. Readers evaluating the rating in depth should consult the official Moody's report for the complete methodology application, disclosure requirements, and any rating caveats or outlook indicators attached to the designation.

Critically, an A2 rating is a credit opinion, not a guarantee of value, capital preservation, or regulatory approval. Moody's ratings do not constitute investment advice, endorsements of a product, or representations that a stablecoin will maintain its peg under all market conditions.

What the P-1 Rating Covers for RLUSD

Moody's P-1 short-term rating is the highest available under its short-term scale and is assigned to issuers or instruments with a superior ability to repay short-term debt obligations. In the context of a stablecoin, P-1 reflects a judgment on whether the issuer can meet redemption requests within short time windows, a function of reserve liquidity, the asset quality of holdings eligible for rapid liquidation, and the operational capacity to process outflows at scale without incurring material shortfalls.

P-1 is differentiated from P-2 and P-3 primarily on the depth of liquidity headroom, the quality and maturity profile of liquid assets, and the robustness of contingency funding arrangements. Stablecoins that rely on longer-duration or less-liquid assets, or those whose custodian structures introduce settlement delays, would typically face pressure at this tier of the short-term scale regardless of the underlying asset mark-to-market value.

As with the A2 long-term rating, Moody's P-1 assignment for RLUSD is a point-in-time assessment subject to review if reserve composition, issuer governance, or broader credit conditions change materially. Moody's maintains the right to place ratings on review for upgrade or downgrade, or to assign a negative or positive outlook that signals directional pressure on the current rating level.

Why the Ratings Matter for Institutions Evaluating RLUSD

Third-party credit ratings occupy a specific function in institutional due diligence workflows. Many fund managers, bank treasury desks, and corporate treasury teams operate under investment policy statements that require rated counterparties or rated instruments above a minimum threshold before any allocation or operational exposure is permitted. An A2/P-1 combination for RLUSD potentially clears that bar for a segment of institutional users whose mandates allow investment-grade rated short-duration instruments.

The practical effect is that a Moody's rating gives compliance and risk teams at institutions a recognized, structured basis on which to evaluate RLUSD, rather than relying solely on attestations or self-reported reserve data from Ripple. This matters because the stablecoin sector has faced persistent questions about reserve transparency, a concern that Moody's earlier stablecoin rating framework proposal directly addressed by establishing standardized criteria for reserve quality, issuer disclosure, and operational resilience.

The assignment also separates the question of regulatory approval from credit quality assessment. A Moody's rating does not confer regulatory authorization to operate in any jurisdiction, nor does it represent a determination by any financial regulator that RLUSD complies with applicable law. Jurisdictions actively developing stablecoin licensing regimes, including the United States and European Union, maintain separate processes through which issuers must demonstrate compliance, and a credit rating does not substitute for or accelerate those approvals.

For Ripple, the ratings carry reputational and commercial weight alongside the operational implications. Stablecoin adoption in cross-border payments, trade finance, and institutional settlement, the core use cases Ripple has targeted with RLUSD, depends partly on the willingness of institutional counterparties to accept the instrument. A recognized investment-grade rating from one of the three major rating agencies lowers the friction for those conversations. The stablecoin sector as a whole has seen supply dynamics shift materially, with Crystal Foresight reporting a stablecoin supply decline in Q2 2026, making differentiation through regulated credibility more commercially significant than during a supply expansion phase.

What Remains Unconfirmed or Conditional

The research record available at time of publication does not include the full Moody's rating report for RLUSD, meaning the specific reserve asset breakdown, maturity profile, custodian identities, and any rating constraints or outlook designation are not confirmed in this article. Readers should access Moody's official ratings platform for the complete assessment, including any associated rating methodology notes, sensitivity analyses, or surveillance criteria that apply to the designation.

It is also not confirmed at this stage whether the rating carries a stable, positive, or negative outlook, whether any conditions were attached to the assignment, or whether Moody's placed any aspects of the rating on review. Each of these elements affects the durability and direction of the current rating level and should be verified against the primary Moody's document before any reliance decisions are made.

The effective date and specific scope of the rating, whether it covers the stablecoin itself, the issuer entity, or a specific reserve program, have not been independently verified in the available source material. RLUSD operates across multiple blockchain networks, and the rating scope may be specific to particular reserve arrangements rather than the token broadly. Readers treating this rating as an input to operational or investment decisions should obtain the full rating report and confirm scope with Moody's or Ripple directly.

Full Moody's Rating Report and Methodology Application

The headline rating assignment is the starting point, not the end product, for analysis. Moody's full rating report will specify which reserve assets were reviewed, the weighting applied to liquidity and credit quality factors under the stablecoin rating methodology, and the sensitivity of the rating to potential reserve composition changes. Surveillance criteria, which determine what events or threshold breaches would trigger a rating review, are equally important for any institution treating the rating as an ongoing compliance input rather than a one-time clearance check.

RLUSD Reserve and Transparency Disclosures

Moody's rating agencies typically require ongoing disclosure from rated entities as a condition of maintaining a rating. For RLUSD, this is likely to translate into periodic reserve attestations or audits, custodian confirmations, and potentially public reserve reporting that goes beyond what Ripple had been publishing voluntarily. Monitoring the frequency, scope, and auditor identity of future RLUSD reserve reports will indicate whether the rating has triggered enhanced transparency commitments, a development that would carry independent value for the broader stablecoin market's institutional adoption trajectory. Moody's has been applying this lens broadly, as reflected in its scrutiny of off-balance-sheet exposures in other sectors where asset quality and disclosure standards intersect.

Competitive and Regulatory Context

RLUSD's A2/P-1 rating does not exist in isolation. Other major stablecoins, including USDC, operate within their own regulatory and disclosure frameworks, and a Moody's rating for RLUSD will sharpen competitive differentiation in institutional procurement decisions. USDC already commands 56% of euro-denominated stablecoin transactions, and whether a Moody's investment-grade rating for RLUSD reshapes competitive dynamics in cross-border settlement is a concrete question to track over the following two to three quarters. Future updates to the RLUSD rating, whether upgrades, downgrades, or outlook changes, will function as real-time reserve quality signals that institutional users and regulators are likely to monitor alongside routine reserve attestation cycles.

FAQ: Moody's Ratings for Ripple's RLUSD

What ratings did Moody's assign to RLUSD?

Moody's assigned an A2 long-term rating and a P-1 short-term rating to Ripple's RLUSD stablecoin. A2 falls within the upper-medium investment-grade band on Moody's long-term scale, and P-1 is the top tier on its short-term rating scale, indicating a superior capacity to meet short-duration obligations.

Is RLUSD issued by Ripple?

RLUSD is Ripple's USD-denominated stablecoin, designed for use in cross-border payments and institutional settlement. Ripple, the company behind the XRP Ledger and a principal developer of the XRP ecosystem, operates RLUSD as a distinct product from XRP, with its own reserve structure and redemption mechanics tied to USD-denominated assets rather than the market price of XRP.

Do A2 and P-1 ratings guarantee RLUSD's value?

No. Moody's ratings are credit opinions that assess the likelihood of an obligor meeting its financial commitments, not guarantees of value, capital preservation, or peg maintenance. The ratings do not constitute investment advice and do not represent regulatory approval. A stablecoin can hold an investment-grade rating and still face operational, liquidity, or governance risks that are not fully captured in the credit assessment. Readers should review the full Moody's rating report and Ripple's reserve disclosures before drawing conclusions about RLUSD's risk profile.

Where can readers find official rating details?

The authoritative source for the full RLUSD rating report, including reserve analysis, methodology application, rating outlook, and surveillance criteria, is Moody's official ratings platform. Ripple's official communications and investor relations materials are secondary sources for any company disclosures made in connection with the rating. Neither search engine results nor news summaries, including this article, substitute for the primary Moody's document when making reliance decisions based on the rating.
