Stablecoin News intensified in October as U.S. and Canadian regulators advanced separate payment-token frameworks. The OCC finalized GENIUS Act regulations on Oct. 21, while Canada published draft rules on Oct. 24.
Both frameworks address reserve backing, redemption rights, and issuer supervision. However, the countries have different implementation schedules and licensing arrangements.

The OCC announced its final regulations implementing the Guiding and Establishing National Innovation for U.S. Stablecoins (GENIUS) Act. President Donald Trump signed the legislation into law on July 18, 2025.

The rules take effect on Jan. 18, 2027, creating federal requirements for qualifying payment stablecoin issuers.
OCC guidance outlined standards covering reserve assets, redemption, custody, risk management, reporting, and supervision. The framework also addresses foreign issuers operating under the agency’s jurisdiction.
Comptroller of the Currency Jonathan Gould supported the final regulations in the agency’s Oct. 21 announcement. He emphasized reserve backing, redemption standards, and risk management as central elements of federal oversight.
However, the final regulations exclude certain anti-money laundering and sanctions requirements. The OCC indicated that separate rulemaking would address those provisions alongside the Treasury Department.
Stablecoin News also highlighted the regulator’s growing focus on community bank participation. The OCC encouraged smaller banks to explore the issuance of payment stablecoins through eligible institutional structures.
However, participating institutions still face licensing, compliance, and supervisory requirements.
<h2 id="h-community-banks-face-new-stablecoin-licensing-requirements" class="wp-block-heading">Community Banks Face New Stablecoin Licensing Requirements</h2>
The OCC’s Oct. 21 application guidance outlined licensing requirements for prospective issuers. These include business plans, management information, reserve arrangements, liquidity controls, and operational risk procedures.

However, the agency had not started accepting applications or waiver requests. It awaited Office of Management and Budget approval for the required application forms.
Stablecoin News therefore centers partly on implementation rather than immediate market entry. Banks and prospective issuers must prepare documentation before receiving regulatory approval.
Existing issuers may qualify for temporary waivers if they submit substantially complete applications by Jan. 18, 2027.
The OCC can grant eligible applicants waivers lasting up to 12 months under specified conditions. These provisions aim to limit operational disruption during the transition.
Separately, the regulator proposed weekly and quarterly reporting requirements for qualifying issuers. Its Oct. 21 bulletin established revised reporting forms for further public comment.
<h2 id="h-stablecoin-news-canada-proposes-reserve-and-redemption-rules" class="wp-block-heading">Stablecoin News: Canada Proposes Reserve and Redemption Rules</h2>
Canada’s Department of Finance published proposed <a href="https://www.thecoinrepublic.com/2026/10/22/occ-backs-off-stablecoin-rewards-curbs-as-genius-act-rules-go-final/" rel="noopener noreferrer nofollow">Stablecoin Regulations</a> in the Canada Gazette on Oct. 24. The consultation runs through Dec. 23, 2026.
The draft would require applicable issuers to maintain reserves covering at least 100% of outstanding tokens. Those assets must match the underlying reference currency.
Qualified Canadian financial institutions would hold reserve assets for covered nonbank issuers. The Bank of Canada would supervise registration and compliance under the proposed framework.
Stablecoin News also brought attention to proposed redemption protections for Canadian holders. Issuers would have to initiate fiat transfers within three business days of redemption requests.
The draft also caps redemption fees at 1% of the redeemed amount. Issuers could not impose minimum redemption amounts.
These provisions aim to improve redemption predictability while reducing exposure to liquidity problems.

<a href="https://www.thecoinrepublic.com/2026/05/06/stablecoin-news-canada-approves-cadd-with-bank-backing/" rel="noopener noreferrer nofollow">Canada’s proposed regulations</a> also address interest payments linked to stablecoin holdings. The framework prohibits issuers from offering interest or yield simply for holding their tokens.
However, Canadian authorities distinguished balance-based yields from transaction-related rewards. The consultation documents indicate that transaction-based incentives could remain permissible.
Stablecoin News consequently highlighted different treatment of payment functionality and investment-like returns. Canadian policymakers sought to separate stablecoin payments from products resembling interest-bearing deposits.
The proposed requirements also cover governance, consumer disclosures, cybersecurity, and recovery planning. These obligations would apply alongside the broader Stablecoin Act framework.
The Canadian government expects the regulations to take effect in the fall of 2027. Final implementation remains subject to the regulatory process.
<h2 id="h-stablecoin-news-what-comes-next-for-banks-and-issuers" class="wp-block-heading">Stablecoin News: What Comes Next for Banks and Issuers?</h2>
The two jurisdictions now face different implementation schedules. U.S. issuers face the Jan. 18, 2027, compliance date, while Canada’s consultation remains open.
For American banks, the immediate focus involves preparing applications and meeting supervisory requirements. Canadian nonbank issuers face proposed reserve custody, redemption, and registration obligations.
Stablecoin News will increasingly depend on implementation decisions rather than legislative announcements alone. Regulatory approval, compliance costs, and operating requirements could influence which institutions enter the market.
The frameworks do not guarantee wider adoption or lower payment costs. Their commercial effects will depend on issuer participation and customer demand.
