The US banking regulator OCC granted Ripple final approval for its own trust bank on October 26, 2026. The Ripple National Trust Bank will from now on manage the reserves behind the dollar stablecoin RLUSD, which according to the company reaches a market capitalisation of 2.5 billion dollars. For you as an investor in Germany this step changes little for now, and there is a reason for that which does not appear in the announcement itself: RLUSD is not authorised as an e-money token in the European Union. We therefore counted for ourselves on October 27, 2026 where you can actually obtain the stablecoin.

What the OCC approval of the Ripple National Trust Bank permits

The Office of the Comptroller of the Currency, OCC for short, is the supervisory authority for federally chartered banks in the United States. A national trust bank is not a credit institution in the usual sense but a bank limited to trust and custody business. That is precisely the charter Ripple now holds.

In its announcement of October 26, Ripple names three approved activities: managing the segregated reserves that back Ripple USD; acting as trustee of those reserves for the benefit of RLUSD holders; and the fiduciary custody of digital assets. The technical term for the last of these is fiduciary custody: the bank holds assets belonging to others in its own name, but for the account and in the interest of the entitled party, and is liable for them under trust law.

Brad Garlinghouse, Ripple's chief executive, is quoted in the announcement saying that the company has argued for years that crypto and banks work better together. That is a company's positioning, not a finding by an authority. What the authority did find is set out in the charter, and it is more narrowly framed than the headline.

No deposits, no lending: the framework of a national trust bank

The Ripple National Trust Bank is based in New York and, according to the report by Cryptobriefing, carries charter number 25364. Decisive for placing it is a restriction that is easily lost in the celebratory announcement: the institution takes no deposits and grants no loans. It is limited to fiduciary activity.

From that follows something you need for assessing the risk. Where no deposits are taken, no deposit insurance applies either. The US deposit insurer FDIC protects bank balances; it protects neither stablecoin reserves nor custodied crypto assets. If you hold RLUSD, you hold a claim against the issuer, backed by the deposited reserves, and not an insured bank balance.

The road to this point was long. The OCC had already granted Ripple conditional approval on December 12, 2025, more than ten months before the final approval. The legal framework is the GENIUS Act, which the US Congress passed in July 2025 and which opened a federal supervisory path to stablecoin issuers for the first time.

Who issues RLUSD and who manages the reserves

This is where the most common confusion lies. The new bank does not issue the stablecoin. The issuer of RLUSD remains Standard Custody & Trust Company, SCTC for short, a limited-purpose trust company supervised by the New York Department of Financial Services, NYDFS. The Ripple National Trust Bank sits alongside it and takes over the reserve side.

For you that means dual supervision on two different levels: the issuer is supervised by the State of New York, the management of the reserves will in future be under the federal supervision of the OCC. Both levels are American. No European supervision of the token arises from this, and that is the point at which the announcement turns for the German market.

RLUSD and the MiCA regulation: a licence for the company, an authorisation for the token

Since June 30, 2024 the EU regulation on markets in crypto-assets, MiCA for short, has governed the treatment of stablecoins in the European Union. A dollar stablecoin falls there into the category of e-money token, or EMT. Such a token may only be offered publicly and admitted to trading in the EU if its issuer holds an authorisation for it and has filed an approved white paper.

That authorisation is something other than a licence for the company. MiCA knows two separate things that are constantly conflated in everyday use. The first is the permission to act as a crypto-asset service provider, the CASP licence, with which an exchange or a custodian may operate in the EU. The second is the authorisation of an individual token as an e-money token. A provider can hold the first and still not be allowed to offer the second.

That is exactly the situation with RLUSD. On October 14, 2026 our editorial team looked in the European register for e-money tokens, for the article on custody by Standard Chartered, and did not find RLUSD there. Which stablecoins have cleared the hurdle and which have not, we have listed separately.

A venue can carry a currency pair in its order book without any meaningful trading taking place in it. That is exactly what the survey shows for the only euro pair for RLUSD.

Our own survey: only one venue carries an RLUSD euro pair

Because the authorisation question stays abstract, we translated it into a practical one: where can you actually buy RLUSD today, and specifically against euros? The basis is the public trading-pair lists of six venues that are accessible to German customers or were. This evaluation was carried out by cryptoticker.io itself on October 27, 2026.

The result is unambiguous. Four of the six venues examined carry RLUSD at all, but only a single one carries a pair against the euro. At Kraken five RLUSD pairs are in the book, among them RLUSD against the euro as well as pairs against the dollar, USDC, USDT and XRP. Bitvavo carries not a single RLUSD market among 439 markets. Coinbase likewise lists none among 844 products. OKX carries one pair, against USDT. Crypto.com carries RLUSD only as a perpetual futures contract, meaning as a derivative, not as a spot market. Gemini, finally, uses RLUSD as the quote currency in 80 pairs, yet not one of them is in euros.

Two further venues could not be evaluated: Binance denies German users access to this list, and Bitpanda does not publish it openly. We therefore make no statement about either.

The euro pair is open, but nothing trades in it

The most interesting finding sits in the status of that one euro pair. RLUSD against the euro is on post-only at Kraken. This status means you can only place limit orders into the order book, where they sit and wait for a counterparty. A market order, which is filled immediately at the next best price, is not accepted by the system. You can submit a bid, but you cannot simply buy.

How unusual this state is becomes clear from a comparison within the same exchange. Of 1,464 trading pairs in total, 1,344 are trading normally, 103 are open for cancellation only and 17 are on post-only. Looking at the 546 euro pairs alone, nine are on post-only, and RLUSD against the euro is one of those nine. In the order book of this pair, no turnover was recorded in the 24 hours before the survey.

In practice that means: a euro route exists on paper, but as a trading route it does not carry. Anyone wanting to buy RLUSD with euros ends up taking the detour via a dollar stablecoin, and that detour has consequences that reappear further down with the tax office.

Why MiCA-licensed exchanges avoid the token

The reticence of the European venues is no coincidence and no opinion about Ripple, but a consequence of how this regulation is built. A service provider with a CASP licence that publicly offers an unauthorised e-money token for trading puts its own permission at risk. For Bitvavo and Coinbase Europe, both of which operate under MiCA, leaving it out is therefore the obvious route as long as no token authorisation exists.

You know the pattern from last year. The same mechanism already hit other dollar stablecoins whose issuers did not apply for EU authorisation, or did not apply in time, and led to removals from their offerings there. Which venues in Germany operate under a regulatory permission is shown in our overview of regulated crypto exchanges, which we point to at the end of this article.

For Ripple the US banking licence nevertheless makes sense; it simply targets a different market. The company holds, by its own account, more than 85 licences across various jurisdictions. The trust bank addresses institutional clients in the United States that require a supervised counterparty for reserves and custody. The European retail investor is not the target group of this step.

What the step means for XRP and what it does not

RLUSD runs on the XRP Ledger, the blockchain whose own currency is XRP. A direct price mechanism is readily constructed from this in the debate, and precision pays off at this point. Transactions on the XRP Ledger cost fees in XRP, and part of those fees is permanently destroyed. More stablecoin traffic on this blockchain therefore increases the number of transactions.

The order of magnitude remains the decisive question, and it is open. In its announcement Ripple names no figures on the expected size of the reserves, on timetables or on transaction volume, and without those figures no effect on the XRP price can be quantified. Anyone who gives you a number for it is working with assumptions, not with published data.

Something else is solid: the link between a supervised reserve manager and the XRP Ledger makes the blockchain more connectable for institutional payment applications. That is a structural point with a long period of effect, and not a price impulse for this week.

Between a trust bank and your own wallet lies the difference over who holds the key when it matters.

Custody: trust bank, exchange account or your own wallet

The new bank provides custody for institutional clients. It changes nothing about your own custody, and so the three familiar routes remain unchanged, each with its own risk.

If your stablecoin sits in an exchange account, you carry the default risk of that exchange. If it sits in your own wallet, you carry the key risk alone: without the seed phrase the holding is lost, and nobody can retrieve it. The third route, institutional fiduciary custody, is not open to retail clients. Anyone considering self-custody will find the devices and their differences in our hardware wallet comparison.

One point applies to stablecoins in particular. Unlike bitcoin, the value does not hang on the market alone but on redeemability with the issuer. You should therefore know who your counterparty is when it matters. With RLUSD that is SCTC in New York, not the new bank and not Ripple itself.

Tax: the detour via a dollar stablecoin is a barter transaction

Because the direct euro route is effectively blocked, most people buy via another stablecoin. For tax purposes this detour is not neutral. In Germany crypto assets count as other economic goods; gains from their disposal fall under private disposal transactions under Section 23 of the Income Tax Act.

Every swap of one crypto asset into another is both a disposal and an acquisition. If you swap USDC into RLUSD, you have disposed of the USDC. With stablecoins the resulting gain is usually small, but it arises because the euro value of a dollar stablecoin moves with the exchange rate. After a holding period of more than one year a gain remains tax-free; within the year it counts towards the total of private disposal gains, for which an exemption threshold of 1,000 euros per calendar year applies. If that threshold is exceeded, the entire gain is taxable, not only the part above it.

What matters, therefore, is recording every single step with the date, the amount and the euro value. Anyone with many small swaps will hardly arrive at a reliable result by hand; which programmes take that over is shown in our selection of crypto tax tools. Classification in the individual case remains a matter for your tax adviser.

What is next that can be documented

Two developments are observable without anyone having to predict them. The first is the entry in the European register for e-money tokens. If RLUSD appears there, MiCA-licensed venues can offer the token, and euro access arises by itself. Until then it stays with that one pair on post-only.

The second is the status of that pair. If it switches from post-only to normal trading, that is a signal that the exchange is counting on liquidity. You can look up this status yourself before you place an order. If in doubt, also establish whether your venue shows you the pair at all, because availability differs by country of residence.

RLUSD in Germany: without EU authorisation the euro pair stays empty

The US banking licence strengthens the reserve side of RLUSD, but changes nothing about the European authorisation question. Three concrete steps follow from this.

Establish access before you buy. Look up whether your venue carries RLUSD at all and what status the pair is in. If it operates under European permission, the answer is currently usually no; the list of regulated crypto exchanges gives an overview.

Look at alternatives with EU authorisation. If you need a dollar stablecoin for payments or for parking capital, the route runs via a token that is in the European register. Which ones those are is set out in the stablecoin comparison.

Document every swap. Record the date, the amount and the euro value of every transaction, including for stablecoin pairs. The one-year holding period and the 1,000-euro exemption threshold decide the tax liability; the tools for that can be found under the crypto tax tools.
