Canada has published draft stablecoin regulations that would cap redemption fees at 1% of the redeemed amount and prohibit issuers from paying interest or yield to holders, signaling Ottawa's intent to treat stablecoins as payment instruments rather than investment products. The proposal, released in the Canada Gazette, Part I on October 24, 2026, opens a 60-day public consultation window before any rules take effect.

What Canada's Draft Stablecoin Rules Propose

The Department of Finance Canada published the proposed Stablecoin Regulations as subordinate rules under the Stablecoin Act framework, which requires issuers to register with the Bank of Canada and maintain at least one-to-one reserve backing in the reference currency. These are draft consultation proposals, not rules already in force. Industry participants and the public have 60 days from the October 24 publication date to submit representations.
Redemption, in plain terms, means a holder exchanging their stablecoins for the underlying fiat value, such as Canadian dollars, that the token references. The draft rules would require issuers to honor redemption requests without imposing any minimum redemption amount, making the mechanism available to small retail holders and institutions alike.
The broader framework also covers reserve composition, qualified custodians, governance, complaints handling, and reporting. Administrative monetary penalties proposed in the draft reach up to C$1,000,000 for serious violations and C$10,000,000 for very serious violations, giving regulators a meaningful enforcement mechanism if the rules are finalized. Separate U.S. bank-style identity verification requirements for stablecoin issuers are advancing in parallel south of the border, suggesting a broader Western regulatory convergence around stablecoin consumer protections.

How the 1% Redemption-Fee Cap Could Affect Stablecoin Users

Under the draft rules, an issuer could not charge a fee exceeding 1% of the amount redeemed when a holder converts their stablecoins back to fiat. The ceiling limits the maximum cost rather than eliminating fees entirely; issuers may still charge below that threshold.

As an illustration: a holder redeeming C$10,000 worth of a Canadian-dollar stablecoin would pay no more than C$100 in fees under the proposed cap. For smaller amounts, the ceiling provides predictability that currently does not exist in the unregulated market. Issuers would also be required to disclose fees publicly and give at least seven days' website notice before any fee increases take effect, adding a further consumer-protection layer.

From an issuer perspective, the fee cap could constrain revenue from large-volume institutional redemptions. Issuers may need to offset that through reserve yield management, although the yield prohibition discussed below narrows that avenue considerably. The American Fintech Council's comments on stablecoin AML and CFT rules have similarly flagged operational cost concerns as industry groups push back on prescriptive frameworks.

Redemptions must also be completed within three business days of a request, with no minimum redemption amount required.

The three-business-day window mirrors settlement norms in traditional banking and provides holders a legally enforceable expectation of access to their funds. Critics may argue that on-chain redemptions could settle faster, making the three-day window a conservative floor rather than a technological necessity.

Why the Draft Rules Would Ban Stablecoin Yield

The draft explicitly prohibits issuers from directly or indirectly granting or paying interest or yield tied to holding a stablecoin. Yield, in this context, means any return or reward accruing to a holder simply by virtue of holding the token over time, including indirect arrangements that route income back to holders through third-party platforms.

The prohibition draws a deliberate line between holding-based returns and activity-based rewards. Transaction-based rewards that are not tied to holding remain permitted under the proposal, meaning programs that reward users for spending or transferring stablecoins would not automatically fall foul of the rules. The distinction matters for product design: a cashback feature tied to payment activity may survive, while a savings-rate feature that compounds based on balance size would not.

The yield ban reflects the regulatory view that interest-bearing stablecoins begin to resemble deposit-taking or securities products, both of which carry separate licensing and investor-protection obligations in Canada. Regulators appear to prefer classifying compliant stablecoins as a narrow payment instrument to keep them within a defined perimeter. That framing aligns with how the payments industry is increasingly positioning stablecoins as infrastructure for commerce rather than yield-generating assets.

For issuers already operating yield products, the proposal creates a product-design dilemma. Platforms that currently market stablecoin savings rates would need to restructure those offerings before any final rules take effect, expected in fall 2027 according to reporting by Decrypt. The 60-day consultation period is the primary window for industry to contest or seek clarification on the scope of the prohibition, particularly around indirect yield arrangements that may not have a clean analogue in traditional finance.

Reserve assets under the proposed rules must be denominated in the reference currency, with market value equal to or exceeding outstanding stablecoins at each business day's end. Eligible assets include demand deposits, government debt with three months or less remaining maturity, qualifying one-day reverse repos, and qualifying money-market funds. The narrow list limits issuers from deploying reserves into higher-yielding instruments, which in turn limits the economic rationale for passing yield to holders even if the prohibition were relaxed in later drafts.

The consultation closes roughly 60 days after October 24, 2026, with the government targeting a fall 2027 implementation date if the rules advance without significant revision. Issuers, custody providers, and distribution platforms operating in Canada will need to assess whether their current product structures are compatible with the proposed framework well ahead of that target date.
