Ripple has received final approval from the Office of the Comptroller of the Currency to operate as a national trust bank, a designation that directly covers the reserve management and custody functions underpinning its RLUSD stablecoin. The decision, published by the OCC, marks a significant shift in how Ripple's stablecoin infrastructure is supervised, moving it under a federal banking framework rather than a patchwork of state-level licensing arrangements.

The Office of the Comptroller of the Currency published the approval confirming Ripple's trust bank charter, a federal-level authorization that governs how the company holds assets on behalf of clients and manages reserves for its RLUSD stablecoin. The OCC, a bureau of the U.S. Department of the Treasury, charters and supervises all national banks and federal savings associations, giving this approval a scope that extends across all fifty states. For related coverage, see GambleFi vs DeFi: Which Crypto Sector Wins Q4 2026?.
A national trust bank charter is distinct from a full commercial bank license. It authorizes the holder to act as a fiduciary, hold assets in custody, and manage reserve pools, but it does not permit the bank to take deposits in the traditional consumer sense. For Ripple's purposes, those two functions, reserve management and custody, are precisely what RLUSD requires to operate credibly as a dollar-pegged stablecoin.
This approval arrives at a moment when several crypto-native firms are pursuing federal banking relationships. Ripple's move to secure a federal trust charter, rather than relying solely on state money-transmitter licenses, places it in a category alongside a small number of digital-asset companies that have sought OCC oversight. The regulatory path matters as much as the destination: an OCC charter signals that Ripple's RLUSD reserve and custody operations will be subject to ongoing federal examination, not just one-time state approvals.

What the Approval Means for RLUSD Reserves and Custody

For RLUSD reserves, the trust bank status creates a federally supervised framework for holding the dollar-denominated assets that back each stablecoin unit. Reserve management under OCC oversight implies regular reporting requirements, capital adequacy standards, and examination cycles that are more rigorous than many state-level equivalents. Stablecoin issuers have faced persistent questions about the composition and auditability of their reserve pools; a federal trust charter introduces a standing supervisory relationship designed to address exactly those concerns.
The custody dimension is equally consequential. Institutional counterparties, including asset managers, exchanges, and payment processors, typically require their custodians to operate under a recognized legal framework before onboarding. A national trust bank designation satisfies that requirement at the federal level, potentially opening RLUSD to institutional distribution channels that were previously inaccessible without a bank-grade custodial structure. The approval does not specify which institutional relationships Ripple intends to pursue under this authority, and the timeline for any custody service launch remains a detail to monitor in subsequent disclosures. Those watching Bitwise's growing XRP holdings and the momentum behind spot Ripple ETF proposals will recognize that federally supervised custody infrastructure is a precondition many institutional products require before they can proceed.
The practical separation between these two functions matters. Reserve management concerns the backing assets that give RLUSD its peg; custody concerns who holds digital assets on behalf of third parties. The OCC approval covers both under a single federal supervisory umbrella, which simplifies the compliance picture for counterparties evaluating RLUSD as a settlement or treasury instrument.

Why OCC Oversight Matters for Ripple's Stablecoin Strategy

The OCC's authority over national trust banks derives from the National Bank Act, which means Ripple's new charter carries federal preemptive force. In practice, this gives the company a uniform compliance baseline across every U.S. jurisdiction rather than requiring separate state-by-state licensing for reserve and custody activities. That uniformity is a material operational advantage for a stablecoin that is intended to function in cross-border payment corridors, where counterparties in different states would otherwise need to assess a mosaic of different regulatory authorizations.
The approval also situates Ripple within a broader pattern of federal regulators engaging directly with digital-asset infrastructure. SEC Chair Paul Atkins' recent statement on crypto-asset custody signaled that federal regulators are actively shaping the rules around digital-asset safekeeping, and an OCC trust bank charter is one of the most direct ways a crypto company can position itself within that emerging federal framework. The two agencies govern different functions, but together they are defining what federally compliant crypto custody and reserve management look like in practice.
For Ripple, the strategic logic of obtaining federal trust bank status rather than relying on state licensing is clearest in the context of RLUSD's intended use in institutional payments and settlement. Counterparties that require a bank-grade custodian, or that need assurance about reserve quality before accepting RLUSD as a settlement asset, can now point to OCC supervision as the relevant standard. Whether that translates into accelerated adoption will depend on implementation details, including how Ripple structures its reserve reporting, what asset classes back RLUSD under the new regime, and when custody services formally launch. Those are the disclosures that will determine whether the OCC's approval produces the institutional uptake the charter is designed to enable.
Ripple's XRP network has historically been positioned around cross-border payment efficiency, and the question of how RLUSD fits into that corridor infrastructure now has a clearer regulatory answer. Observers tracking XRP's price dynamics in the context of Ripple's ongoing token unlocks will note that the trust bank approval addresses the institutional plumbing of the RLUSD stablecoin rather than XRP's tokenomics directly, but the two are part of the same broader strategy to position Ripple's infrastructure at the center of regulated digital-asset settlement. Meanwhile, the comparison to traditional banking is worth noting: a trust bank in the banking sector, such as those examined by institutions now exploring crypto-backed lending, operates under a defined fiduciary standard that is more legible to institutional compliance teams than a novel crypto-native structure. That legibility is precisely what the OCC charter provides, and it is why the approval matters beyond the regulatory checkbox it represents.
Future disclosures from Ripple and the OCC, including examination schedules, reserve composition requirements, and any conditions attached to the approval, will be the key developments to watch as the trust bank charter moves from authorization to active operation.
