Bybit has secured a Virtual Asset Service Provider licence from Dubai's Virtual Assets Regulatory Authority, with VARA's public register confirming the licence for Bybit Fintech FZE as active, issued on 20 June 2026, and covering Exchange Services for institutional, qualified, and retail investors, making the exchange one of the few globally regulated spot platforms with full retail access in the emirate.

VARA's public register lists Bybit Fintech FZE under licence reference VL/26/10/003 and CMA Registration Number CMA-VASP-1000000-0006, with status recorded as Active, according to the VARA public register. Those identifiers, not widely reproduced in initial coverage, establish the precise regulatory basis for Bybit's Dubai operation.
The licensed activity is Exchange Services, which covers spot trading, while derivatives remain outside the current approval scope, according to Finance Magnates. A separate regulatory application would be required before Bybit could offer derivative products to Dubai-based users.
What the VARA Licence Confirms and What It Does Not

The VARA record confirms three investor categories: institutional, qualified, and retail. That breadth distinguishes the licence from more restricted approvals that some exchanges have received, which limit service to institutional or qualified counterparties only and exclude general retail access.

Peter Loo, speaking for Bybit in the company's official announcement, said: "In time, we also hope to expand our licensed activities to include derivatives, subject to the necessary regulatory approvals." That statement frames the current Exchange Services licence as a foundation rather than a ceiling, with derivatives positioned as the next regulatory milestone the firm intends to pursue.

What the licence does not confirm: a launch timeline for specific product rollouts, any conditions attached to the approval, or whether Bybit's global derivatives business routes through the Dubai entity. Those operational details remain unconfirmed in the public record as of the licence issue date of 20 June 2026.

Why a Full VARA Licence Carries More Weight Than Provisional Status

Dubai's regulatory progression for virtual asset firms moves from an in-principle approval through a provisional licence before culminating in a full VASP licence. Bybit had previously held a provisional licence in Dubai, meaning the June 2026 record marks a transition to full regulatory standing rather than a first entry into the emirate's framework.

A full VASP licence signals that VARA has completed its review of the firm's compliance infrastructure, governance arrangements, and operational controls. For institutional counterparties evaluating Bybit as a trading venue, the shift from provisional to full standing reduces counterparty uncertainty, as provisional licences carry conditional or time-limited permissions that a full licence removes.

Bybit's expansion across regulated jurisdictions has followed a consistent pattern. The exchange secured the UAE's first Virtual Asset Platform Operator licence from the Securities and Commodities Authority at the federal level, and the VARA approval now layers a Dubai-specific regulatory layer on top of that federal standing. Separately, Bybit secured a MiCA licence in Austria to cover EU access, underscoring a strategy of building a multi-jurisdiction regulated footprint rather than operating under a single offshore regime.

VARA's Role as the Relevant Dubai Regulator

VARA governs virtual asset activity across Dubai mainland and its free zones, with the exception of the Dubai International Financial Centre, which operates under its own DFSA framework. Exchange Services licences issued by VARA therefore apply broadly within Dubai's primary commercial and business districts, including the free zone structures commonly used by international financial firms establishing UAE entities.

Bybit Fintech FZE, the licensed entity, is structured as a free zone establishment, consistent with how global exchanges typically set up operational subsidiaries in the UAE. The CMA Registration Number CMA-VASP-1000000-0006 on the VARA record indicates the entity has also been registered at the federal level with the Securities and Commodities Authority, aligning with UAE requirements that link emirate-level virtual asset licences to federal registry entries.

Dubai has drawn a significant share of crypto exchange licensing activity as regulators in the US, EU, and Asia have applied stricter requirements or enforcement pressure. VARA's framework, which became fully operational in 2022 and 2023, now carries a growing list of active VASP licence holders, giving institutional clients a regulated onshore choice for spot execution within the Gulf Cooperation Council.

Derivatives Gap Shapes Competitive Position

Bybit's global brand is heavily associated with derivatives, including perpetual contracts and options, which account for a substantial share of its trading volume. The Exchange Services scope confirmed by VARA covers spot only, which means Dubai-registered users or entities routing through the licensed entity are, at least for now, confined to spot markets under the regulated framework.

Finance Magnates reported that derivatives remain out of reach under the current licence, with further approval required for that activity. That gap matters for institutional traders whose primary use case is hedging or leveraged exposure rather than spot acquisition, as they would need to route derivatives activity through a different entity or jurisdiction until Bybit secures an expanded Dubai licence.

Peter Loo's explicit signal that Bybit intends to pursue derivatives approval suggests the firm views the current spot-only licence as a stepping stone. The timeline for such an application is not confirmed in the public record, but the statement from Bybit's announcement establishes derivatives expansion as a disclosed regulatory objective rather than speculation.

Market Context: Crypto Sentiment at Neutral as Approval Gains Attention

The Crypto Fear and Greed Index stood at 50 (Neutral) at the time this article was prepared, indicating a market environment without strong directional bias. Toncoin, listed among Bybit's key supported assets, traded at $1.32 with a 24-hour change of approximately -1.44% and a market cap near $3.74 billion, with 24-hour volume at approximately $34.5 million. Those figures are as of the data pull date and are provided as ambient market context, not as a price effect of the Dubai licensing news.

What to Watch Over the Next Six Months

The concrete triggers institutional observers should monitor are: whether Bybit files a VARA application for derivatives under the expanded virtual asset activities framework, whether the licensed Dubai entity begins direct onboarding of UAE retail clients under VARA's retail investor provisions, and whether competitor exchanges that hold only provisional VARA licences convert to full standing in the same window.

VARA's public register is the authoritative real-time source for licence status changes. Any modification to the licensed activity scope, change in investor category permissions, or revocation or suspension would appear there before any exchange announcement. Tracking the register directly against Bybit Fintech FZE's entry (VL/26/10/003) gives the clearest forward signal on regulatory scope expansion.

Bybit's broader multi-jurisdiction licensing strategy, which now spans the UAE at both emirate and federal levels alongside EU coverage through Austria's MiCA framework, positions the exchange to serve institutional clients who require counterparties with verifiable regulatory standing across multiple legal systems. The derivatives gap in Dubai is the most specific outstanding item; its resolution will determine whether Bybit's UAE entity can serve the full range of its core user base under a regulated local structure.

FAQ: Bybit's Dubai Regulatory Approval

Has Bybit received approval to operate in Dubai?

Yes. VARA's public register lists Bybit Fintech FZE with an Active status under a VASP Licence, with the licence issued on 20 June 2026. The registration identifiers are VL/26/10/003 and CMA-VASP-1000000-0006.

Which Bybit services will be available in Dubai under this licence?

The licensed activity is Exchange Services, which covers spot trading. Derivatives, including perpetual contracts and options, are not within the current licence scope. Bybit has stated publicly that it intends to seek derivatives approval from VARA as a separate application, but no timeline has been confirmed.

Which authority approved Bybit in Dubai?

The approving authority is VARA, the Virtual Assets Regulatory Authority, which governs virtual asset activity across Dubai mainland and its free zones outside the DIFC. VARA is a Dubai government entity established specifically to regulate virtual asset services within the emirate, separate from the UAE's federal-level Securities and Commodities Authority, with which Bybit also holds a registration.

Who can use Bybit's Dubai-licensed services?

VARA's public record lists three permitted investor categories: institutional investors, qualified investors, and retail investors. The inclusion of retail investors is notable, as some VARA approvals have been limited to professional or institutional counterparties only.

Does this approval affect Bybit's global operations?

The VARA licence governs Bybit Fintech FZE's operations within Dubai specifically. Bybit's global exchange operations run through separate entities and regulatory frameworks. The Dubai VARA licence for Exchange Services adds a regulated onshore presence in the Gulf region without restructuring the broader global entity arrangement.
