Binance.US and Blockchain.com have each filed with the U.S. Commodity Futures Trading Commission seeking regulatory approval to offer prediction markets, according to reports circulating on October 21, 2026. The filings represent a formal request for authorization, not a confirmed launch, and place both platforms in a queue awaiting CFTC review under the agency's designated contract market and swap execution facility frameworks.
The CFTC is the federal regulator with jurisdiction over derivatives and futures contracts in the United States. A prediction market, in the regulatory sense, functions as a contract whose settlement value is tied to the outcome of a real-world event, placing it squarely within the CFTC's oversight mandate. Any platform seeking to offer such contracts to U.S. retail participants must obtain prior approval from the commission before going live. The CFTC's press releases page is the authoritative record of agency actions on such applications.
What the Filings Represent, and What They Do Not

Submitting a filing to the CFTC is the opening step in a multi-stage regulatory process, not the endpoint. The commission evaluates whether the applicant meets statutory requirements, whether the proposed contracts serve a legitimate economic purpose, and whether adequate safeguards are in place for retail participants. Approval can take months and is not guaranteed. Binance.US, the U.S.-domiciled affiliate of the global Binance exchange network, has previously navigated complex regulatory terrain in American markets. The platform has faced scrutiny on multiple fronts; separately, Binance has offered a $5 million whistleblower reward to combat fraud as part of its compliance posture. A CFTC filing for prediction markets would mark a significant expansion of its regulated product surface in the United States.
Blockchain.com, a wallet and exchange infrastructure provider with broad retail reach, would similarly be entering new regulated territory. Prediction markets represent a distinct product category from spot trading or custody, requiring different operational and compliance infrastructure than either company currently maintains at scale in the U.S.

Why CFTC Jurisdiction Over Prediction Markets Is Consequential

The CFTC's authority over prediction markets has been contested and litigated for years. The commission previously blocked Prediction Market operator Kalshi from listing certain political event contracts, a case that wound through federal courts and established important precedent about which event categories the CFTC can restrict. That legal backdrop means any new applicant, including Binance.US and Blockchain.com, enters a regulatory environment with real legal risk attached to specific contract types.
Platforms approved by the CFTC can offer event contracts that settle on outcomes ranging from economic data releases to geopolitical events, depending on what the agency permits. The ability to offer such products to U.S. users legally, rather than routing them through offshore structures, is a material competitive advantage. Binance has separately expanded its product suite in other directions; the platform recently launched Binance AI Pro for automated trading strategies, signaling appetite for sophisticated financial tooling across its product lines.
For AI-adjacent infrastructure in crypto, prediction markets carry particular interest. On-chain prediction markets have become a substrate for AI agent decision-making, with autonomous agents using event contract prices as probabilistic signals for portfolio actions or governance votes. A CFTC-regulated, exchange-backed prediction market from Binance.US or Blockchain.com would introduce regulated liquidity depth that current decentralized prediction platforms do not offer, potentially changing the data quality available to AI systems using these markets as oracles.

A Regulatory Step, Not a Launch Announcement

The distinction between filing and approval matters particularly in a regulatory environment where the CFTC has shown willingness to challenge product categories it views as contrary to public interest. Neither Binance.US nor Blockchain.com has disclosed the specific event categories they intend to list, the contract structure, margin requirements, or target launch timelines. Those details will emerge, if at all, through the formal CFTC review process or subsequent public disclosures by the companies.
Observers tracking this development should monitor the CFTC's official press room for any agency acknowledgment of the filings, requests for public comment, or scheduling of hearings. A formal CFTC notice would be the next confirmation point that the review process is formally underway.
Blockchain.com's participation alongside Binance.US is notable because it suggests institutional appetite for regulated prediction market infrastructure is broadening beyond specialized operators. If both filings advance, the U.S. prediction market landscape could shift toward exchange-grade liquidity under full CFTC oversight, with downstream implications for how AI agents and algorithmic traders price event risk in regulated venues. The SPCX perpetual market has already demonstrated that Binance-listed pairs can achieve significant market depth, a data point relevant to assessing what regulated prediction market liquidity from Binance.US could look like at scale.
Regulatory approval, if granted, would also set precedent for how other crypto-native platforms approach CFTC filings for novel contract types, including AI inference result markets and compute capacity futures that have been discussed in decentralized AI infrastructure circles but have not yet reached U.S. regulatory review.
