Binance.US and Blockchain.com have each filed with the U.S. Commodity Futures Trading Commission seeking regulatory approval to offer prediction markets, according to reports circulating on October 21, 2026. The filings represent a formal application for clearance, not a confirmed launch; no approval has been granted by the CFTC as of this writing.

What the CFTC Filings Establish, and What They Do Not

Both companies are reported to have submitted applications through the CFTC's designated contract market (DCM) pathway, the regulatory channel through which exchanges may gain authority to list event-linked contracts for U.S. participants. A DCM filing initiates a review process; it does not confer trading rights.

The distinction matters operationally: until the CFTC approves a DCM designation or grants an order of registration, neither Binance.US nor Blockchain.com may lawfully offer prediction-market products to U.S. retail users under that authorization. The filing is step one of a multi-stage regulatory sequence.

Binance.US has navigated a series of compliance scrutiny events in recent years. The DOJ scrutinized Binance's compliance with its 2023 settlement, and separately, Binance's EU MiCA license application faced possible rejection, underscoring the uneven regulatory trajectory the broader Binance group has managed across jurisdictions.

Why the CFTC Is the Relevant Regulator for Prediction Markets

Prediction markets, structures that allow participants to take positions on the outcome of defined future events, fall under CFTC jurisdiction in the United States when structured as event contracts. The agency's authority derives from the Commodity Exchange Act, which grants it oversight of futures and swaps markets, including novel event-based products.

The DCM framework sets out 23 core principles that an exchange must satisfy to obtain and maintain designation, covering financial integrity, market surveillance, and product design standards. For prediction-market contracts, the agency additionally evaluates whether a proposed contract involves activity deemed contrary to the public interest, an analytical threshold that has historically been a friction point for event-based products.

The regulatory pathway is not new terrain for the CFTC. The agency has reviewed prediction-market applications from other platforms previously, making the procedural mechanics of such filings an established, if not routine, process at the commission level. Binance's ongoing capital flow activity across its venues reflects continued user engagement despite a complex multi-jurisdictional compliance environment.

Strategic Implications Remain Conditional on Regulatory Outcome

For Binance.US, a U.S.-facing entity operating under its own compliance framework separate from Binance's global operations, a successful DCM designation would open a structured product vertical unavailable under a standard spot exchange license. The filing signals an intent to compete in a regulated U.S. event-market segment that has attracted increasing platform interest. Separately, Binance's product development activity has extended in other directions, including USDT farming on the Plasma Network.

Blockchain.com, which operates both a retail wallet product and an exchange platform, would similarly be positioning for a regulated domestic offering. The company's filing, taken alongside Binance.US's, indicates parallel interest from distinct platform types: a U.S.-domiciled crypto exchange and an internationally anchored wallet and exchange operator.

Neither company has disclosed a target launch date, proposed contract specifications, or fee structures. Any product launch remains contingent on CFTC review, which can involve requests for additional information, comment periods, and extended timelines measured in months. The CFTC's response, including whether it requests supplemental materials or opens a public comment window, constitutes the definitive near-term catalyst. Observers tracking Binance's listing pipeline, such as the Binance Alpha token listing activity, will be watching whether the DCM filing aligns with a broader push into regulated product categories in the U.S. market.
