The Depository Trust and Clearing Corporation (DTCC) has outlined a plan to advance the tokenization of 25 securities using two distinct blockchain platforms, Canton Network and Hyperledger Besu, according to the announcement. The initiative represents a continuation of DTCC's stated push toward tokenized market infrastructure, though key operational details, including which securities are included and a deployment timeline, have not been confirmed.

What the DTCC Tokenization Plan Covers

The plan names a scope of 25 securities targeted for tokenization, though DTCC has not publicly identified the specific instruments. The proposal describes advancing tokenization rather than completing a rollout, placing this announcement in the category of a forward-looking initiative rather than a confirmed deployment. DTCC's prior engagement with Canton Network covered U.S. Treasury tokenization, as documented in DTCC's partnership with Canton Network for U.S. Treasury tokenization, suggesting the new plan builds on that existing infrastructure relationship.
Confirmed Details

Two facts are established by the announcement: DTCC intends to tokenize 25 securities, and the named platforms are Canton and Hyperledger Besu. No participant institutions, governance structures, or regulatory approvals have been confirmed in the available information.

Details Not Yet Provided

The announcement does not identify which 25 securities are targeted, the projected go-live date, which broker-dealers or custodians would participate, or how the tokenized instruments would interact with DTCC's existing clearing and settlement systems.

Canton and Besu as Named Infrastructure

Canton Network is a privacy-enabled blockchain designed for institutional financial markets, developed to support atomic settlement and interoperability between financial institutions. Hyperledger Besu is an enterprise-grade Ethereum client maintained under the Linux Foundation's Hyperledger umbrella, widely used in permissioned financial network deployments.

Canton

DTCC's use of Canton for this proposal follows the organization's previously disclosed Treasury tokenization work on the same network. Canton's architecture supports selective data disclosure, a feature that addresses the confidentiality requirements institutional market participants typically require for securities workflows.

Besu

Hyperledger Besu adds EVM compatibility to the initiative, enabling smart contract logic consistent with Ethereum tooling. DTCC has not detailed how Canton and Besu would interact within the same tokenization framework, nor whether the two platforms would operate independently or in a bridged configuration.

Why the Plan Draws Attention from Market-Infrastructure Observers

DTCC is the central post-trade infrastructure provider for U.S. equity and fixed-income markets, processing tens of trillions of dollars in transactions annually. Any tokenization initiative it advances carries structural weight distinct from announcements by commercial banks or asset managers, because DTCC operates at the settlement layer that all participants depend on. DTCC previously completed real-time tokenized stock, ETF, and Treasury processing ahead of an October launch, signaling sustained institutional momentum rather than a one-off pilot.

Implications Still Conditional

Whether this plan accelerates industry-wide tokenization adoption, attracts regulatory guidance from the SEC or CFTC, or connects to parallel tokenized-asset trading initiatives, such as DTCC's July tokenized-asset trading effort shaped by BlackRock and Circle input, cannot be concluded from the current announcement alone. Outcomes depend on implementation specifics that have not been disclosed.

Key Details Still to Be Confirmed

Four categories of information remain absent from the public record. First, the identity of the 25 securities has not been published; without this, assessing market impact or regulatory classification is not possible. Second, no timeline for pilot or production deployment has been provided. Third, participant institutions, including which DTCC member firms would settle tokenized positions on Canton or Besu, are unnamed. Fourth, the technical integration mechanics between the two platforms and DTCC's existing systems remain unspecified.

Morgan Stanley's parallel effort to enable tokenized stock trading on an alternative trading system in H2 2026 illustrates that multiple major institutions are pursuing adjacent initiatives simultaneously, but convergence on common infrastructure standards has not been announced. Observers tracking DTCC's execution should watch for a formal RFC or regulatory filing that names participants and governance terms as the next confirmation milestone.
