The Australian Securities and Investments Commission opened public consultation on proposed operating standards for digital asset platforms. The new regulatory framework, which officially takes effect on April 8, 2027, will require cryptocurrency exchanges and token custody providers to obtain specialized financial services licenses.
The proposed guidelines establish strict baseline requirements for how companies must handle customer asset storage, execute trades, and manage internal financial conflicts of interest. Regulators set a November 27, 2026 deadline for industry participants to submit feedback before finalizing the rules in March.

Australia’s financial regulator wants to stop crypto exchanges from placing their own trades on platforms where they also handle customer orders.
The proposed rules would also require stronger protection of customer funds and stricter financial safeguards from 2027.

The push for a structured rulebook comes as corporate interest in the Australian digital asset market rapidly accelerates. The regulatory agency reported it has already received over 140 applications from businesses seeking to provide cryptocurrency financial services. More than 110 of these applications arrived during a recent period of temporary regulatory relief.
Authorities are proposing a transition window that gives existing operators until October 7, 2027, to formally apply for their permanent licenses while continuing their daily trading operations to manage the backlog.

As the government attempts to organize the industry, there is the challenge of figuring out how to move existing businesses into the new legal system without breaking the market.
The current consultation paper introduces severe financial thresholds, including a proposed 14 million Australian dollar capital requirement for certain platform operators that do not hold customer assets directly.
This financial burden makes the definitions of trading and storage important. Social media commentator @LFGCAPO pointed out that with so many applicants waiting for approval, the actual transition design is critical. The user questioned whether the final standards will clearly separate the legal obligations of simply trading a token versus physically storing it for a client.

@TheBlockCo The 140+ application figure makes transition design important too. Will the final standards distinguish custody, trading and settlement obligations, and clarify how current applicants move into the April 2027 regime?

Despite these high costs, many industry builders welcome the structure. Online observer @Raintures noted that having explicit legal boundaries actually makes it easier for digital asset companies to build their platforms without constantly guessing what the government might ban next.

The European Union’s MiCA rules became fully applicable in December 2024. Exchanges such as Coinbase and Kraken must obtain the required authorization to offer regulated crypto services in the EU.
Hong Kong also has its own licensing system for crypto exchanges. Platforms must obtain approval from the Securities and Futures Commission before operating legally. They must also have insurance or other approved protection for customers’ crypto holdings.
Social media user @420dotmeme pointed to the uncertainty created by governments introducing new crypto rules around the same time. For exchanges planning to expand internationally, the decision is straightforward: will the money they can earn in a country cover the cost of getting approval and following its rules?

Australia’s success with its licensing rules will depend on how the final rules affect crypto businesses. If meeting the requirements becomes too expensive, smaller exchanges may decide serving Australian customers isn’t worth the cost. Meanwhile, Australia’s corporate regulator issued a strong warning to investors over cryptocurrency futures products offered by Bitget, a digital asset trading platform operated by BTG Technology Holdings Limited.
