More than 50,000 people in the European Union emailed the European Commission asking it to allow stablecoin rewards and perks, according to crypto advocacy group Stand With Crypto EU. The request puts the group at odds with European central banks.
The emails were sent while the Commission reviewed MiCA, the EU’s rulebook for crypto asset markets. The Commission’s public consultation on the review has now closed.
Stand With Crypto EU said only EU citizens were allowed to send the emails. The group said the campaign was timed to match the closing of the MiCA review.

The emails ask the Commission to let regulated stablecoins offer rewards to holders. They also ask that crypto platforms be allowed to offer perks such as cashback, loyalty benefits and lower fees.
The emails state that “people who choose a regulated stablecoin should not get fewer benefits than they would from a bank or other e-money payment product.”
A separate petition gathered more than 126,600 signatures. It calls for changes that go further than the emails, including lifting “MiCA’s ban on passing through yield when backed by safe, interest-bearing assets.”
<a href="https://www.standwithcrypto.org/eu/en/petitions/eu-pro-innovation-strategy-for-stablecoins" rel="noopener noreferrer nofollow">Stand With Crypto EU</a> counts Boerse Stuttgart Digital, 50 Partners, IOTA and Morpho among its partners. Pierre-Andréa Bozicas, a principal at 50 Partners, commented in a press release.
“When Europe’s rules make stablecoin products less competitive than those in the US or Asia, the best teams and the talent they hire will follow the markets where they can compete. The MiCA review is a chance to keep them here,” Bozicas said.
In the United States, the GENIUS Act of 2025 bans stablecoin issuers from paying interest. However, it allows exchanges to offer rewards.
<h2 id="central-banks-want-tighter-rules">Central Banks Want Tighter Rules</h2>
EU central banks, including the European Central Bank, sent their own suggestions for changing MiCA last week. They want the current ban on paying stablecoin holders to stay in place.
The central banks also want the ban to cover indirect perks, such as rewards, fee reductions and some loyalty benefits. They asked regulators to close workarounds and extend the ban to services MiCA does not cover, such as crypto lending, borrowing and staking.
The central banks argue that “electronic money is intended to be used for making payments and not as a means of saving.”
The same documents suggest dropping a MiCA rule on reserves. That rule requires stablecoin issuers to hold at least 30% of reserves as bank deposits, or 60% for the largest stablecoins. The banks said the rule “reduces issuers’ profitability, given the limited yield on (sight) deposits.”
Under MiCA, single-currency stablecoins are treated as “e-money tokens.” Issuers and crypto platforms cannot pay holders interest, which led some popular crypto reward programs to shut down in the EU.
It is not clear whether the emails will be counted in the Commission’s official tally of responses. The central banks’ proposals are also only recommendations, and the final decision rests with the Commission.
In August 2026, Euronews reported that the EU will revise its crypto rules in 2027.
