Two significant developments landed in crypto finance this week: Sean Neville, co-founder of stablecoin giant Circle, has departed from the company’s board, while Catena has secured a conditional approval from the Office of the Comptroller of the Currency, signaling fresh regulatory momentum for crypto-native financial institutions.

Sean Neville Steps Down From Circle’s Board

Neville helped build Circle into one of the most prominent infrastructure companies in crypto, co-founding the firm alongside Jeremy Allaire. Circle is the issuer of USDC, one of the largest dollar-pegged stablecoins in circulation. His exit from the board marks a notable governance shift for a company that has spent years pursuing a public listing and expanding its regulatory footprint. No replacement or formal succession has been announced. The departure arrives as Circle operates in an increasingly scrutinized environment. Lawmakers have been pushing for clearer stablecoin oversight, though the path to legislation has remained contested, with the CLARITY Act stalling in the Senate amid partisan friction.

Catena Receives Conditional OCC Approval

Separately, Catena has obtained a conditional charter decision from the Office of the Comptroller of the Currency, the federal regulator that oversees national banks and federal savings associations.
The approval is conditional, not a full authorization. That distinction matters: a conditional OCC decision typically means the applicant must satisfy additional requirements before operating as a nationally chartered institution. Catena cannot be treated as a fully licensed national bank on the basis of this decision alone.
Still, conditional OCC approvals are rare and meaningful. Winning one signals that a crypto-adjacent entity has cleared significant compliance hurdles and is being taken seriously as a candidate for federal banking status.
The development fits a broader pattern of crypto firms seeking direct federal charters rather than relying on state-level money transmission licenses. Internationally, jurisdictions including Belarus have also begun formally registering crypto banks under newly created frameworks, reflecting a global push toward institutional legitimacy for digital asset companies.

Why Both Developments Matter

Neville’s departure and Catena’s conditional approval are unrelated events, but they land in the same week for a reason: the crypto industry’s relationship with traditional financial infrastructure is being renegotiated in real time.
Circle navigating a leadership change while USDC competes for stablecoin dominance is one pressure point. Catena winning conditional OCC recognition is another signal that federal regulators are, selectively, opening doors to crypto entrants.
Regulators have also shown they are not uniformly permissive. Enforcement actions tied to sanctions compliance continue alongside charter approvals, suggesting the OCC and related bodies are applying a case-by-case lens rather than a blanket policy shift.
Whether Catena can convert its conditional status into a full charter, and who fills whatever governance gap Neville’s exit creates at Circle, are the two questions now hanging over both stories. Conditional approvals have a way of becoming either springboards or dead ends.
