Pi Network Whitepaper: Core Ideas Behind Its Blockchain Model&nbsp;
Millions of people mine Pi on their phones. Far fewer have read the paper behind it.
That paper is the Pi-Network Whitepaper. It sets out the mission, mining model, token supply, and governance plans. <a href="https://www.coingabbar.com/en/crypto-blogs-details/pi-network-review-2026-price-protocol-roadmap-update" rel="noopener noreferrer nofollow">Pi Network</a> says it wants a crypto platform run by everyday people.
This guide covers what the paper says and what changed after 2019. It also flags what stays uncertain. Project claims are kept apart from confirmed facts. Details were checked against official pages on 28 September 2026.
<h2 id="span-span-style-font-size-16px-what-is-the-pi-network-whitepaper-and-who-wrote-it-span-span">What Is the Pi-Network Whitepaper, and Who Wrote It?</h2>
The Pi-Network Whitepaper first went live on March 14, 2019. The founders, Nicolas Kokkalis and Chengdiao Fan, hold Stanford PhDs, per <a href="https://minepi.com/about/" rel="noopener noreferrer nofollow">the project's about page</a>.
It now has two parts. The 2019 paper covers the problem and core design. Chapters added in December 2021 cover the token model and mainnet plan.
The project warns that the 2019 text may be out of date. Both parts can change as it collects data. Read the Pi Network Whitepaper as a living plan.
<h2 id="span-span-style-font-size-16px-what-problem-does-the-whitepaper-try-to-solve-span-span">What Problem Does the Whitepaper Try to Solve?</h2>
The paper opens with a complaint. <a href="https://www.coingabbar.com/en/how-does-bitcoin-mining-work-complete-beginner-guide" rel="noopener noreferrer nofollow">Bitcoin mining</a>, it argues, moved from home computers to huge ASIC farms. That shut everyday people out.
The 2019 text claims 87% of Bitcoin sat with 1% of holders. That figure comes from the paper's own era. Treat it as a claim, not a current statistic.
Pi's answer is mobile-first mining. The goal was a network that runs on phones without burning energy on puzzles.
<h2 id="span-span-style-font-size-16px-how-does-the-pi-network-whitepaper-technology-work-span-span">How Does the Pi-Network Whitepaper Technology Work?</h2>
<h3 id="span-span-style-font-size-16px-consensus-without-the-energy-waste-span-span">Consensus Without the Energy Waste</h3>
Consensus is how a blockchain agrees on the next block. Bitcoin uses proof of work. Pi doesn't.
The Pi-Network Whitepaper adapts the Stellar Consensus Protocol. Each node picks nodes it trusts. That group is a quorum slice. A block passes when enough groups agree.
Pi adds a twist. Its trust graph, built from users' security circles, guides how nodes pick those slices. The paper names this as its main contribution.
<h3 id="span-span-style-font-size-16px-four-roles-one-trust-graph-span-span">Four Roles, One Trust Graph</h3>
The<a href="https://minepi.com/white-paper/" rel="noopener noreferrer nofollow">official Pi Network Whitepaper</a> defines four roles:
<ul>
 <li>Pioneer: checks in daily to confirm they're human</li>
 <li>Contributor: lists trusted people for a security circle</li>
 <li>Ambassador: brings in new users</li>
 <li>Node: runs Pi-node software on a computer</li>
</ul>
One person can hold several roles. In the original design, rewards are worked out once a day.
On speed, the 2021 chapters describe blocks of up to 1,000 transactions every five seconds. That's about 200 transactions per second. These are design targets, not audited results.
<h2 id="span-span-style-font-size-16px-how-does-the-pi-network-whitepaper-handle-token-supply-span-span">How Does the Pi Network Whitepaper Handle Token Supply?</h2>
Early on, supply had no fixed cap. It depended on how many people joined.
The December 2021 chapters changed that. They set a maximum supply of 100 billion Pi:

 </tr>
 </tbody>
 </table>
</div>
The community side adds up to 80%. The team holds 20%.
Why does that matter? The team's share unlocks only as fast as community supply circulates. Say 25% of the community share circulates. Then at most 25% of the team share can be unlocked. That's a stated plan, so check it against on-chain data.
Max supply also isn't circulating supply, and neither equals market cap. The paper says there's no ICO allocation, and it calls impersonator sales fake.
<h2 id="span-span-style-font-size-16px-how-does-pi-mining-work-after-mainnet-span-span">How Does Pi-Mining Work After Mainnet?</h2>
The mainnet formula multiplies a base rate by bonuses. Five routes can raise a Pioneer's rate:
<ul>
 <li>Security Circle: up to five valid links, each adding 20% to the base rate</li>
 <li>Lockup: longer locks, from two weeks to three years, lift the multiplier</li>
 <li>Node reward: based on uptime, open ports, and CPU</li>
 <li>App usage: time in Pi-apps, with diminishing returns</li>
 <li>Referrals: 25% of the base rate per active member</li>
</ul>
The base rate isn't fixed. The first version resets monthly against a supply limit. The paper assumed about 35 billion-Pi were left to mine.
Only KYC-verified accounts can move balances to Mainnet. After a rolling six-month window, unclaimed-Pi can be reallocated. The Pi-Network Whitepaper says that it starts once KYC is widely available. Wallet access follows that step, and our <a href="https://www.coingabbar.com/en/pi-wallet-balance-locked-vs-available-pi-guide" rel="noopener noreferrer nofollow">Pi wallet integration news</a> covers the latest talks.
<h2 id="span-span-style-font-size-16px-what-do-the-roadmap-and-governance-plans-say-span-span">What Do the Roadmap and Governance Plans Say?</h2>
The roadmap has three phases: beta, testnet, and mainnet. The testnet began March 14, 2020. The Enclosed Mainnet started in December 2021, with a firewall blocking outside connections.
The<a href="https://minepi.com/roadmap/" rel="noopener noreferrer nofollow">official roadmap page</a> now carries a legacy notice. It hasn't been updated since the Open Network transition. Read it as history, not a schedule.
Upgrades continue. CoinGabbar reported that Protocol 27 reached Mainnet in September 2026, and our&nbsp;<a href="https://www.coingabbar.com/en/pi-network-news-coixa-joins-pi-defi-gateway-upgrades-2026" rel="noopener noreferrer nofollow">Pi DeFi developments</a> coverage tracks what followed.
Governance is still mostly a plan. The 2019 text proposes a provisional model until 5 million members. After that comes a "constitutional convention." The 10 billion ecosystem pool is meant for a future non-profit foundation.
<h2 id="span-span-style-font-size-16px-what-risks-should-readers-weigh-span-span">What Risks Should Readers Weigh?</h2>
<ul>
 <li>The Pi-Network Whitepaper dates from 2019 and 2021. Parts may change.</li>
 <li>Mining formulas and base rates are still being tuned.</li>
 <li>Unlock rules for team and foundation shares need checking.</li>
 <li>Unverified accounts risk losing unclaimed Pi.</li>
 <li>Fake claim sites exist. Pi-is claimed only inside the official app.</li>
 <li>Governance and the foundation remain plans, not structures.</li>
</ul>
<h2 id="span-span-style-font-size-16px-analyst-view-roadmap-or-sales-pitch-span-span">Analyst View: Roadmap or Sales Pitch?</h2>
The Pi-Network Whitepaper is strongest where it admits trade-offs. The 2021 chapters say an uncapped supply made planning hard, then add a cap. That's rare candor.
It's thinnest on independent proof. Readers get formulas and targets, but few outside audits. Keep that gap in mind with any <a href="https://www.coingabbar.com/en/pi-network-price-prediction-pi-coin-forecast" rel="noopener noreferrer nofollow">Pi Network price prediction</a>.
<h2 id="span-span-style-font-size-16px-conclusion-span-span">Conclusion</h2>
The Pi-Network Whitepaper describes a phone-first network built on a trust graph and energy-light consensus. Its standouts are the 100 billion cap, the 80/20 split, and a formula that rewards many contributions.
Much stays uncertain. Formulas may shift. Governance is still a plan. Compare the numbers with the<a href="https://www.coingabbar.com/en/pi-network-news-pi-protocol-28-live-on-testnet-price-down" rel="noopener noreferrer nofollow">latest Pi Network news</a> and the Core Team's official posts before drawing conclusions.
